DESCRIPTION OF WORK: The work consists of furnishing all plant, labor, materials and equipment, raising two (2) existing dikes and constructing longitudinal peaked stone toe dike at Togo Island, in Tensas Parish, Louisiana. Principal features of the work include mobilization and demobilization; furnishing, delivering, and placing Graded Stone “A” and Graded Stone “C”; clearing, grubbing, snagging and excavation; and environmental protection.

This work will be performed in the Mississippi River and varying water depths and currents may be encountered. Currents usually encountered at the sites of the work during low water period may vary from about one mile per hour to about six miles per hour.

Construction of the dikes may require both floating plant and land based equipment. The work shall be completed as expeditiously as possible even though river conditions may become increasingly severe as construction progresses. The work requires steady and uninterrupted progress to minimize loss of stone during construction.

The estimated value of the proposed work is between $5,000,000 and $10,000,000.

11. The Contractor shall begin performance within 10 calendar days and complete it within 110 calendar days after receiving award, notice to proceed. This performance period is mandatory, negotiable. (See .)

NOTES:

(a) Bidders shall furnish unit prices for all items listed on the schedule of bid items which require unit prices. If the bidder fails to insert a unit price in the appropriate blank for required items, but does furnish an extended total or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity. IF THE BIDDER OMITS

BOTH THE UNIT PRICE AND THE EXTENDED ESTIMATED AMOUNT FOR ANY ITEM, HIS BID

WILL BE DECLARED NONRESPONSIVE.

(b) All quantities shown on the BIDDING SCHEDULE are estimated quantities except when the unit of measure is shown as "job" or "each".

(c) If a bid or modification to a bid based on unit price is submitted which provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to the unit price in the schedule must be stated. If it is not stated, the bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to the unit price in the Bid Schedule.

(d) Item Nos. 0002, 0003, 0004, 0005, and 0006 have been subdivided into sub-items. A bid for the work shall include a bid for each of these sub-items.

Bidders should refer to Section 00 80 00.00 09 SPECIAL CONTRACT REQUIREMENTS, paragraph VARIATION IN ESTIMATED QUANTITIES—SUBDIVIDED ITEMS before preparing their bids for these items.

(e) All extensions of the unit price shown will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the bid.

(f) Award will be made as a whole to the lowest responsive, responsible bidder as may be in the best interest of the Government.

(g) The Contractor should be aware of the additional surveying and submittal requirements for this contract. See Section 35 21 20.00 09 WATERWAY AND MARINE CONSTRUCTION, paragraph CONSTRUCTION SURVEYS for more information.

52.236-27 ARRANGEMENTS FOR SITE VISIT

The clauses at 52.236-2, DIFFERING SITE CONDITIONS, and 52.236-3, SITE INVESTIGATIONS AND CONDITIONS AFFECTING THE WORK, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. Site visits may be arranged during normal duty hours (8:00 a.m.

SPECIAL TASK ORDER REQUIREMENTS

PART 1 GENERAL

1.1 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK

The Contractor shall be required to (a) commence work under this task order within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 110 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises. (MATOC, FAR 52.211-10).

1.2 EXCLUSION PERIODS FOR COMPUTING COMPLETION SCHEDULE

(This paragraph supplements paragraph COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK, above.)

a. No work shall be performed during the period of 1 April through 30 June, inclusive, of each year (pallid sturgeon spawning season), and such period has not been considered in computing the time allowed for completion. See also MATOC Section 01 57 20.00 11 ENVIRONMENTAL PROTECTION, paragraph BIOLOGICAL RESOURCES.

b. No work shall be performed during the period between 22 December 2017 and 02 January 2018, inclusive, and such period has not been considered in computing the time allowed for completion.

1.3 LIQUIDATED DAMAGES-CONSTRUCTION

(a) If the Contractor fails to complete the work within the time specified in the task order, the Contractor shall pay liquidated damages to the Government in the amount of $979 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed.

These liquidated damages are in addition to excess costs of repurchase under the Termination clause. (MATOC, FAR 52.211-12)

1.4 VARIATION IN ESTIMATED QUANTITIES - SUBDIVIDED ITEMS

The Variation in Estimated Quantities clause is applicable only to Item Nos. 0002, 0003, 0004, 0005, and 0006.

(a) Variation from the estimated quantity in the actual work performed under any second or subsequent sub-item or elimination of all work under such a second or subsequent sub-item will not be the basis for an adjustment in task order unit price.

(b) Where the actual quantity of work performed for Item Nos. 0002, 0003, 0004, 0005, and 0006 is less than 85 percent of the quantity of the first sub-item listed under such item, the Contractor will be paid at the task order unit price for that sub-item for the actual quantity

Attachment 1 SPECS and TASK ORDER of work performed and, in addition, an equitable adjustment shall be made in accordance with the MATOC clause FAR 52.211-18, Variation in Estimated Quantity.

(c) If the actual quantity of work performed under Item Nos. 0002, 0003, 0004, 0005, and 0006 exceeds 115 percent or is less than 85 percent of the total estimated quantity of the sub-items under that item, and/or if the quantity of work performed under the second sub-item or any subsequent sub-item under Item Nos. 0002, 0003, 0004, 0005, and 0006 exceeds 115 percent or is less than 85 percent of the estimated quantity of any such sub-item, and if such variation causes an increase or a decrease in the time required for performance of this task order the task order completion time will be adjusted in accordance with the MATOC clause FAR 52.211-18, Variation in Estimated Quantity. (EFARS 52.211-5001)

1.5 CONTRACTOR FURNISHED COMMUNICATION

In addition to requirements as stated in MATOC Section 080000, Paragraph

1.31 Field Office Building, a two-way radio with the contractor's working frequencies shall be provided for continuous communications between the inspector and the contractor superintendent. The Contractor shall also provide cellular phone service for use by Government inspectors in addition to the radio equipment specified above.

1.6 SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS

All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

1.7 I-WATCH

The Contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

1.8 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or

1.9 PRE-SCREEN CANDIDATES USING E-VERIFY PROGRAM

The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

GENERAL TASK ORDER REQUIREMENTS

PART 1 GENERAL

1.1 LAYOUT AND MARKING OF RIGHTS-OF-WAY

The Contractor shall layout and mark the rights-of-way limits as indicated on the drawings prior to beginning any other work. The marking shall be placed at intervals approved by the Contracting Officer Representative.

The rights-of-way limits shall be marked by stakes, flagging or other approved means. The marking shall be highly visible from a distance of at least 100 feet, and shall be maintained for the duration of the task order. If the rights-of-way marking should fade significantly in color, become damaged or lost as a result of the Contractor's operation or as a result of vandalism, or in any other way cease to function as a highly visible marker of the rights-of-way limits, the Contractor shall layout and restore the marking to the original condition. After all work is complete and upon approval of the Contracting Officer Representative, the Contractor shall remove all marking. No separate payment will be made for layout, marking and maintaining the rights-of-way limits or for removing the marking.

1.2 SUBMITTAL OF SUBCONTRACTING PLAN

a. This paragraph does not apply to small business concerns.

b. After receipt of proposals, and within 7 days, the apparent low offeror, upon telephone notification by the Small and Disadvantaged Business Utilization Specialist, shall submit a Small and Disadvantaged Business Subcontracting Plan. The plan shall be submitted in accordance with the MATOC Clauses SMALL BUSINESS SUBCONTRACTING PLAN - ALTERNATE I and SMALL, SMALL BUSINESS SUBCONTRACTING PLAN (DoD CONTRACTS), and the person responsible for administering the plan shall be named in paragraph AGENT FOR SUBMITTING SMALL BUSINESS SUBCONTRACTING PLAN of the Representations and Certifications.

1.3 NOTIFICATION OF AREA ENGINEER BEFORE BEGINNING WORK

1.6 PUBLIC AND PRIVATE UTILITIES

a. Unless otherwise specified, shown on the drawings, or stated in writing by the Contracting Officer Representative, the Contractor shall not remove or disturb any public or private utilities. Such removals, alterations, and relocations, where necessary, will be made by others.

The locations, if any, shown on the drawings for underground utilities are approximate only. The exact locations of such utilities shall be determined by the Contractor in the field prior to commencing construction operations in their vicinity.

b. c. The attention of the Contractor is directed to the possibility that he may encounter, within the right-of-way limits, utilities, some of which may be buried, and the existence of which is presently not known.

Should any such utilities be encountered, the Contractor shall immediately notify the Contracting Office Representative so that he may determine whether they shall be removed, relocated, or altered. After such determination is made, the Contractor shall, if so directed by the Contracting Officer Representative, remove, relocate, or alter them as required, and an equitable adjustment will be made in accordance with the MATOC Contract Clause CHANGES (FAR 52.243-4). In event the Contracting Officer Representative arranges for such removals, alterations, or relocations to be performed by others, the Contractor shall cooperate with such others during the latter's removal, alteration, or relocation operations in accordance with the Contract Clause OTHER CONTRACTS.

1.7 ACCEPTANCE OF WORK

Each satisfactorily completed item of work may be accepted as a whole. If stream and current conditions are such that in the opinion of the Contracting Officer Representative, completion of work to the prescribed grade and/or section becomes impracticable and is determined to be in the best interest of the Government, it may be accepted even though it has not been completed to the prescribed grade and/or section.

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 SCOPE

The work consists of furnishing all plant, labor, materials and equipment, and raising two (2) existing dikes and constructing longitudinal peaked stone toe dike at Togo Island, in Tensas Parish, Louisiana. Principal features of the work include mobilization and demobilization, furnishing, delivering, and placing Graded Stone "A" and Graded Stone "C"; grubbing and snagging; and environmental protection. The work shall be completed as expeditiously as possible even though river conditions may become increasingly severe as construction progresses. The work requires steady and uninterrupted progress to minimize loss of stone during construction.

The Contractor shall diligently prosecute the work and provide the necessary equipment, a skilled and experienced crew, and a regular and well-balanced supply of stone to ensure uniform and continuous progress once construction has started. The Contractor shall, at no additional cost to the Government, provide land equipment if required for orderly, practicable, and safe progress of the work as determined by the Contracting Officer Representative. If land equipment is used and a wider dike crown is required or if any additional excavation of existing stone work is required for placement of stone, for the convenience of the Contractor, he shall recover such stone or provide the materials and perform the added work at no additional cost to the Government, and no extension of time will be granted for the extra work required thereby. Unless otherwise authorized by the Contracting Officer Representative in writing, the Contractor shall start and complete the dikes as specified in the following paragraphs ORDER OF WORK and CONSTRUCTION PROCEDURE.

3.1.2 Suspension of Work

The time stated for completion of the work as provided in Section 00 80 00.00 09 SPECIAL CONTRACT REQUIREMENTS, paragraph COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK will be extended to such extent that the work is suspended due to the river stages. If part of the work is either suspended or interrupted by river stages, the time stated for completion will be extended by the number of days that final completion of all work is delayed as a result of the partial suspension or interruption as determined by the Contracting Officer Representative.

3.2 ORDER OF WORK

a.The Contractor shall notify the owners of any pipelines identified on the drawings at least 14 days prior to any operations in the vicinity of the pipelines such as but not limited to anchor placement, use of spuds, temporary mooring of barges, or any other operations incidental to performing the work as specified in this contract.

The Contractor shall also notify the below, as applicable to the location of work, at least 14 days (2 weeks) prior to any operations in the vicinity.

3.2.1 Sequence

Construction sequence of the work locations shall be completed in its entirety at one location before work is initiated at the next location as follows unless otherwise directed by the Contracting Officer Representative.

3.2.2 Concurrent Work

3.2.3 Initiating New Work

After work has been started on a dike, the Contractor will not be permitted to suspend work on that dike in order to start work on another dike, unless otherwise directed by the Contracting Officer Representative.

3.3 CONSTRUCTION PROCEDURE

Unless otherwise authorized, the work at the dike locations shall be performed in accordance with the procedure outlined below. Where any of the listed operations are not required, the operations that do apply shall be performed in the same sequence, omitting the inapplicable operations.

a. The area where stone is to be placed shall be grubbed and snagged.

b. Stone placement shall follow the above work as closely as practicable. Stone placement shall proceed from landward to riverward and upstream to downstream for the turndown dikes unless otherwise adjusted in the field as directed by the Contracting Officer Representative. Unless otherwise authorized or directed by the Contracting Officer Representative in writing, the stone shall be placed on the dikes in lifts. Approximately 10 tons of stone per linear foot of dike, or the required quantity if less than 10 tons, shall first be placed for the full length of the dike. The stone shall be placed along the downstream toe of the full section, except where it must be distributed within the base of the full section to prevent exceeding the specified thickness or where the stone is placed by hauling equipment. Sufficient stone shall be on hand to complete the initial lift on each dike.

c. The dike shall then be completed to full grade and section by placing stone in 5-foot lifts. Each lift shall be carried the entire length specified, and low areas and gaps shall be brought to the desired elevation before proceeding with the next lift. In the event other procedures are either authorized or directed, it will be required that a stone blanket not less than 4 feet thick and the full base width be completed not less than 400 feet in advance of completion of the dike to full grade.

d. The longitudinal peaked stone toe dike shall be constructed from upstream to downstream at the location and section as shown on the plans as directed by the Contracting Officer Representative.

TASK ORDER MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 JOB PAYMENT ITEMS

1.1.1 General

Payment items for the work of this task order for which task order job payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, shall be included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, submittal procedures, environmental protection, meeting safety requirements, tests and reports, providing as-built drawings, for using the Government-furnished software (RMS) and providing all labor and equipment necessary for electronic exchange of information and management of the task order as specified in MATOC Section 01 45 02.00 11 QUALITY CONTROL SYSTEM (QCS), and for performing all work required for which separate payment is not otherwise provided.

1.1.2 Job Items

1.2 UNIT PRICE PAYMENT ITEMS

1.2.1 General

Payment items for the work of this task order on which unit price payments will be made are listed in the BIDDING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, submittal procedures, environmental protection, meeting safety requirements, tests and reports, gradation tests of stone, providing as-built drawings, for using the Government-furnished software (RMS) and providing all labor and equipment necessary for electronic exchange of information and management of the task order as specified in MATOC Section 01 45 02.00 11 QUALITY CONTROL SYSTEM (QCS), and for performing all work required for each of the unit price items.

Stone Delivered By Barge, Rail, Or Truck. The unit of measurement for stone will be the ton (2,000 pounds). Quantities will be computed to the nearest whole ton. If delivered by barge, the Contracting Officer's

Representative will measure stone for payment by weight determined by barge displacement. Not less than 10 days prior to unloading stone from any barge for which a displacement table has not previously been furnished and approved, the Contractor shall furnish the Contracting Officer's Representative a Barge Displacement Table. The Contractor shall furnish with the barge displacement tables a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables. The drawings shall show, as a minimum, the length, width and depth of the barge and dimensions of the rake or rakes. Each such table shall have its accuracy certified by a person or firm, other than the Contractor, customarily performing this service and who has been approved by the Contracting Officer's Representative. Each table submitted shall show the name and/or number of the barge, the barge dimensions, the barge owner, name of the fabricator, certification, and date of certification of the person or firm preparing the table. All new or modified barges shall be field checked for current dimensions by the Contractor, in the presence of the Contracting Officer's Representative. Each table submitted shall contain in parallel columns, the freeboard of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Each barge shall be suitably marked with two displacement gaging lines along each side of the barge. Each gaging line shall be painted perpendicular to the edge of the barge and be no less than 4 inches wide and 1 foot long, on both the deck and side of the barge. Barges with rakes shall have the displacement gaging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gaging lines shall be placed approximately four feet from the box end. The freeboard will be measured at the four gaging locations and the displacement determined by the use of the "CELMV Standard Barge Tables" from the average of these measurements. The displacement shall be determined before and after the barge is unloaded and the difference between these values shall be the quantity delivered. (If barge tables are furnished for fresh water and if the Contractor believes that barge displacement measurements made within the task order limits of work are being taken in water that has salinity, he will have the option of obtaining water samples and determining densities or unit weights of these samples. These water samples shall be taken in accordance with the ASTM D 3370 (practice A-Grade Sample) at depths of 4 and 8 feet in the area where measurements are made. Water sampling shall be performed when the barges are measured for quantities, both when fully loaded and when empty. Water samples shall be taken by the Contractor and witnessed by a Contracting Officer's Representative with the use of "Polypro" 2000 ml. water sampler, or equal. Densities shall be determined as specified in ASTM D 1429, (Method D-Hydrometer Method). Testing shall be done for the Contractor by a certified testing laboratory, and test results certified by this laboratory. After review and approval of the test results by the Government, the average of the densities obtained at 4 feet and 8 feet will be used as the suitable salt water conversion factor. In all calculations, the unit of weight of 62.45 pounds/cubic foot will be used for fresh water. If the Contractor does not obtain water samples and densities, then no adjustment or conversion factor will be applied to stone or riprap quantities determined by displacement tables. When stone, not handled by barge, is delivered by truck from a quarry or railroad siding, it shall be weighed on approved scales before being placed in the work. The scales shall be located as near the site as is practicable and shall be tested as often as necessary to ensure accurate weights, as determined by the Contracting Officer's Representative. The Contractor shall furnish the scales and shall weigh the stone in the presence of the Contracting Officer's Representative, who will certify to the correctness thereof.

Weight certificates furnished by a public weighmaster will be acceptable in

1.2.2 Unit Price Items

a. GRADED STONE "A" (At the Quarry) and GRADED STONE "C" (At the Quarry)

(1) Measurement for Graded Stone "A" (At the Quarry) and Graded Stone "C" (At the Quarry) shall be in accordance with the paragraph "Stone Delivered By Barge, Rail, Or Truck" in this section.

(2) Payment for Graded Stone "A" (At the Quarry) and Graded Stone "C" (At the Quarry) as specified in this section will be made at the contract unit price per ton for Graded Stone "A" (At the Quarry) and Graded Stone "C" (At the Quarry).

This price shall also include items incidental to those above including riverbank preparation, placement of stone, submittals, quality control, environmental protection, project and safety signs, and distributed proportional overhead and profit. This price and payment includes all items not covered in the payment for Mobilization and Demobilization, Graded Stone "A"(at the Quarry), Graded Stone "C" (At the Quarry), and Stone Delivery.

GRUBBING AND SNAGGING

The work provided for herein consists of furnishing all plant, labor, materials and equipment, and performing all work in strict accordance with the specifications, drawings, and schedules for all grubbing, snagging, and dressing in connection with the construction of the stone dikes, including disposition of material generated by the above mentioned operations.

1.2 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for grubbing, snagging, dressing, disposition of material, debris, or removal of drift, and such work shall be considered incidental to the task order.

3.1.1 General

The Contractor shall establish and maintain quality control for all grubbing, snagging, and dressing operations to assure compliance with task order requirements, and shall maintain detailed records of his quality control for all construction operations, including but not limited to, the following:

a. Limits of grubbing.

b. Quality and completeness of grubbing, and snagging, including removal of all snags, stumps, and other debris or drift from the area to be covered with stone.

c. Proper disposition of cleared, grubbed, snagged, and excavated material.

d. Safety.

3.1.2 Reporting

Three copies of the inspection and tests, as well as the records of corrective action taken, shall be furnished the Government as directed by the Contracting Officer's Representative. Format of the report shall be as specified in MATOC Section 01 45 04.00 11 CONTRACTOR QUALITY CONTROL.

3.2 GRUBBING

All stumps and debris exposed within the area of stone placement shall be either cut off flush with the finished grade or grubbed out. The use of

Attachment 1 SPECS and TASK ORDER explosives for removing stumps in the bank and snags on the river bottom will not be permitted.

3.3 SNAGGING

Prior to the commencement of stone dike construction, all snags, stumps, and other obstructions shall be removed from the areas to be covered by the stone work.

3.4 DISPOSAL OF GRUBBED MATERIAL AND OTHER DEBRIS

a. General. All debris resulting from construction operations on this task order may, at the Contractor's option, be disposed of by windrowing adjacent to the landward clearing limits or adjacent to the upstream or downstream clearing limits, or removed from the site, or deposited in the river at approved locations. Drift and other floatable material may be floated away if not in sizes and lengths hazardous to navigation.

b. The Contractor may elect to remove all debris resulting from task order operations from the site of the work. Such disposal shall comply with all applicable Federal, State, and local laws. The Contractor may, at his option, retain for his own use or dispose of by sale or otherwise any such materials of value. The Government assumes no responsibility for the protection of safekeeping of any materials retained by the Contractor. Such materials shall be removed from the site of the work before the date of completion of the work under these specifications.

STONE DIKES

3.1 STONE PLACEMENT

Stone dikes shall be constructed to the elevations, cross sections, tonnage rate, and minimum thicknesses and within the limits shown on the task order drawings. Side slopes shall be determined by the angle of repose of the stone, approximately 1V on 1.25H to 1V on 1.5H. The stone dikes shall be constructed of Graded Stone "A", except as noted Graded Stone "C" on plans and the longitudinal peaked stone toe dike shall be constructed of Graded Stone "C". Stone shall be placed in the dikes in such a manner as to produce a reasonably well-graded mass of stone with the minimum practicable percentage of voids.

For dike construction, a tolerance of 1 foot will be allowed above the specified elevation and no tolerance below the specified elevation, and 1 foot under and 2 feet over the specified crown width, provided these variations are gradual over a minimum distance of 100 feet measured along the dike centerline. No tolerance will be allowed in the specified tonnage rate for the longitudinal peaked stone toe dike. The stone may be placed by either backhoe or dragline equipped with rock bucket; by either front-end loader or bulldozer, except when placing the base blanket subaqueously; and by trucks and other methods, if approved by the Contracting Officer's Representative in writing. Additional stone shall be added if either soundings or sections indicate such to be necessary. The large stones shall be well distributed throughout the mass and the finished dikes shall be free from pockets of small stones and clusters of large stones. Bulldozing stone into excavated trenches will not be permitted.

Subaqueous placement of stone will not be permitted at river stage limitations as specified in Section 01 15 00.00 09 GENERAL REQUIREMENTS, paragraph RIVER STAGE LIMITATION, without prior approval by the Contracting Officer 's Representative in writing, or at any river stage when site and current conditions prevail which, in the opinion of the Contracting Officer's Representative, make construction operations either impractical or uneconomical.

3.2 PLACEMENT CONTROL

The Contractor shall be responsible for control of the placement of stone and he shall furnish, operate, and maintain necessary equipment and furnish all necessary material and supplies. At all times when stone placement from floating plant is underway, the means by which the Contractor positions his plant, equipment, and stone supply barges must function accurately and consistently. The Contractor's plant and equipment shall have a dragline or backhoe capable of being mobile on the spud barge and the flexibility to perform stone placement by the drag-off method. The kick-off method for stone placement shall not be used unless approved by the Contracting Officer's Representative. Whatever the method employed, it

Attachment 1 SPECS and TASK ORDER must permit the Contractor and the Government inspector readily to determine the exact position of the stone-placing operation. The Contractor shall not place anchors for the purpose of holding floating plant in place over existing or partially completed dikes.

3.2.1 Alignment Control

The method of alignment control shall be either a manned transit or laser or either colored or polarized light beams, or any other method demonstrable to be practicable and sufficiently precise and reliable as approved by the Contracting Officer's Representative.

3.2.2 Distance Control

The method of distance control for floating plant engaged in the subaqueous placement of stone shall be either wire distance wheel or another equally accurate measuring device as approved by Contracting Officer.
