About this file

This document is a Virtual Industry Day presentation for the Indian River Lagoon South (IRL-S) Project, C-44 Seepage Management Relief Wells Construction Project conducted by the U.S. Army Corps of Engineers Jacksonville District on April 1, 2026.

The project scope involves designing and constructing 126 relief wells approximately 50 feet deep to manage seepage at the C-44 Reservoir near Indiantown, Florida. Each well consists of a 10-inch diameter stainless steel riser with a high-flow screen installed in an 18 to 24-inch pre-drilled borehole, with filter media and bentonite/grout backfill. Surface protection features include 4-foot diameter access structures and 12-inch discharge pipes terminating at adjacent canal water levels. Wells must be tested and accepted within 5 days of construction, with outfall construction completed no more than 14 days after excavation begins and 60 days after well completion. Relief wells will be positioned at 50-foot spacing intervals across two work areas on the west and south sides of the reservoir, accessible via Citrus Boulevard through the pump station. The estimated period of performance is 1,060 calendar days from Notice to Proceed, with work commencement required within 60 days of NTP receipt. Operational constraints require the contractor to assume a 3-10 foot reservoir pool and 0-2 feet additional stage in the water retention and pretreatment area throughout the contract duration.

The procurement utilizes FAR Part 15 competitive acquisition via Request for Proposal with a Firm-Fixed-Price contract type. The applicable NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a Small Business Size Standard of $45.0 million. A subcontracting plan is required from non-small business firms. Registration in the System for Award Management (SAM.gov) is mandatory for award eligibility. Tentative milestones include pre-solicitation in January 2027, advertisement in February 2027, proposals due in March 2027, and award targeted for May 2027. Technical questions must be submitted via ProjNet by 5:00 PM EDT on April 8, 2026. The U.S. Army Corps of Engineers and Florida's South Florida Water Management District are 50/50 cost share partners on this project.

C-44 RELIEF WELLS PROJECT SUMMARY

Scope (1/2):

• 126 relief wells ~ 50 ft deep.

• Relief well, a 10-inch diameter stainless steel riser and high flow screen, constructed in an 18 to 24-inch diameter pre-drilled borehole.

• Backfill Anulus between the borehole and riser with a uniform and non-calcareous filter media commonly used in the water well industry and selected for compatibility with encountered subsurface materials.

• Above the screen and filter media, the borehole will be sealed with bentonite and grout. All backfill materials will be placed by tremie method.

C-44 RELIEF WELLS PROJECT SUMMARY

Scope (2/2):

• surface protection, access, and discharge features for each relief well.

• Surface & protection feature ~4 ft in diameter and will consist of a standard Florida Department of Transportation Manhole or similar.

• The discharge features will consist of a 12-inch pipe connected to the surface protection and access feature that will terminate at the adjacent canal water level within a concrete headwall.

• Wells tested and accepted no more than 5 days after construction.

• Each outfall construction must be completed no more than 14 days after excavation begins.

• Outfall construction must be completed no more than 60 days after well is completed.

C-44 RELIEF WELLS PROJECT SUMMARY

Location: C-44 Reservoir (directly north of Indiantown, FL)
