PART 1 BIDDING SCHEDULE
1.1 LINE ITEMS
This contract will be awarded as one lump sum with unit prices required for specifically selected work. A schedule of the unit price work is contained in Standard Form SF 1442, "Solicitation, Offer and Award."See Contract Clauses, "FAR 52.211-18, Variation in Estimated Quantity," "FAR 52.236-16, Quantity Surveys," and "DFARS.252.236-7008, Contract Prices."
Bid Items with Unit Prices Form
(i) Basis of Bid for Items 0001, 0002, and 0003 shall be the Total
Amount for Item 0001 (Items 1A through 1I), Item 0002 (Items 2A through 2I), and Item 0003 (Items 3A through 3I), complete in accordance with the drawings and specifications.
1.2 NOTES
NOTE 1: For each option year; either Option A or Option B, both Option A and Option B, or neither Option A and Option B may be exercised for each individual field (0001,0002,0003) depending on mat casting requirements.
NOTE 2: Bidders shall furnish first year base unit prices for all first year items listed on the schedule of bid items (0001A, 0002A, and 0003A). Option year unit prices will be adjusted using the same unit price as the first base year unit price. Actual option year prices will be the first year base unit price with the economic price adjustment as described in Part 1 of Section H. If the bidder fails to insert a unit price in the 0001A, 0002A, and 0003A blanks but does furnish an extended total or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity. If the bidder fails to insert an extended total in the appropriate blank for required items, but does furnish a unit price or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by multiplying the unit price amount for that line item by the quantity. In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid. IF THE BIDDER
OMITS BOTH THE UNIT PRICE AND THE EXTENDED ESTIMATED AMOUNT FOR ANY
ITEM, HIS BID WILL BE DECLARED NONRESPONSIVE.
NOTE 3: For planning purposes the government intends to exercise options based on the option year stated in the bid schedule. The government does reserve the right to exercise the options on an as needed basis prior to the anticipated delivery schedule. In this case the government will notify the contractor of its intent to exercise the option early and allow 60 days until the additional deliveries are required.
Any bid price for items indicated above which are unbalanced as to price may be rejected as non-responsive. An unbalanced bid is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.
Award will be made as a whole to one bidder.

SECTION B - SUBMITTAL PROCEDURES
PART 1 GENERAL
1.1 DEFINITIONS
1.1.1 Submittal
Contract Clauses "FAR 52.236-5, Material and Workmanship," paragraph (b) and "FAR 52.236-21, Specifications and Drawings for Construction," paragraphs (d), (e), and (f) apply to all "submittals."
1.1.2 Submittal Descriptions (SD)
Submittals requirements are specified in the technical sections.
Submittals are identified by SD numbers and titles as follows.
SD-01 Preconstruction Submittals
Certificates of Insurance.
Surety Bonds.
Construction Progress Schedule.
Work Plan.
Submittal Register.
Schedule of Prices.
Accident Prevention Program.
Quality Control Plan.
Environmental Protection Plan.
List of Proposed Subcontractors.
List of Proposed Products.
List of Barges
SD-01 Preconstruction Submittals
Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.
Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.
Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.
SD-03 Product Data
Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials or equipment for some portion of the work.
Samples of warranty language when the contract requires extended product warranties.
SD-04 Samples
Physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.
SD-05 Design Data
Calculations, mix designs, analyses or other data pertaining to a part of work.
SD-06 Test Reports
Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accordance with specified requirements. (Testing must have been within three years of date of contract award for the project.)
Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.
Investigation reports.
Daily checklists.
Final acceptance test and operational test procedure.
SD-07 Certificates
Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements. Must be dated after award of project contract and clearly name the project.
Document required of Contractor, or of a supplier, installer or subcontractor through Contractor, the purpose of which is to further quality of orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications.
Text of posted operating instructions.
SD-08 Manufacturer's Instructions
Preprinted material describing installation of a product, system or material, including special notices and Material Safety Data sheets concerning impedances, hazards and safety precautions.
SD-09 Manufacturer's Field Reports
Documentation of the testing and verification actions taken by manufacturer's representative to confirm compliance with manufacturer's standards or instructions.
Factory test reports.
SD-10 Operation and Maintenance Data
Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
SD-11 Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
1.1.3 Approving Authority
Approving authority rests with the Contracting Officer and his/her Authorized Representative(s). Approval actions and correspondence with the Contractor shall be made through the Wynne Area Office (WAO).
1.1.4 Work
As used in this section, on-site and off-site construction required by contract documents, including labor necessary to produce submittals, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only or as otherwise designated. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section

1.3 SUBMITTAL REGISTER
Submit the submittal register at least seven days prior to the prework conference. Verify that all submittals required for the project are listed and add any missing submittals. Complete the following on the register:
Column (g) Contractor Submit Date: Scheduled date for approving authority to receive submittals.
Column (h) Contractor Approval Date: Date Contractor needs approval of submittal.
1.4 CONTRACTOR USE OF SUBMITTAL REGISTER
Update the following fields.
Column (b) Transmittal Number: Contractor assigned list of consecutive numbers.
Column (j) Action Code (k): Date of action used to record Contractor's review when forwarding submittals to Area Engineer.
Column (l) List date of submittal transmission.
Column (q) List date approval received.
1.5 APPROVING AUTHORITY USE OF SUBMITTAL REGISTER
Update the following fields.
Column (b).
Column (l) List date of submittal receipt.
Column (m) through (p).
Column (q) List date returned to Contractor.
1.6 COPIES DELIVERED TO THE GOVERNMENT
Deliver one copy of submittal register updated by Contractor to Government with each invoice request.
1.7 PROCEDURES FOR SUBMITTALS
1.7.1 Reviewing, Certifying, Approving Authority
The Contractor Quality Control (CQC) organization shall be responsible for reviewing and certifying that submittals are in compliance with contract requirements. Approving authority on submittals ultimately rests with the Contracting Officer, and his/her Authorized Representative(s). Approval of all submittals will be made through the Wynne Area Office (WAO).
1.7.2 Constraints
a. Submittals listed or specified in this contract shall conform to provisions of this section, unless explicitly stated otherwise.
b. Submittals shall be complete for each definable feature of work;
components of definable feature interrelated as a system shall be submitted at same time.
c. When acceptability of a submittal is dependent on conditions, items, or materials included in separate subsequent submittals, submittal will be returned without review.
d. Approval of a separate material, product, or component does not imply approval of assembly in which item functions.
1.7.3 Scheduling
a. Coordinate scheduling, sequencing, preparing and processing of submittals with performance of work so that work will not be delayed by submittal processing. Allow for potential requirements to resubmit.
b. FExcept as specified otherwise, allow review period, beginning with receipt by approving authority, that includes at least 15 working days for submittals for Contracting Officer's Authorized Representative approval and 20 working days for submittals for Contracting Officer approval. Period of review for submittals with Contracting Officer approval begins when Government receives submittal from CQC organization. Period of review for each resubmittal is the same as for initial submittal.
1.7.4 Variations
Variations from contract requirements require Government approval pursuant to contract Clause entitled "FAR 52.236-21, Specifications and Drawings for Construction" and will be considered where advantageous to Government.
1.7.4.1 Considering Variations
Discussion with Wynne Area Office prior to submission, will help ensure functional and quality requirements are met and minimize rejections and resubmittals. When contemplating a variation which results in lower cost, consider submission of the variation as a Value Engineering Change Proposal (VECP).
1.7.4.2 Proposing Variations
When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to Government. Also include an estimate of the cost saving. In addition to documentation required for variation, include the submittals required for the item.
Clearly mark the proposed variation in all documentation.
1.7.4.3 Warranting That Variations Are Compatible
When delivering a variation for approval, Contractor warrants that this contract has been reviewed to establish that the variation, if incorporated, will be compatible with other elements of work.
1.7.4.4 Review Schedule Is Modified
In addition to normal submittal review period, a period of 15 working days will be allowed for consideration by the Government of submittals with variations.
1.8 CONTRACTOR'S RESPONSIBILITIES
a. Determine and verify field measurements, materials, field construction criteria; review each submittal; and check and coordinate each submittal with requirements of the work and contract documents.
b. Transmit submittals to the Government in accordance with the approved Submittal Register. To prevent delays in the work, delays to Government, or delays to separate Contractors transmit submittals using ENG FORM 4025 (Transmittal Sheet).
c. Stamp submittal data to certify that the submittal meets contract requirements.
d. Advise Contracting Officer of variation, as required by paragraph entitled "Variations."
e. Correct and resubmit submittal as directed by approving authority. When resubmitting disapproved transmittals or transmittals noted for resubmittal, the Contractor shall provide copy of that previously submitted transmittal including all reviewer comments for use by approving authority. Direct specific attention in writing or on resubmitted submittal, to revisions not requested by approving authority on previous submissions.
f. Furnish additional copies of submittal when requested by Contracting Officer, to a limit of 20 copies per submittal.
g. Ensure no work has begun until submittals for that work have been returned as "Approved as submitted" or "Approved, except as noted...", except to the extent that a portion of work must be accomplished as basis of submittal.
1.9 THIS SECTION REMOVED
1.10 FORMAT OF SUBMITTALS
1.10.1 Transmittal Sheet
Transmit each submittal, except sample installations and sample panels, to office of approving authority. Transmit submittals on ENG FORM 4025 (Transmittal Sheet) located at the following website:

The transmittal sheet shall identify Contractor, indicate date of submittal, and include information prescribed by transmittal sheet and required in paragraph entitled "Identifying Submittals." Process transmittal sheets to record actions regarding sample panels and sample installations.

1.10.2 Identifying Submittals
Identify submittals, except sample panel and sample installation, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal sheet. Mark each copy of each submittal identically, with the following:
a. Project title and location.
b. Construction contract number.
c. Section number of the specification section by which submittal is required.
d. Submittal description (SD) number of each component of submittal.
e. When a resubmission, add alphabetic suffix on submittal description, for example, SD-10A, to indicate resubmission.
f. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other second tier Contractor associated with submittal.
g. Product identification and location in project.
1.11 SUBMISSION AND CONTROL OF SUBMITTALS
1.11.1 Submittals Required from the Contractor
Within 15 calendar days after receipt of notice to proceed, the Contractor shall complete and submit to the Area Engineer, Wynne Area Office, 1932 North Falls Blvd., P.O. Box 729, Wynne, AR 72396-0729 submittals required in the technical sections of this specification, including shop drawings, product data and samples.
1.11.1.1 Submittal Procedures and Deviations
The Government will further discuss detailed submittal procedures with the Contractor at the Preconstruction Conference. For submittals which include proposed deviations requested by the Contractor, the column "variation" of ENG Form 4025 shall be checked. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.
1.11.1.2 Control of Submittals
The Contractor shall carefully control his procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."
1.11.1.3 O&M Data
Contracting Officer will review and approve the O&M Data to verify the submittals comply with the contract requirements; submit data specified for a given item within 30 calendar days after the item is delivered to the contract site. In the event the Contractor fails to deliver O&M Data within the time limits specified, the Contracting Officer may withhold from progress payments up to 10 percent of the price of the item with which such O&M Data are applicable.
1.12 SUBMITTAL CLASSIFICATION
Submittals are classified as follows:
1.12.1 Government Approved
Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. Within the terms of the Contract Clause entitled "Specifications and Drawings for Construction," they are considered to be "shop drawings."
1.12.2 Information Only
All submittals not requiring Government approval will be for information only. They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.
1.13 APPROVED SUBMITTALS
The Contracting Officer's approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the CQC requirements of this contract is responsible for design, dimensions, all design extensions, such as the design of adequate connections and details, etc., and the satisfactory construction of all work. After submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
1.14 DISAPPROVED SUBMITTALS
The Contractor shall make all corrections required by the Contracting Officer and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal.
1.15 WITHHOLDING OF PAYMENT
(Not Applicable)
1.16 GENERAL
The Contractor shall make submittals as required by the specifications.
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used in the contract drawings. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the CQC System Manager and each item shall be stamped, signed, and dated by the CQC
System Manager indicating action taken. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders;
samples; O&M manuals (including parts list); certifications; warranties;
and other such required submittals. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby. Samples remaining upon completion of the work shall be picked up and disposed of in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.
1.17 SUBMITTAL REGISTER
At the end of this section is a submittal register showing items of equipment and materials for which submittals are required by the specifications; this list may not be all inclusive and additional submittals may be required. The Government will provide the initial submittal register in electronic format. Thereafter, the Contractor shall maintain a complete list of all submittals, including completion of all data columns. Dates on which submittals are received and returned by the Government will be tracked. The Contractor shall monitor the progress of all submittals.
1.18 SCHEDULING
Submittals covering component items forming a system or items that are interrelated shall be scheduled to be coordinated and submitted concurrently. Certifications to be submitted with the pertinent drawings shall be so scheduled. Adequate time (a minimum of 21 calendar days exclusive of mailing time) shall be allowed and shown on the register for review and approval. No delay damages or time extensions will be allowed for time lost in late submittals.
1.19 TRANSMITTAL SHEET (ENG FORM 4025)
A sample transmittal sheet (ENG Form 4025), which can be found at http://www.mvm.usace.army.mil/contracting/forms/forms.htm, shall be used for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form.
Additionally, these forms are included in the QCS software that is available for Contractor use. The transmittal sheet shall be properly completed by filling out all the heading blank spaces and identifying each item submitted. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.
1.20 GOVERNMENT APPROVED SUBMITTALS
Upon completion of review of submittals requiring Government approval, the submittals will be identified as having received approval by being so stamped and dated. Three copies of the submittal will be retained by the Contracting Officer and three copies of the submittal will be returned to the Contractor.
1.21 INFORMATION ONLY SUBMITTALS
Normally submittals for information only will not be returned. Approval http://www.mvm.usace.army.mil/contracting/forms/forms.htm of the Contracting Officer is not required on information only submittals. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.

1.3 SCOPE
The procurement covered by these specifications consists of furnishing approximately 1,130,000 squares of Non-Corrosive 16-Block Wire Mesh in strict accordance with these specifications and Figure 1 and 2 at the end of this section. These squares will be constructed by the contractor providing all labor, equipment, and materials.
1.4 GENERAL REQUIREMENTS
The intent of these specifications is to secure non-corrosive wire mesh for use in the manufacture and assembly of articulated concrete mattress revetment. Articulated Concrete Mattress units or squares consist essentially of 16 concrete blocks in which is cast the wire mesh to form an articulated unit 25 feet by 4 feet. One square of the non-corrosive 16-block wire mesh consists of two longitudinal wires and eight bracket wires, as illustrated in Figure 1 at the end of this section. The wire mesh, therefore, is used as an assembly system for interconnecting the 16 concrete blocks of a concrete mattress unit. To provide long life, the wire mesh must be manufactured from a material resistant to corrosion when subjected to air, to water of the Mississippi River, and salt water, whether alone or in contact with copper, steel, concrete, wood or other debris, or earth. To provide suitable handling and assembling characteristics, the wire mesh must be sufficiently stiff as to not be unduly deformed by normal handling and yet must be sufficiently flexible to permit the concrete mattress to conform to the irregularities of the river bed.
1.5 MATERIALS
The wire mesh shall be manufactured from metal alloy and shall meet all requirements of these specifications.
1.6 SIZE OF WIRE
Wire used in manufacture of the wire mesh shall have a nominal diameter of not less than 0.145 inch nor more than 0.230 inch.
1.7 REQUIRED SUBMITTALS
For each coil of wire used in the manufacturing process, the Contractor shall furnish either a Certificate of Compliance from the Wire Manufacturer or test results from a recognized testing laboratory certifying that the wire meets or exceeds the requirements of these specifications for chemical analysis, resistance to intergranular corrosion and stress corrosion and size. The Contractor shall also furnish one certified copy of Test Reports required by these specifications. All Government Furnished Materials are certified to meet all requirements in the specifications. The Certificates of Inspection/Tests can be supplied if requested.
1.8 MEASURING AND TESTING EQUIPMENT
The Contractor shall provide and maintain gages and other measuring and testing devices necessary to assure that supplies conform to technical requirements. The calibration of measuring and testing equipment and the interval of calibration shall conform to military specification ANSI Z540.1, Calibration Systems Requirements. The objective is to assure that inspection and test equipment is checked at prescribed intervals, properly maintained, and/or replaced as necessary to assure consistent accuracy.
In addition, the Contractor shall insure the use of only such subcontractor and vendor sources that depend upon calibration systems which effectively control the accuracy of measuring and testing equipment.
PART 2 MATERIAL REQUIREMENTS
2.1 GENERAL
All components of the completed wire mesh shall be manufactured from the same size and type of wire. No wire shall be used in the manufacture of wire mesh unless it meets all the requirements specified herein.
2.2 Stainless Steel Alloys
2.2.1 APPROVED ALLOYS
Stainless steel alloys shall meet the chemical analysis requirements of AISI 201, AISI 301, AISI 302, AISI 304, AISI 316; Armco Nitronic 28, Nitronic 30 or Nitronic 32 (UNS-S24100); or Carpenter Stainless 18Cr-2Ni-12Mn (UNS-S24100), Cartech AISI 201 modified, or Cartech 18Cr-2Ni-12MnSL.
2.2.2 OTHER ALLOYS
The Contractor may, at his option, use an alloy not listed in paragraph Approved Alloys, subject to the following requirements: The material shall contain a minimum of 14 percent chromium, and representative samples of the wire shall pass the following test requirements. Three samples of the finished wire, drawn to final dimension and ready for use in manufacture, with no heat treatment or other modification of properties, shall be tested. Test specimens shall be prepared and stressed in accordance with ASTM G 30, standard practice for MAKING AND USING U-BEND STRESS-CORROSION TEST SPECIMENS. The specimens shall be straight or nearly straight as taken from the coils, and shall be brought to a loop or bend of 1 inch radius and secured without over bending or rebound. The stressed specimens shall be cleaned and degreased, then exposed to salt spray in a fog chamber in accordance with ASTM B 117. Continuous exposure shall be maintained for a period of 480 hours. The temperature of the exposure zone, the atomization of fog, the quantity of fog provided, the concentration of salt solution, the position of test specimens, and the directions of spray nozzles shall be monitored and maintained as prescribed in the ASTM standard. At the end of the prescribed period, the salt deposits shall be removed, the specimen dried with compressed air, and the stressed surfaces examined to determine the amount and depth of cracking. Caution must be exercised in handling these specimens. See ASTM G 30 for safety precautions. Any crack penetrating 1/4 of the diameter of the wire will cause rejection of the proposed alloy.
Retesting will be required of any heat of metal if the amount of cold work reduction varies significantly from the tested samples. The testing shall be performed at the Contractor's expense by an approved independent testing facility.
2.2.3 STRESS CORROSION TESTING
Stress corrosion testing will be required of any heat of metal if the proportion of any significant element varies by more than 15 percent of its concentration in an alloy approved under the provisions of Other Alloys, or if any element is outside the published range for the alloys listed in Approved Alloys. Testing shall be performed at the Contractor's expense by an approved independent testing facility.
2.2.4 INTERGRANULAR CORROSION TESTING
The approved alloys listed in 2.2.1 are austenitic steels. If any of these grades of stainless steel are used, or if another austenitic grade of stainless steel is approved for use under the provisions of 2.2.2, the rod from which the wire is made shall be direct quenched or solution annealed in accordance with ASTM A 479/A 479M. This step in the wire manufacture is required to assure that harmful carbide precipitation does not occur in the grain boundary. One sample per rolling lot if direct quenched, or per heat treat lot if applicable, shall pass the test for intergranular corrosion given in ASTM A 262.
2.2.5 CARBON CONTENT LIMITATION
If an austenitic stainless steel alloy with a carbon content greater than
0.110 percent is used, the Contractor shall submit to the Contracting Officer evidence that the time and temperature ranges for the proposed welding technique will not cause harmful carbide precipitation or sensitization in the heat affected zone. Such evidence shall consist of samples, welded as proposed, tested and evaluated according to ASTM A 262 or other such evidence as may be satisfactory to the Contracting Officer.
PART 3 WIRE MESH MANUFACTURE
3.1 GENERAL
The wire mesh shall be manufactured as specified herein and in accordance with the details shown on Figure 1 at the end of this section.
3.2 LONGITUDINAL WIRES
Longitudinal wires shall be made from one piece of wire.
3.3 BRACKET WIRES
The sides of the bracket shall be in the same plane, with opposite sides parallel and adjacent sides square. The sides of the rectangles shall be straight with corners of 3/8" inside radius. Bracket wires shall be made from one piece of wire. The joint in the bracket wire shall be made approximately on center of the longer side of the rectangle with a minimum 1" of wire overlap between the ends.
3.4 ASSEMBLY
The longitudinal wires and bracket wires shall be assembled to form the wire mesh. The end loops shall be in the plane of the wire mesh within stated tolerance. The bracket wires shall be fastened to the longitudinal wires by welds. The welding operation shall not bend either wire so as to cause it to deviate from straight by more than 1/4 inch.
3.5 DIMENSIONAL TOLERANCES
The permissible tolerances in the completed wire mesh from the dimensions shown on Figures 1 and 2 are as follows:
a. Bracket dimensions 1/4 inch plus or minus
b. Position of brackets on longitudinals 1/4 inch plus or minus
(Except End Brackets)
c. Spacing of longitudinals 1/16 inch plus or minus
d. Overall length 1/16 inch plus or minus
e. Length of end loops from brackets 3/16 inch plus or 1/8 minus
f. The end loop shall fit freely between the inner and outer members of the template dimensioned at the end of this section in Figure 2.
g. End loop out of plane --- 10 degrees maximum
PART 4 STRENGTH AND OTHER PHYSICAL REQUIREMENTS
4.1 STRENGTH OF CONNECTIONS
The bracket wire to longitudinal wire connections shall have sufficient strength and resilience to withstand the stresses encountered in packaging, shipping, and handling, including handling involved in uncradling and placing in forms preparatory to casting the wire mesh in the concrete mattress. Connection strength tests shall be performed in accordance with Paragraph 6.4, STRENGTH OF CONNECTIONS.
4.1.1 WELDED CONNECTIONS
The bracket wires shall be welded to the longitudinal wires with each welded connection capable of sustaining 90 inch-pounds of torsion.
4.2 TENSILE STRENGTH
The minimum tensile strength of completed squares of wire mesh shall be as follows:
4.2.1 LONGITUDINAL WIRES
Longitudinal wires shall have a tensile strength of not less than 4,000 pounds, end loop to end loop, when pulled as prescribed in Part 6.3.2.
4.2.2 BRACKET WIRES JOINTS
Joints made in producing the bracket wires shall not reduce the tensile strength of the bracket wire at the joint to less than 3,200 pounds.
4.3 BENDING
Wire used in manufacturing the wire mesh shall show no signs of imperfections when subjected to the Bending Test and shall withstand a minimum of seven 90 degree bends before breaking when tested as specified in Paragraph 6.5.1, Back and Forth Bending.
PART 5 SAMPLING
End product sampling for required testing of completed squares of wire mesh shall be at random. For all tests except dimensional checks, a sample size of 1 square and a base lot of 1,000 squares shall be used. If no problems are revealed by the testing for the first 10,000 squares, then the sample size may be increased to 1 square per 5,000 squares. If a problem arises, the fabricator shall be responsible for correcting the deficiency. Once the destructive testing indicates the immediate deficiency is corrected, the testing will once again be changed to 1 square per 5,000 squares. In lieu of the above sampling procedure, all wire from the same heat will have at least one destructive test run. If the wire fails the destructive testing, two randomly selected squares will be selected and tested to destruction. If either of these tests should fail, then all wire from that heat will be rejected. The fabricator shall maintain records of all heat numbers as a part of the quality control program. Destructive testing at the fabricator's shop shall be performed on an as needed basis. Complete testing will require destruction of a minimum of one square of wire mesh per base lot. Sampling procedures for dimensional checks are specified in Paragraph 6.6, Dimensional Check.
PART 6 TESTING
The completed wire mesh shall be subjected to the following tests, at the Contractor's expense, to determine that the wire mesh meets the requirements of these specifications. Should any of the samples fail a test, the lot represented by the sample shall either be rejected or, at the Contractor's option, the provisions of Paragraph 7, ADDITIONAL TESTING, may be utilized. All testing shall be in accordance with
ASTM A 370.
6.1 INITIAL QUALITY ASSURANCE
6.1.1 TESTS
The first 100 squares of non-corrosive 16-block wire mesh produced under this contract shall be produced in increments of 10 squares. For each 10 square increment, the following tests shall be performed:
a. Eight bracket wire joint tests.
b. Two end loop to end loop longitudinal wire strength and elongation tests, one from each side of a square of wire mesh.
c. Thirty two ductility of weld tests, one from each joint of a piece of wire mesh.
d. Complete dimensional checks of one completed square.
e. One bending test of material for ductility.
This testing will require destruction of a minimum of one square of wire mesh for each 10 square increment tested. If there are multiple production lines for part or all of the manufacture, or different machines producing components such as bracket wires or longitudinal wires, samples shall include production from each machine and each production line. If additional machinery is added during production, its production shall also be subject to the above testing requirements. The Contractor shall advise the Contracting Officer at least 7 calendar days in advance of the scheduled testing. The Contractor shall provide complete testing facilities and technicians as necessary to perform the tests, and shall conduct the measurements and tests in the presence of the Contracting Officer's Representative. Should any of the samples from the first 100 squares fail to meet the specified test requirements, that lot may be truncated, adjustments or corrections made, and another 100 square lot begun. Production and testing shall continue in this manner until a satisfactory end product is obtained.
6.2 PRODUCTION TESTING
Upon approval from the Contracting Officer that uniformity in quality of production has been achieved, the Contractor may begin the following testing on the end product under his Quality Control Program.
6.3 TENSILE TESTS
Tensile tests shall be conducted on completed squares of wire mesh. Tests of full length longitudinal wires may result in dangerous backlash should the wires break during testing. Adequate personal protection measures shall be taken when conducting these tests.
6.3.1 BRACKET WIRE JOINTS
All bracket wire joints in one square per 1,000 squares of wire mesh produced shall be tested for tensile strength. It is permissible to remove the segment of the bracket wire containing the joint from a completed square of wire mesh prior to performing this test. The wire shall be gripped at least 3 inches each side of the joint. The specimen shall be tested to failure, and the ultimate strength shall be recorded on the test reports.
6.3.2 LONGITUDINAL WIRES
Two full length longitudinal wires, with end loops, from one square per 1,000 squares of wire mesh produced shall be tested for strength and elongation by placing the end loops over pins or clevises and applying a load of 4,000 pounds through them. The pins or clevises shall be 1 inch wide with edges rounded to a 1/8 inch radius. Prior to performing a tensile strength test, an original gage length of 23 feet 11 inches to 24 feet 0 inches, which includes all of the 16 cross-wire welds, shall be marked on the test sample. In lieu of marking gaging points on the longitudinal wires, the positions of the outermost bracket wire on each end of the longitudinal wire may be taken as the gaging points, resulting in a gage length of approximately 23 feet 10 1/4 inches. A tensile load of 4,000 pounds shall then be applied to the test sample and the distance between gage marks carefully measured. Both the original gage length and the gage length at 4,000 pounds shall be measured to the nearest 1/16 inch. The elongation, or difference between the measurement at the 4,000 pound load and original gage length, shall not exceed 5 inches.
Elongation measurements will not be required of tensile test samples which fail the required 4,000 pound load.
6.4 STRENGTH OF CONNECTIONS
Strength tests shall be conducted on all of the connections fastening bracket wires to longitudinal wires in one square per 1,000 squares of wire mesh produced.
6.4.1 WELDED CONNECTIONS
The strength of the weld connecting the bracket wire to the longitudinal wire shall be tested by cutting one or both wires approximately one to six inches each side of the weld, restraining one wire, and applying torsional forces through the other wire to the joint. The forces shall be applied to the plane of the wire mesh in a manner which will produce angular deformation of the joint in that plane, not forces which tend to roll either wire along the other. The wire through which the couple is applied to the weld joint shall not touch anything which might affect the direction or magnitude of the applied forces. If one of the wires has not been cut close to the joint prior to this test, the uncut wire shall be the one held fixed. The weld shall be centered in the testing apparatus and the torsion applied in a manner which will produce a true couple on the joint.
