About this file

This is Volume 2 of the specifications and requirements document for the Tampa Harbor Maintenance Dredging project in Hillsborough County, Florida (Solicitation W912EP26BA006). The contract involves maintenance dredging of Egmont Cut-1 through Mullet Key Cut with one foot of allowable overdepth in all dredging areas, with dredged material placement in designated Beach Placement Areas on Egmont Key. Additional work includes turbidity monitoring, sea turtle trawling and relocation (hopper dredge only), environmental species monitoring, vibration control monitoring, screening, Munitions and Explosives of Concern (MEC) construction support, geotextile tube installation and replacement, and tilling operations. Work is divided into a base contract and two option periods, with completion dates of November 16, 2026 for base work, December 16, 2026 if only Option A is exercised, December 1, 2026 if only Option B is exercised, and December 31, 2026 if all options are exercised. The estimated magnitude of construction is between $10,000,000 and $25,000,000, with a small business standard of $37 million, and the contract is awarded to a single firm on a fixed-price basis.

The specifications establish comprehensive administrative, scheduling, and quality control requirements including mobilization and demobilization, environmental and water quality monitoring, vibration control and monitoring, and sea turtle trawling services. Payment is structured through single job payment items (mobilization/demobilization, environmental monitoring, vibration control, MEC support, and geotextile tube installation) and unit price items (excavation measured in cubic yards, sea turtle trawling measured in days, standby time measured in hours, and transportation/disposal of unacceptable material measured in cubic yards). The contractor must comply with hydrographic survey requirements per USACE EM 1110-2-1003, maintain control monuments established by the Government, submit detailed construction schedules with critical path method (CPM) analysis, implement a Resident Management System (RMS) for project administration, maintain adequate insurance, conduct formal or informal partnering sessions, and provide monthly progress documentation including digital photographs and as-built drawings. Key weather and tidal data are referenced from NOAA tide stations at Mullet Key and Egmont Key, with mean higher-high water (MHHW) elevations of 2.08 feet and 2.15 feet respectively referenced to MLLW.

1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s

P&S. The following water level datums are provided for information only and are not for use in conjunction with any contract-related hydrographic surveying.

a) Water Stages. Water levels in the project area are mainly affected by wind and mixed tidal fluctuations along the Gulf Coast (diurnal and semi-diurnal). The project area is subject to storm surge from tropical systems from June through November. Surge from extratropical storms may minimally affect the area any time of the year.

Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and

Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and

Tables 1 through 2. These data are referred to Mean Lower-Low Water (MLLW) and based on the tidal epoch period of 1983 to 2001. Additional tidal data on stations in the vicinity of the subject project area can be found at the following website: https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

The elevations in Table 1 were taken from NOAA’s Tide Station 8726364 (Mullet Key, Tampa Bay FL) and are based on a controlling tide station near St. Petersburg, Florida (NOAA Tide Station 8726520).

These datums are based on a one-year analysis from June 1990 through May 1991 from the Mullet Key tide gauge roughly 0.7 miles north of Mullet Key Cut. These values are applicable to dredging and construction operations in the vicinity of Mullet Key Cut. Table 2 presents datums taken from NOAA’s

Tide Station 8726347 (Egmont Key, Tampa Bay FL) and are based on a controlling tide station near

Clearwater Beach, Florida (NOAA Tide Station 8726724). These elevations are based on a six-month analysis from June 1990 through November 1990 from the Egmont Key tide gauge which is located approximately 0.5 miles south of Egmont Cut-2. These water levels are applicable to dredging and construction operations in the vicinity of Egmont Cut-1 and Cut-2.

ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS)

Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf Coast, and

Caribbean coastlines. WIS Station 73270 is in 10.0 meters (32.8 ft) of water at 27° 36.0' N, 82° 54.0' W.

This station is located approximately 9 miles west of the project site. Available data includes a hindcast time series of wave height, wave spread, wave period, wave and wind direction, and wind speed at 1-hour intervals for the 45-year period of January 1980 through December 2024. The following website provides links to WIS summary tables and plots, as well as other sources of wave data:

https://wisportal.erdc.dren.mil/.

iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. The website address for data relevant to Florida projects is as follows:

https://www.ndbc.noaa.gov/.

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact southwest Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year.

It is the contractor's responsibility to obtain information concerning weather conditions in the project area.

The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National

Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North

Carolina contains climatological and meteorological data relevant to this region. Available data includes quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.

NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006-

2020. NOAA’s St. Petersburg Albert Whitted Airport, FL station (ID USW00092806) is one of the closest to the project area and lies roughly 13 miles northeast of the project site at 27° 45.8' N, 82° 37.6' W. The most applicable period for data at this site is likely 1991-2020 and can be sourced from the following website: https://www.ncei.noaa.gov/maps/normals/.
