PERFORMANCE WORK STATEMENT FOR

GEOTECHNICAL IDIQ DRILLING AND TESTING SERVICES

1. General. The work performed under this contract will provide geotechnical data to inform our geotechnical analyses and designs. The integrity of the engineering design work is dependent on the accuracy and completeness of the geotechnical data obtained under this contract. The work will be performed at various sites in Illinois, Missouri, Kentucky, Arkansas, Tennessee, and Mississippi and shall consist of furnishing all plant, labor, equipment, materials, and supplies necessary to drill borings, recover samples, test lab specimens, record test data, install and monitor piezometers, and install inclinometers in accordance with this contract. The exact quantities associated with drilling, sampling, testing, and other Contract Line Items will be governed by conditions and materials encountered at each work site and will not be fully known until after the work has been performed. The Government will estimate the approximate cost of each task order based on the best available information, and the Contractor shall invoice each Contract Line Item according to the actual quantities supplied or performed. The Contracting Officer reserves the right to direct the sequence of work.

2. References. The Contractor shall perform all drilling, sampling, testing, and other work in accordance with the applicable standards and references listed below, unless specifically directed otherwise in this contract.

3. Scope of Work. The work performed under this contract shall include geotechnical drilling, sampling, laboratory testing, reporting, geoprobe sampling, piezometer installation, piezometer monitoring, and inclinometer installation. The Government will issue task orders based on the requirements set forth in this contract. The Contractor shall perform the work in accordance with this contract and submit invoices to the Government according to the agreed upon unit price for each Contract Line Item.

3.1. Boring Location. The Government will provide the Contractor with a general map, aerial photograph, and project drawing showing the project location and proposed boring locations. Additionally, the Government will identify each boring location in the field with survey flagging and a stake marked with the boring number. Minor deviation (field adjustments) in the proposed boring location as shown on the drawings or as staked in the field shall be allowed without Government approval. However, changes of 20 ft or more from the staked location must be approved in advance by the Government. The borings shall be numbered on the field logs as indicated in the task order and on the wooden stakes in the field. The Contractor shall measure the latitude and longitude of each boring location as drilled in the field using a dedicated GPS device and record these coordinates on the field logs for each boring in decimal degree format. Latitude and longitude coordinates noted on the field logs shall be accurate to within 20 ft. The Contractor shall be responsible for requesting utility location services for each boring from the appropriate state or local agency.

3.2. Drilling. The boring shall be drilled using mud rotary, hollow stem auger, or a combination of the two methods. The following procedures shall be used by the Contractor depending on the selected method of drilling:

3.2.1. Hollow Stem Augers. Drilling and sampling using a hollow stem auger shall be performed in accordance with ASTM D6151, unless specifically directed otherwise in this contract. Drilling and sampling may be advanced using hollow stem augers when drilling above the in-situ groundwater level. Below this depth, mud rotary drilling shall be used. When advancing the boring through strata above the in-situ groundwater table, if soil heaves upward into the auger stem, the Contractor may attempt to fill the auger stem with water or drilling mud to offset the uplift forces;

however, if this proves unsuccessful (i.e. soils heave into the hollow stem auger), the Contractor shall switch over to mud rotary drilling before proceeding with the boring. Any use of fluid in the hollow stem auger, including the associated depths, shall be clearly recorded on the field logs. If any soil heaves into the hollow stem auger during drilling operations, the depths to bottom of the auger and the top of the heaved soil shall be clearly recorded on the field logs. The borehole shall be cleaned to the sampling elevation exercising caution to ensure that the material to be sampled is not disturbed by the cleanout operation and that there are minimal cutting at the base of the borehole.

3.2.2. Mud Rotary. Drilling and sampling using the mud rotary method shall be performed in accordance with ASTM D5783, unless specifically directed otherwise in this contract. Drilling and sampling may be advanced using mud rotary drilling method either above or below the in-situ groundwater level. Bentonite-based drilling fluid additives are acceptable, except in boreholes for piezometer installation or when specifically directed otherwise in the task order. Side-discharge or top-discharge fishtail or roller cone bits are acceptable. Any type of bottom-discharge bits will be considered unacceptable. The borehole shall be cleaned to the sampling elevation exercising caution to ensure that the material to be sampled is not disturbed by the cleanout operation and that there are minimal cutting at the base of the borehole.

The depth at which mud rotary drilling is initiated shall be clearly recorded on the field logs along with any drilling methods used prior to switching to mud rotary.

3.3. Sampling. The Contractor shall drill each boring to the depth specified for that boring in the task order. Each task order will include one or more tables showing required sampling types and intervals for each boring or boring type. The Contractor shall exercise care to maximize recovery and minimize disturbance for each sample.

3.3.1. Undisturbed Sampling. Undisturbed samples shall be obtained in accordance with

ASTM D1587, unless specifically directed otherwise in this contract, using a fixed-piston type sampler in accordance with ASTM D6519 to recover undisturbed samples below the natural groundwater table. Unless directed otherwise by the task order, undisturbed samples shall be taken continuously, the bottom depth of one sample identical to the top depth of the subsequent sample. Unless directed otherwise by the task order, undisturbed samples shall be obtained using 5-inch diameter thin-walled (Shelby) tubes as described in ASTM D1587. One recovered, the tube ends shall be cleaned of any disturbed or excess material and capped with an air-tight seal in the field as soon as they are extracted. Each extruded undisturbed sample shall be tested with a pocket penetrometer and torvane in addition to any other laboratory tests assigned by the Government.

3.3.2. Disturbed Sampling. Disturbed samples shall be obtained in accordance with ASTM D1586 unless specifically directed otherwise in this contract. Soil samples recovered using the split spoon method of sampling shall use the standard (1-3/8 inch I.D., 2 inch O.D.) split spoon drive sampler without an interior liner. With the split spoon sampler resting at the bottom of the hole, it shall be driven through undisturbed soil 18 inches, or to refusal, using an approved auto-hammer that has been calibrated at least annually according to ASTM D4633. The Contractor shall provide proof of annual calibration of each auto-hammer used for obtaining split spoon samples under this contract. The manufacturer and model of the hammer shall be recorded on the field log. Refusal is defined as penetration of less than 6 inches for 50 blows. In the event that the Contractor opens the split spoon sampler and finds two different materials inside so as to indicate a change in soil strata between the top and bottom depths of the sample, the Contractor shall place the two distinct materials in separate jars with sample numbers and depths labeled appropriately.

3.3.3. Hand Auger Sampling. Hand auger samples shall be obtained in accordance with ASTM D1452 unless specifically directed otherwise in this contract. Hand auger samples shall be obtained using augers at least 2 inches in diameter, either barrel, Dutch, or Iwan type, at 12-inch intervals and/or at strata changes. Field boring logs, as described in Section 3.6 below, shall be completed for each boring.

3.3.4. Sample Containers and Care. All soil samples recovered as part of this contract shall be preserved, stored, and transported in accordance with ASTM D4220.

Unless specifically directed otherwise in the task order, hand auger samples shall be considered as falling under Group A, disturbed samples, such as those obtained by a split spoon sampler, shall be considered as falling under Group B, and undisturbed samples, such as those obtained using a Shelby tube sampler, shall be considered as falling under Group C.

Split spoon and hand auger samples shall be placed 1-pint capacity, transparent sample jars and sealed with moisture-tight threaded lids. The mouth of each jar shall be at least 2.25 inches in diameter. At a minimum, each jar shall be clearly and legibly identified in permanent ink with the following information:

(1) Boring number or designation (as it appears on wooden stake)

(2) Sample number

(3) Top and bottom depth of sample

(4) Date sample recovered

Sample jars shall be labeled on site as soon as the sample is placed in the jar. Sample jars shall be sealed tightly to minimize losses of natural moisture during sample transport and storage. Sample jars shall be placed in partitioned boxes suitable for shipping and long-term storage. Each box shall completely enclose and protect all jars and be clearly and legibly labeled on one end (not on top or bottom) with the following information:

(1) Project name and task order number

(2) Boring name(s) or designation(s) contained within

(3) Sample numbers contained within

If a single boring requires more than one box, the boxes shall be sequentially numbered. The Contractor shall furnish all sample jars and boxes. The Government will furnish all jar labels. Upon final receipt, the sample jars and boxes shall become property of the Government.

Undisturbed (Shelby tube) samples shall be kept sealed and undisturbed in their sample tubes at the Contractor’s laboratory until the Government can personally oversee the unsealing and extrusion of the samples. All Undisturbed samples shall be clearly and legibly identified in permanent ink with the flowing information:

(1) Boring number of designation (as it appears on wooden stake)

(2) Sample number

(3) Top and bottom depth of sample

(4) Date sample recovered

The Contractor shall exercise care to ensure undisturbed samples are stored upright (i.e. sample orientation during transport and storage remains the same as the in-situ orientation) and protected from freezing, excessive heat, and unnecessary vibrations. Once the Government has classified the soil and identified the portion(s) of the sample from which the Contractor shall obtain lab specimens, an additional portion of the sample shall be taken and sealed in an appropriately labeled sample jar or plastic bag to enable additional testing should it become necessary. Soil cuttings obtained when the Contractor prepares each lab specimen should also be taken and sealed in an appropriately labeled sample jar or plastic bag.

Upon completion of each task order, all soil samples from that task order shall be placed in the original containers, stacked neatly and securely on standard freight pallets, and delivered to Bldg. 17 at Ensley Engineering Yard, 2915 Riverport Rd, Memphis, TN 38109. The Contractor shall provide at least 7 days’ notice prior to delivering soil samples.

3.4. Grouting of Boreholes. Upon completion of drilling and sampling, the Contractor shall leave the borehole to sit open for 24 hours. Open borehole shall be marked and covered as necessary to prevent accidental injuries. After 24 hrs, the Contractor shall return to the open borehole and measure the depth to the natural groundwater table to the nearest 0.01 ft. This information shall be recorded on the field log as described in Section 3.6. Borings without accurate groundwater measurements will not be accepted. All boreholes shall be backfilled by the Contractor beginning at the bottom of the collapsed hole and working up, with a cement-bentonite grout or other approved bentonite backfill. All boreholes shall be backfilled within 96 hours after completion of the boring. Prior to completion of the task order, each backfilled borehole should be checked to verify that no additional settlement has occurred at the backfilled hole. If the backfilled surface of the borehole is more than 3 inches lower than the adjacent natural ground surface, the backfilled borehole shall be topped off using natural soil from the site, cement-bentonite grout, or other approved bentonite backfill.

3.5. Surveys for Borings. The Government shall be responsible for providing all surveys to determine final boring locations and elevations. Upon backfilling each borehole, the Contractor shall re-drive the original stake securely in the ground immediately adjacent to each completed boring to assist the Government in surveying the completed borings. The Contractor shall ensure that each replaced stake can be easily found and read and shall add flagging to the stake as needed.

3.6. Drilling Records. The Contractor shall document all drilling and sampling activities in accordance with ASTM D5434. The information on these field logs shall be accurately and legibly recorded on the field logs at the site of the boring as the soil samples are being obtained. The Contractor shall provide these field logs to the Government in both paper and electronic (PDF) formats. For each individual boring, the Contractor’s field log shall contain, at a minimum, the following information:

(1) Project name and task order number

(2) Boring number or designation (as it appears on wooden stake).

(3) Latitude and longitude coordinates in decimal degree format (e.g.

37.XXXXXX°, -89.XXXXXX°) accurate to within 20 ft measured at the actual boring location.

(4) Distance and direction from boring stake to actual boring location and reason for offset, if boring has been offset from stake

(5) Names of each person involved in the drilling and sampling. If multiple drill crews were involved in the drilling of a single boring, the field log for that boring shall clearly indicate which samples were obtained by which drill crew along with the date(s) for each sample. Individual(s) who prepared field log shall be noted as such.

(6) Date(s) when the boring was begun and when completed

(7) Sample numbers (matching appropriate sample jar labels)

(8) Sample type (split spoon, Shelby tube, etc)

(9) Top and bottom depths associated with each sample

(10) Drilling technique used to obtain samples (i.e., hand auger, hollow stem auger, hollow stem auger filled with fluid, or mud rotary) and depth(s) at which techniques were changed

(11) Blow counts for each SPT test in accordance with ASTM D1586

(12) Manufacturer, type, and energy rating of hammer used to drive the SPT sampler

(13) Depth to natural groundwater table based on observed saturation of samples, fluctuations in drilling mud levels, and measurements taken 24 hrs after drilling

(14) A description of each soil sample including, at a minimum, the drill crew’s visual classification according to the Unified Soil Classification System (USCS) as described in ASTM D2487 and D2488, consistency, color, presence of any organic material or other debris, etc. This classification and description shall be recorded accurately and legibly on the field log immediately following the recovery of the sample from the boring.

(15) Any additional information considered helpful in determining classification and engineering properties of the soil.

3.7. Lab Testing. All laboratory tests under this contract shall be performed at a USACE-validated geotechnical laboratory located in the Memphis, TN Metropolitan Area. The Contractor shall transport the samples to the laboratory for classification and testing within 7 calendar days of completing the borings. The Government will classify the samples and assign lab tests based on the field logs and the visual classifications of the material. Lab tests included in this contract shall consist of the following:

3.7.1 Natural Moisture Content Test. This test shall be performed in accordance with

ASTM D2216 unless specifically directed otherwise in this contract.

3.7.2 Atterberg Limits Test. This test shall be performed in accordance with ASTM D4318 unless specifically directed otherwise in this contract.

3.7.3 Grain Size Analysis Test. This test shall be performed in accordance with ASTM

D6913 unless specifically directed otherwise in this contract.

3.7.4 Wet Sieve Test. This test shall consist of a combination of the procedures described in ASTM D1140 and ASTM D6913. The Contractor shall perform the procedure described in ASTM D1140 first to remove soil particles finer than the No. 200 sieve. Once completed, the Contractor shall take the remaining portion of the specimen that is coarser than the No. 200 sieve and perform the procedure described in ASTM D6913.

3.7.5 Percent Finer Than No. 200 Sieve Test. This test shall be performed in accordance with ASTM D1140 unless specifically directed otherwise in this contract.

3.7.6 Hydrometer Test. This test shall be performed in accordance with ASTM D422 unless specifically directed otherwise in this contract.

3.7.7 Unconfined Compressive Strength Test. This test shall be performed in accordance with ASTM D2166 unless specifically directed otherwise in this contract. Each undisturbed sample should be large enough to supply multiple specimens for testing. Therefore, unless directed otherwise by the Contracting Officer, the Contractor shall trim at least two specimens from each sample leaving the remainder intact as much as possible to permit the preparation of a third specimen if necessary. The Contractor shall test the two specimens and record the results of both tests on the laboratory reports. If the shear strength values from these first two tests differ by more than 50%, the Contractor shall notify the Government and determine whether testing of a third specimen from the sample will be required.

3.7.8 Unconsolidated Undrained (“UU” or “Q”) Triaxial Test. This test shall be performed in accordance with ASTM D2850 unless specifically directed otherwise in this contract. Each undisturbed sample should be large enough to supply multiple specimens for testing. Therefore, unless directed otherwise by the Contracting Officer, the Contractor shall trim at least two specimens from each sample leaving the remainder intact as much as possible to permit the preparation of a third sample if necessary. The Contractor shall test the two specimens and record the results of both tests on the laboratory reports. If the shear strength values from these first two tests differ by more than 50%, the Contractor shall notify the Government and determine whether testing of a third specimen from the sample will be required.

3.7.9 Consolidated Undrained (“CU” or “R”) Triaxial Test. This test shall be performed in accordance with ASTM D4767 unless specifically directed otherwise in this contract. The Contractor shall measure and record pore pressures during the shearing of each sample. Each undisturbed sample should be large enough to supply multiple specimens for testing. Therefore, unless directed otherwise by the Contracting Officer, the Contractor shall trim at least three specimens from each sample leaving the remainder intact as much as possible to permit the preparation of a fourth sample if necessary. The Contractor shall test the three specimens from each sample, record the results of all tests on the laboratory reports, and provide necessary data to define the Mohr-Coulomb failure envelope defined by the tests.

3.7.10 Consolidated Drained (“CD” or “S”) Triaxial Test. This test shall be performed in accordance with ASTM D7181 unless specifically directed otherwise in this contract. Each undisturbed sample should be large enough to supply multiple specimens for testing. Therefore, unless directed otherwise by the Contracting Officer, the Contractor shall trim at least three specimens from each sample leaving the remainder intact as much as possible to permit the preparation of a fourth sample if necessary. The Contractor shall test the three specimens from each sample, record the results of all tests on the laboratory reports, and provide necessary data to define the Mohr-Coulomb failure envelope defined by the tests.

3.7.11 Direct Shear Test. This test shall be performed in accordance with ASTM D3080 unless specifically directed otherwise in this contract. Each undisturbed sample should be large enough to supply multiple specimens for testing. Therefore, unless directed otherwise by the Contracting Officer, the Contractor shall trim at least three specimens from each sample leaving the remainder intact as much as possible to permit the preparation of a fourth sample if necessary. The Contractor shall test the three specimens from each sample, record the results of all tests on the laboratory reports, and provide necessary data to define the shear stress and normal stress failure envelope defined by the tests.

3.7.12 Consolidation Test. This test shall be performed in accordance with ASTM D2435 unless specifically directed otherwise in this contract. Section 11 of ASTM D2435 allows two different methods for conducting the test: Method A and Method B. For this contract, the Contractor shall conduct all Consolidation Tests using Method B unless specifically directed otherwise by the Contracting Officer. Specimens shall be tested under load increments of 0.25, 0.5, 1, 2, 4, 8, 16, 4, 1, and 0.25 tons/ft2 (tsf), in that order, unless specifically directed otherwise by the Contracting Officer.

Raw consolidation data shall be analyzed using Alternative Interpretation Procedure 2 (“Square-Root-of-Time Method”) described in Section 12 of ASTM 2435. The value for strain corresponding to 100% consolidation for each load increment shall be used to develop the Axial Strain vs. Effective Stress plot (See ASTM D2435 Figure 3 for example). The Contractor shall provide all results to the Government in the form of orderly, intelligible calculations and plots in an approved electronic format. The Contactor shall also provide the raw consolidation data for each load increment to the Government in electronic format (.TXT, .XLS, .XLSX, or other approved file format).

3.7.13 Standard Compaction Test. This test shall be performed in accordance with ASTM

D698 unless specifically directed otherwise in this contract.

3.7.14 Modified Compaction Test. This test shall be performed in accordance with ASTM D1557 unless specifically directed otherwise in this contract.

3.7.15 Soil pH Test. This test shall be performed in accordance with ASTM D4972 unless specifically directed otherwise in this contract.

3.7.16 Soil Resistivity Test. This test shall be performed in accordance with ASTM G187-

12a unless specifically directed otherwise in this contract.

3.8. Testing Records. The Contractor shall input all relevant data and test results into an electronic database using the Bentley gINT software package and a Government provided project template and library file. At a minimum, the Contractor’s final gINT submittal for each project shall contain the following information:

(1) Boring number or designation (as it appears on boring stake).

(2) Distance and direction from boring stake to actual boring location, if boring has been offset from stake

(3) Names of each person involved in the drilling and sampling. If multiple drill crews were involved in the drilling of a single boring, the gINT database shall record the name of the drill crew chief who oversaw the majority of the drilling for each boring.

(4) Date(s) when the boring was begun and when completed

(5) Boring type (undisturbed, general, riverside, centerline, landside, tertiary, etc) for each boring

(6) Drilling technique used for each boring (hand auger, hollow stem auger, hollow stem auger filled with fluid, or mud rotary)

(7) Sample numbers (matching appropriate sample jar labels)

(8) Sample type (split spoon, Shelby tube, etc)

(9) Bottom depth and sample length for each sample

(11) Blow counts for each SPT test in accordance with ASTM D1586

(12) Manufacturer, type and energy rating of hammer used to drive the SPT sampler

(13) Water level observed in boring along with associated date and time

(14) Final sample classifications and descriptions provided by Government

(15) Raw lab test data and lab test results as required for each test

In addition to the gINT file described above, the Contractor shall submit electronic copies (PDF format) of all data sheets and worksheets for each lab test. For unconfined compressive strength tests (ASTM D2166) and consolidation tests (ASTM 2435), the Contractor shall provide raw test data, photographs, and calculations for each specimen and/or load increment in electronic format (Microsoft Excel spreadsheet, .XLS or .XLSX format).

3.9. Geoprobes. Geoprobe samples shall be obtained using the Geoprobe Dual Tube Soil Sampling System, or equivalent system. Soil samples shall be obtained in accordance with ASTM D6282 unless specifically directed otherwise by the Contracting Officer.

Groundwater samples shall be obtained in accordance with ASTM D6001 unless specifically directed otherwise by the Contracting Officer.

3.10. Piezometers. The Contractor shall provide the capability to install and monitor piezometers within the geographic limits of the Memphis District.

3.10.1. Piezometer Materials. Piezometer risers, couplings, and screens shall be made of

2-inch diameter, schedule 40 PVC. Screen slot size will be indicated in the specific task order and will range from #10 to #15 slot. Screens shall be 24 inches in length.
