C. WORK STATEMENT/DESCRIPTION/SPECIFICATIONS
C-1. GENERAL
C-1.1 Scope of Work, Part A.
Work under this portion of the contract shall consist of furnishing 41 magnesium anodes with plastisol cover (18’x 9”x 2”), 339 (8”x 8”x4”) alloy magnesium anodes with no coating, 339 stainless steel mounting part kits for alloy magnesium anodes with no coating, 420 alloy magnesium anodes (6-SX-3-HI), and 420 stainless steel mounting kits for 6-SX-3-HI alloy magnesium anode for use on a sector gate at Wallisville Lake. All anodes shall be setup to customer specifications before being shipped to USACE Wallisville. The anodes shall come with a 1 year warranty. Contract price per part shall include all shipping costs of anodes and supplemental parts to USACE Wallisville. Immediately upon receipt of the anodes and supplemental parts, USACE will ship used anodes and supplemental parts to the Contractor’s shop in lieu of paying core charges.
C-2. PRESENCE OF GOVERNMENT INSPECTOR
Unless waived in writing, all inspections shall be made in the presence of a Government Inspector and four copies of all inspection results thereof shall be furnished to the Contracting Officer. Where the presence of a Government Inspector is waived, four certified copies of inspection reports shall be furnished to the Contracting Officer.
C-3. COSTS
Except as provided elsewhere in the specifications, costs of all inspections and/or tests, exclusive of the expense of the Government representative shall be borne by the Contractor, and no separate payment will be made therefore.
C-4. SUBMITTALS
The Contractor shall submit warranties on all anodes.
D. PRESERVATION/PACKAGING/PACKING
D-1. Preservation packaging, and packing for shipment of all items shall be in accordance with commercial practice and adequate for safe transportation. Small parts shall be wrapped and boxed. Each engine item shall be protectively processed for short term indoor storage.
D-2. The Contractor shall furnish instructions for maintaining protection during storage periods in accordance with Section D-1.
D-3. The Contractor shall prepare and load all components for shipment to USACE Wallisville. This preparation shall be in such a manner as to protect them from damage in transit, and the Contractor shall be responsible for and make good any and all damage until all deliveries are completed. Weatherproof covers shall be provided to protect the components during shipment. Machined surfaces shall be secure to avoid damage during loading, transit, or unloading.
E. INSPECTIONS
E-1. GENERAL. All work shall be subject to inspection by the Contracting Officer or his duly authorized representative as set forth in the Contract Clauses. The Contractor shall notify the Contracting Officer, in writing, at least five calendar days in advance of the date that any tests or inspections are to be conducted.
E-2. INSPECTION REQUIREMENTS.
E-2.1.1 Quality Control System. Complete facilities for checking the dimensional accuracy of the parts and for assurance of conformity of material requirements shall be furnished, maintained, and operated by the Contractor and/or his subcontractors. These facilities shall be separate from the production facilities to the extent that the parts are checked for compliance with the plans and specifications rather than tooling or production procedures. Certification by ISO 9000 will be taken as evidence the inspection organization and program to be applied during the course of this contract is satisfactory.
E-2.1.2 Parts Inspection. The Contracting Officer shall have the right to have his authorized representative test and inspect parts that have been furnished or reworked.
E-2.1.3 Observation. The Contractor may, at his option and expense, observe the above described testing. The Contractor shall notify the Contracting Officer if he intends to observe this testing.
E-3. ACCEPTANCE. Final inspection and acceptance of work performed by the Contractor will be at destination.
F. CONTRACT ADMINSTRATION DATA
F-1. PAYMENT. Final payment will be made upon completion and acceptance of the work.
F-2. RENDITION OF INVOICES OR VOUCHERS. Invoices shall be submitted in triplicate. Terms of payment must be stated, including cash discount, if any.
F-3. DESIGNATED BILLING OFFICE. Invoices or vouchers shall be sent to the designated billing office as spelled out in the Contract Clauses. A copy of the invoice shall also be sent to the following:
