Section C - Descriptions and Specifications

DESCRIPTION AND SPECIFICATIONS

SECTION C – DESCRIPTIONS AND SPECIFICATIONS

C001. GENERAL

The Army Corps of Engineers is issuing this Request For Proposals (RFP), to acquire a new dragline crane to be mounted and operated on a barge platform that will be procured under a separate Contract. The completed vessel will be a new Crane Barge to be operated by the Corps of Engineers Memphis District.

C002. MISSION STATEMENT

The new Crane Barge will replace the existing Bank Grader Crane Barge. The existing Bank Grader Crane Barge is a non-self-propelled barge with a pedestal mounted Bucyrus Erie 9W dragline crane. Its mission is to grade the banks of the Mississippi River to create stability in preparation for the laying of concrete mattresses.

The Bank Grader Crane Barge is attached to a track along a long mooring barge which is used to position the crane barge. Together these barges make up the “Bank Grading Unit”. The mooring barge has winches with anchor lines that run out to bulldozers on the shore. These bulldozers help position the mooring barge.

The operating mission of the Bank Grader Crane Barge is to drag bank material down the bank slope to provide an acceptable bank grade. Typical finished bank grades range from 3:1 to 7:1 (horizontal:vertical). Sometimes to attain the desired slope it requires moving the material far from the river bank out into the river adjacent to the graded bank. In these cases, the Bank Grader will haul or spar itself out along the mooring barge to move further into the river to allow for the material to be dragged out into the desired displacement location. The Bank Grader barge has mooring winches on the deck which are used to haul the Bank Grader along the length of the mooring barge. The Bank Grader Crane will always be dragging material into the river and it will not have to pick up and place material.

The Bank Grader Crane Barge has sloped deck edges on the land and river side. The bucket is often dragged in close to the bank grader barge, and the sloped edges of the barge allow the dragline to move freely without obstruction when this occurs.

The crane’s primary operating area is the Mississippi River from below New Orleans, LA to Cairo, IL. The crane must be able to grade various materials along the river bank such as various types of soil (sand, silt, and clay), pieces of articulated concrete mattress, and some rocks on land and under water. The material is not lifted and moved, it is simply dragged down the bank.

Bulldozers on the river bank are used for digging and piling material to help the bank grader move material.

The bank grading work is performed primarily with a crescent style dragline bucket attachment. The bucket is often thrown/cast past the tip of the boom to reach a larger working radius on the bank. When required, a dragline rake attachment is utilized to put the finished grade on a slope or for hard to reach areas where the bulldozers cannot reach. The rake is thrown/cast past the boom tip similar to the bucket.

The new crane will perform essentially the same dragging operations as the existing crane, however a higher production rate is desired.

Along with handling the bucket or grade rake, the crane will have to lift and place 6,000 lbs anchors on the river banks to assist with positioning the barge and bank grading unit.

In all cases, the barge contractor shall be responsible for ensuring the barge structural design is adequate for the maximum design loads and moments from the machine.

The supporting structure shall be constructed and shipped to the barge contractor NLT 360 days after Notice to Proceed for Phase I.

A. Maximum Weight and Moment

Based on the Naval Architectural analysis, with the crane on a horizontal platform and with the boom positioned to reach a radius of 160 feet from the center of rotation to the center of the boom tip sheaves:

The crane weight is defined as the weight of the support structure (kingpost, pedestal, tub or ring) (including the 10 ft. section below the main deck of the barge), the rotating works, counterweight, boom, hoists, and lines. The total crane weight in the completed condition without full operating fluids on board shall not exceed 1,400,000 lbs. or 625 LT. Less weight is better.

The overturning moment of the crane weight (NOT including the support structure), in a completed condition (no bucket or bucket load) shall be no less than 450,000 ft-lbs, applied towards the counterweight (to oppose the bucket load). More overturning moment is better up to 10,000,000 ft-lbs.

The vertical center of gravity of the crane weight (as defined in above in this section) above the deck of the barge shall be identified. A lower VCG is better.

The Contractor shall identify the total weight, vertical center of gravity and self-overturning moment in their proposal.

B. Gross Overload – Failure Mode Assessment

The contractor shall provide Failure Mode Calculations and Charts in accordance with API 2C, Seventh Edition, effective October 2012, Section 9.

The crane shall be designed such that, in the case of a gross overload, the crane operator’s station will remain attached on board the barge.

C009. HOIST OPERATIONAL REQUIREMENTS

The crane shall be designed with the appropriate number of drums and wire configurations to perform all dragging operations with the crane attachments specified in this specification. The contractor shall identify the number of hoists the crane is equipped with and which hoist is used during each operation.

All of the dragging operations shall be capable of being performed utilizing a fully revolving 3 degree crane list and 5 degree crane trim barge load chart.

The crane shall be designed as a full-time duty-cycle machine. The crane shall use two lines (hoist line and drag line) for bucket and rake work. The crane shall be designed to perform dragging operations with a crescent style bucket 95% of the time and a drag rake 5% of the time. The crane shall be capable of casting (swinging) the bucket out past the boom tip similar to the existing operation.

The crane shall be designed to be suitable for consecutive night and daytime operation during a 6 month season.

A duty-cycle dragline load chart shall be provided that is suitable for the out-of-level and environmental conditions identified in this specification.

In addition to duty-cycle operations, the hoist line may at time be used to perform minor lifts (e.g. mooring anchors, small equipment, etc.). The hoist line shall be capable of performing a 10,000 lbs., single part lift, at all radii. A lift chart that is suitable for the out-of-level and environmental conditions identified in this specification shall be provided.

A. Working Radius and Height

The crane shall be working on ungraded and graded river banks. The target finished bank grade slopes range between 3:1 to 7:1 (horizontal:vertical).

The crane shall, at a minimum, have a fully-revolving working radius of 160 feet from the center of rotation with the bucket at a height of 30 feet above the barge deck. The working radius is measured from the center of rotation to the boom tip. A maximum working radius with the provided bucket or rake longer than 160 feet is desirable.

Through adjusting the boom angle only (no change to boom length or pendants) the contractor shall also identify the minimum working radius for dragline work with the provided bucket or rake. This radius shall be as close as practical, but no further than 120 feet from the center of rotation. In addition, the machine must have the ability to work material with the bucket under the water at depths up to 50 feet below the waterline assuming the barge has a draft of 5 ft.

At times the river bank area that is being worked may have cliffs or areas that are as high as 80 feet above the working deck of the barge. The contractor shall identify the maximum working radius that the bucket can be placed 80 feet above the working deck and the drag cycle completed. A greater working radius is desirable.

It is also standard practice for the operators to throw/cast the bucket beyond the end of the boom tip to increase the working radius. Increased cast distance capability is highly desirable. All working radius, casting capabilities and production calculations will be evaluated working on a 5:1 slope.

At all radii, the crane shall be capable of handling the rake, placing or casting/throwing it on the bank at the respective reach radius, and dragging/raking the slope down to the river.

The crane shall be capable of stowing and picking the attachments from the deck of the barge (The attachments will need to be handled by the crane at a close radius).

The machine shall be capable of using the proposed bucket (at full load) and rake at all working radii.

B. Production Rate The production rate of the machine is critical to successful operations. The threshold for acceptable production rate (based on the calculations below) shall be 17,500 cubic yards per 10 hour shift, with the objective production rate of 25,000 cubic yards or more per 10 hour shift.

For the purpose of calculating production, the contractor shall determine a standard cycle time, multiplied by the bucket size and an efficiency factor. The following definitions, dimensions and formulas shall be used:

Step 1- Cycle Starting Location

Define the following:

Bucket Size in Cubic Yards (BC) Boom Length (BL) Pin Offset (PO) Pin Height (PH) Boom Angle (α) for 160 ft. Reach Radius Boom Tip Clearance to the Ground (J) Bucket Hang 1 (BH1) from the Boom Tip to 30’ above the waterline Estimated Throw Distance = 1/3 * J Hoist Line Speed (Light Bucket) Hoist Line Speed (Loaded Bucket)

Drag Line Speed (Light Bucket) Drag Line Speed (Loaded Bucket)

Step 2 – Lower the Bucket

Time to Lower the Bucket from 30’ Above Waterline to Bank (T1)

Step 3 – Drag the bucket down 5:1 slope to within 50’ of the crane center of rotation

Time to Drag the FULL/LOADED Bucket from 160 feet Reach to within 50 feet of Crane Center of Rotation on 5:1 (T2)

Step 4 Estimated Bucket Lift/Dump Time (T3): Assume 3 seconds

Step 5 – Return the Bucket to the Initial Starting Point (Step 1)

Time to bring the bucket back to 160 feet reach radius at 30 feet above the waterline (T4)

Total Cycle Time (TCT) = T1 + T2 + T3 (3 seconds) + T4 Production Calculations (Threshold 17,500 / Objective 25,000 or more cubic yards per shift) Cycles Per Hour (CPH) = 3600 (seconds/hour) / TCT Assume 85% Hourly Efficiency Factor Cubic Yards Per Hour (CYPH) = BC * CPH * 0.85 Shift Cubic Yards (SCY) = CYPH * 10 hours Please note that while additional distance is possible during the throw, for the purpose of calculating production it is not considered.

Example Slope 5:1

Bucket Size in Cubic Yards (BC) = 20 cubic yards Boom Length (BL) = 180 feet Pin Offset (PO) = 10 feet Pin Height (PH) = 18 feet Boom Angle (α) for 160’ Reach Radius = 33.56 degrees Boom Tip Clearance to the Ground (J) = 109.50 feet Bucket Hang 1 (BH1) from the Boom Tip to 30’ above the waterline = 79.50 feet Estimated Throw Distance = 1/3 * J = 36.50 feet Hoist Line Speed (Light Bucket) = 9 ft/sec Hoist Line Speed (Loaded Bucket) = 7 ft/sec Drag Line Speed (Light Bucket) = 9 ft/sec Drag Line Speed (Loaded Bucket) = 7 ft/sec T1 = 1.7 seconds T2 = 15.8 seconds T3 = 3.0 seconds T4 = 12.3 seconds TCT = 32.8 seconds

CPH = 109.8

CYPH = 1,866.6

SCY = 18,666 cubic yards

For the purpose of this evaluation, the contractor shall provide all of the variables listed in the definitions above, and the production calculations. In addition, the contractor shall identify the following for overall machine capability analysis:

Boom Angle at 120 feet Reach Radius Boom Angle at Minimum Operating Radius Maximum Reach Radius on a 5:1 Slope Boom Angle at Maximum Reach Radius on 5:1 Slope Estimated Throw Distance at Maximum Reach Radius (use the formula as previously identified).

This throw distance shall be achievable without slewing. Throw distance shall be provided for the bucket and rake if the estimated throw distance is different.

C010. WIRE ROPE

All wire rope shall be furnished with certificates stating its conformance to all of the standards referenced in this specification. Sufficient hoist spooling on all winch drums shall be provided on the drums, to reach 50 feet below the waterline (assuming the barge has a 5 foot draft) with the boom point at the highest elevation and leaving at least 5 wraps of cable on the drums.

The contractor shall provide the COR with a “Certificate of Examination and Test of Wire Rope Before Being Taken Into Use” (U.S. Department of Labor – Occupational Safety and Health Administration Form No. 5) for each continuous run of rope installed on the hoists. The certification shall be performed to the requirements of 29 CFR, part 1919 and be in accordance with the requirements of 29 CFR 1918.

The crane Contractor is responsible for installing and reeving the wire rope on the crane.
