About this file

This document contains questions and answers from a pre-proposal teleconference for a U.S. Army Corps of Engineers (USACE) Jacksonville District solicitation for an Indefinite Delivery Contract for Geotechnical Core Drilling and Laboratory Testing services within the Jacksonville District's Area of Responsibility. The solicitation is set-aside for small businesses, with a potential contract term of 1 year with 4 optional extension years, an estimated annual value of $3M, and a total contract maximum of $15M. Key details include: the solicitation will be amended to extend the proposal due date to October 28, 2024; the SF330 Part II page limit will not be changed; and joint venture agreements may be submitted separately from the rest of the proposal package. The document also provides information on the evaluation factors, which include specialized experience, qualified personnel, past performance, capacity, knowledge of the local area, and geographic proximity, with volume of past DoD contracts as a secondary tiebreaker criterion.

SUBJECT: W912EP-24-R-0006, Indefinite Delivery Contract for Geotechnical Core Drilling and Laboratory Testing for the Jacksonville District Area of Responsibility (AOR), Pre-Proposal Teleconference Questions & Answers

1. We understand that projects are required to have started or be completed within the last 5 years. Would you consider extending to 7 to 10 years?

Government Response: No. The combined synopsis & solicitation will not be amended to change this requirement.

2. Will you consider an extension to the 10/23 due date?

Government Response: Yes. The combined synopsis & solicitation will be amended to change the submittal packages due date/time to be 1:00 P.M. Eastern Standard Time on October 28, 2024.

3. Would you consider removing the SF330 part II from the 50-page limit, as we have several subconsultants with more than 1 office. Thank you!

Government Response: No. The combined synopsis & solicitation will not be amended to change this requirement; however, you may submit a separate SF 330 Part II for each subconsultant, but not for each location where the subconsultant has an office.

4. JV agreements are emailed separately. Should that be sent prior to the submittal date?

Government Response: The Joint Venture (JV) agreement should be emailed not later than the submission deadline for the submittal of the SF 330’s and other information requested, but the JV agreement may be emailed separately & earlier than the rest of the submittal which must be submitted through PIEE. The JV agreement may be emailed to the Contracting Officer or Contract Specialist listed in the combined Synopsis and Solicitation posted on SAM.gov or may be submitted with the rest of the submittal packages through PIEE.

5. When will the PowerPoint and addendum be posted on SAM.gov?

Government Response: The Roster, PowerPoint, and Questions & Answers will be posted on SAM.gov later this afternoon. If there is an addendum to the Synopsis & Solicitation, it will be posted later this afternoon, also.
