DRAFT – SUBJECT TO CHANGE
FACTOR 1 - TECHNICAL MERIT (continued)
Element 2 – Management Plan
At the minimum, the Management Plan shall address the three elements below:
Provide an organization chart of the key positions. The following positions shall be included in the organization chart: Project Manager, Construction Quality Control System Manager, Site Safety and Health Officer, Construction Superintendent, Professional Geotechnical Engineer, Data Manager, and Dewatering Specialist in accordance with the Specifications. Offeror shall NOT submit employee resumes. The organization chart shall also include the Quality Control and Safety Teams including their relationship and reporting within the overall organization. Offeror shall provide qualifications the company proposes for each key position included. This includes required education, specialized experience, and certifications. If the offeror proposes qualifications that exceed the specifications, the offeror must clearly call out this fact in its proposal. If the offeror is awarded a contract under this solicitation, the offeror’s proposed qualifications for key positions will be incorporated into the contract.
Provide a detailed chart/plan for how the offeror proposes to coordinate and communicate with major subcontractors (that is, subcontractors doing work identified above in paragraphs (1)(a)-(e)) of the technical factor and with other contractors working in and around the project site.
Provide a detailed plan for how the contractor will ensure timely submission of acceptable-quality submittals meeting the submittal requirements in the specifications. Include procedures that will ensure quality submittals on the first submission, and a correction plan for any submittal that requires more than one round of corrections before it can be approved.
Possible New Approach to Source Selection
The Bifurcated Solicitation Process: the technical requirements/qualifications can be developed and evaluated on a less than 100% design package and an early release Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) certification.
Stagger One (1) of the solicitation will be issued with the draft 100% design package, the detailed instruction to offerors, and the evaluation criteria. The plans and specifications will be substantially completed where the offerors would have solid understanding of the overall requirement. The Stagger One (1) Proposals will consist of the technical proposal and past performance. While the Stagger One (1) evaluations are being conducted, the Stagger Two (2) Solicitation will be issued via an amendment to the solicitation after the 100% BCOES review has been finalized and a certification has been issued.
Stagger Two (2) will include the final 100% design package, a detailed price breakout schedule, and a request for Price Proposal, PLA, and a Small Business Participation Plan.

FACTOR 2 - PAST PERFORMANCE
Offerors may be required to provide a minimum of three but not more than five examples of completed projects to demonstrate that offerors and/or their major subcontractors (if applicable) have experience:
The offeror shall provide recent and relevant construction projects. There are two submission requirements for Factor 2: the Company Specialized Experience Form, and the NAVFAC/USACE Past Performance Questionnaire. These requirements are discussed in detail below:
a. Company Specialized Experience Form: Using the Company Specialized Experience Form (Attachment 1), offerors are required to provide a minimum of two, not to exceed five examples of completed projects, which demonstrate that they and/or their major subcontractors (if applicable) have experience accomplishing the following:
1. Constructing a new dam or levee construction with a minimum height of 10 feet.
2. Managing surface and subsurface water within a construction site where the subsurface is highly permeable (defined as hydraulic conductivity of 500 feet per day or higher, and groundwater level is at or near ground surface (within 5 feet of ground surface).
3. Constructing steel sheet pile water exclusion cofferdams to facilitate excavation dewatering. The difference in water level across the cofferdam must be a minimum of eight feet. Project submitted must include dewatering design and placement of a tremie concrete seal slab as part of the water exclusion cofferdam design.
4. Constructing reinforced, cast-in-place, concrete water control structures with operable gates.
Offerors shall submit a past performance portfolio that collectively satisfies all four key scope characteristics.
(a) successfully constructing a new levee construction with a minimum height of 5 feet
(b) successfully Constructing steel sheet pile water exclusion cofferdams to facilitate excavation dewatering
(c) successfully Managing surface and subsurface water within a construction site where the subsurface is highly permeable (defined as hydraulic conductivity of 500 feet per day or higher, and groundwater level is at or near ground surface (within 5 feet of ground surface).
(d) successfully constructing reinforced, cast-in-place, concrete water control structures with operable gates.
FACTOR 2 - PAST PERFORMANCE (Continued)
b. NAVFAC/USACE Past Performance Questionnaire: Offerors shall submit one NAVFAC/USACE Past Performance Questionnaire (PPQ) (Attachment 3) for each project submitted. If the offeror is unable to obtain a completed NAVFAC/USACE PPQ from the point of contact before the proposal due date, the offeror shall complete and submit with the proposal the first page of the questionnaire (Blocks 1 – 7) that contains contract and client information for the submitted project. It is the offeror’s responsibility to ensure that the client’s point of contact information is current and correct. The client point of contact reflected in Blocks 1 – 7 should also be familiar with the past performance they are being asked to verify and informed that they will be contacted by the Government to verify past performance. If a Contractor Performance Assessment Reporting System (CPARS) record or official performance evaluation form from a non-federal entity is available for any of the projects submitted, the CPARS record or official performance evaluation form from a non-Federal entity may be submitted in lieu of the completed NAVFAC/USACE PPQ.
The Government reserves the right to review all CPARS records contained in the CPARS database for the offeror or offeror’s major subcontractors and may use those records as well as the PPQ submitted in the evaluation and subsequent confidence ratings.
