The w ork consists of furnishing all plant, labor, equipment and materials, and performing all operations in connection w ith replacing approximately 125 ft of 4 inch schedule 10 pipe including replacing all couplings and fittings along the 4 inch pipe to be replaced, replacing approximately 70 ft of 6 inch schedule 10 pipe including replacing all couplings and fittings along the 6 inch pipe to be replaced, and putting the fire system back in service at the conclusion of the w ork. All f ire system w ork shall conform to all applicable NFPA codes, the authority having jurisdiction, and any other applicable federal, state, and local regulations

Section 00100 - INSTRUCTIONS TO FFERORS
INSTRUCTIONS TO OFFERORS
A. The following documentation must be submitted with your proposal for evaluation.

B. Site Visit – See Section 0100, clause 52.236-27 Alt I, entitled “Site Visit (Construction)”.
C. Conditions Affecting the Work – The offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offeror from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request for Proposal, the specifications or related documents. See Section 00700, clause 52.236-3, entitled “Site Investigation and Conditions Affecting the Work.”
D.Offerors Address –Offerors should indicate in their offer, the address to which payment and/or correspondence should be mailed, if such address is different from that shown for the offeror on Standard Form 1442 Block 14.
E. Amendments Prior to Date Set for Negotiation - The right is reserved as the interest of the Government may require revision, or modification to the specifications or drawings or both prior to the date set for opening proposal. Such revisions or modifications, if any, will be announced by an amendment or amendments to this Request for Proposal. If the revisions or modifications are of a nature which requires material changes in quantities or prices proposed or both, the date set for opening proposal may be postponed by such number of days as in the opinion of the issuing officer will enable offeror to revise their proposal. In such cases, the amendment will include an announcement of the new date for opening proposal.
F. Explanation of Provision/Clause Numbers Utilized in This Solicitation –

G. Required System for Award Management Registration - By submission of a proposal, the Offeror acknowledges the requirement that prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this proposal. Lack of registration in the SAM database will make an Offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or at:
http://www.sam.gov.
H. To establish its responsibility, Offerors may be requested by the Government to submit a statement regarding their previous experience in performing comparable work, their business and technical organization, financial resources (including recent financial statements or audits), equipment & plant available to be used in performing the work. All documents relevant to establish their responsibility shall be made available as soon as practicable after receipt of proposal; but not later than three (3) days after request by the Contracting Officer or authorized Representative of the Contracting Officer.

52.204-7 SYSTEM FOR AWARD MANAGEMENT (JULY 2013)
(a) Definitions. As used in this provision--
Data Universal Numbering System (DUNS) number means the 9-digit number assigned by Dun and Bradstreet, Inc.
(D&B) to identify unique business entities.
Data Universal Numbering System +4 (DUNS+4) number means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.)
This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same parent concern.
Registered in the System for Award Management SAM database means that--
(1) The offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14) into the SAM database;
(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and
(4) The Government has marked the record ``Active''.
(b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.
(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights--
(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records.
The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.
(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Section 00800 - SPECIAL CONTRACT REQUIREMENTS
SPECIFICATIONS
HAZMAT BUILDING FIRE SYSTEM PIPE REPLACEMENT WORK
1. SCOPE: This Statement of Work sets forth requirements for service work on the building 21 fire system located at the Ensley Engineer Yard in Memphis, TN. The work to be done under these specifications consists of furnishing all plant, labor, equipment and materials, and performing all operations in connection with replacing approximately 125 ft of 4 inch schedule 10 pipe including replacing all couplings and fittings along the 4 inch pipe to be replaced, replacing approximately 70 ft of 6 inch schedule 10 pipe including replacing all couplings and fittings along the 6 inch pipe to be replaced, and putting the fire system back in service at the conclusion of the work. All fire system work shall conform to all applicable NFPA codes, the authority having jurisdiction, and any other applicable federal, state, and local regulations.
2. REQUIREMENTS: Contractor shall provide all plant, labor, equipment and materials, and performing all operations in connection with replacing approximately 125 ft of 4 inch schedule 10 pipe including replacing all couplings and fittings along the 4 inch pipe to be replaced, replacing approximately 70 ft of 6 inch schedule 10 pipe including replacing all couplings and fittings along the 6 inch pipe to be replaced, and putting the fire system back in service at the conclusion of the work. All fire system work shall conform to all applicable NFPA codes, the authority having jurisdiction, and any other applicable federal, state, and local regulations. The contractor is required to use a boom lift in performing this work. A scissor lift can not be utilized for this work. A site visit is also required of the contractor prior to placing bid.
The contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms and conditions of contract. Contractor shall provide adequate personnel and supervision to meet contractual requirements.
3. SECURITY REQUIREMENTS: The contractor shall comply with the security requirements as established in the Access and General Protection/Security Policy and Procedures and Pre‐screen candidates using E‐Verify Program to assure the requirements of the contract are provided as specified.
3.1 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES:
All contractor and all associated sub‐contractor employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection
Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
3.2 PRE-SCREEN CANDIDATES USING E-VERIFY: The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
4. PERFORMANCE
4.1 Deliveries – The services supplied under this contract shall be performed at the following physical address of the facility Monday through Friday, between the hours of 7:00 a.m. and 3:30 p.m., unless otherwise approved by the Contracting Officer’s Representative (COR), excluding national holidays. All work shall be coordinated with COR. Items to be supplied under this contract shall be delivered to the job site beginning on or about 14 January 2016. Contractor shall be given a 30 day performance period to complete fire system work.

Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198.
