The U.S. Army Corps of Engineers Jacksonville District has a requirement for a non-personal services contract to provide quality assurance services. The contract will have a one-year base period and four one-year option periods. Services include reviewing scopes of work, reporting findings, materials testing, monitoring, and assessing construction compliance with plans, specifications, and other documents. This is a total small business set-aside acquisition. The solicitation provides instructions for proposal submission, including page limits and formatting requirements. It also provides questions and answers addressing various aspects of the mock task order and pricing exhibits.

SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
QUESTIONS & ANSWERS
1. Vol 1, Factor 1 – Please exclude the Procedures Manual from page count. The Procedures
Manual will remain part of the 50 Page Limit.
2. Vol 1, Factor 1 Mock PWS – Please exclude Resumes from the 50-page limit for Volume 1.
Resumes will not count towards 50-page limit for Volume 1.
3. Vol 1, Factor 1 Mock PWS – Please exclude Subcontractor Letter of Commitment -
Attachment 2 from the 50-page limit for Volume 1. Attachments in Volume IV.
4. Vol 1, Factor 1, Subfactor 3 – Please exclude Letters of Commitment for Key Personnel from the 50-page limit for Volume 1. Letters of Commitment will remain part of the 50 page limit.
5. Are the following items included in the page count for Volumes 1 and 3? a. Covers b. Table of contents c. Compliance matrix d. Tabs, section dividers, other organizational separators.
No, they do not count towards page count.
6. Vol 3, Past Performance – (p.19) and elsewhere in the Solicitation, what is the Government’s definition of a “major subcontractor”? What threshold must a subcontracting member of the prime offeror’s team meet to qualify as a major subcontractor? IAW DFARS 252.209-7009 and 209-571-1 Major subcontractor means a subcontractor that is awarded a subcontract that equals or exceeds, Both the certified cost or pricing data threshold and 10 percent of the value of the contract under which the subcontracts is awarded or $55 million dollars.
7. Will the government accept CPARs (or a formal state project evaluation form) in lieu of PPQ forms? Yes, but the evaluation form shall include the POC Title; POC Telephone Number;
and POC E-mail Address.
8. For Attachments 3 and 4, please confirm only the prime contractor needs to provide this information. Only the Prime.
9. Vol 3, Past Performance, Subfactor 2 Performance (p. 20) – the Solicitation requires significant backup data concerning schedules, deviations, waivers, cure notices…etc. should they exist for a past performance contract. Are those documents to be included in a supporting appendix or are they to be considered part of the page count limitation? The documents are included in the supporting appendix and do not count towards the page count limitation.
10. Vol 3, Past Performance, Factor 1, Subfactor 3: Business Experience (pp 22-23) – This section uses the term “key personnel” extensively in reference to both corporate and on-site employees and states that all employees’ background, job duties, qualifications, and experience will be evaluated. Further, the section names all labor categories listed in section
1.6.11.2 as key personnel. However, 1.6.11.6.1 Key Personnel (p. 67) only lists the Contract Manager as key personnel. Also, the Mock PWS (p. 18) appears to be the only requirement to submit resumes.
a. Please confirm what roles are defined as Key Personnel Construction Manager
b. Please confirm that the Government only wants resumes to support our response to the Mock PWS or if they want resumes for the Contract Manager and all 23 labor categories in 1.6.11.2 Resumes for the Contract Manager and all 23 labor categories in 1.6.11.2
11. Please confirm that letters of commitment are required for every employee or Can the USACE please clearly define the tasks for each position listed in the Mock PWS. There is not enough detail in the mock task order for us to define this. Confirmed letters of commitment are required.
12. Can the USACE please clearly define the level each position listed in the Mock PWS. There is not enough detail in the mock task order to define this and provide appropriately aligned resumes. Please see 1.6.11.2 for Special Qualifications. It is the contractor responsibility to select the appropriate labor discipline (see attachment 8), add their labor rate for each selected discipline, and the total amount of labor hours based on the level of effort to complete the task IAW the mock PWS..
13. Are all positions in the Mock Task Order limited to 40 hours per week? Please refer to the
Work Hours paragraph of the Mock Task Order; 1.6.11.6.1 Labor hours.
14. The MOCK PWS lacks sufficient details to determine appropriate position levels, create an activity-based schedule, determine level of effort, or develop a staffing chart. In order to properly respond to the requirements of the Mock PWS, more information is required. Can the USACE please provide more details to address these aspects? Please refer to the Specific Qualifications paragraph of the Mock Task Order. For specific position levels, please refer to Part 1, General Information, paragraph 1.6.11 – Special Qualifications on the Solicitation provided.
15. What specific requirements does the USACE have for the activity-based schedule mentioned in the Mock PWS instructions? The current information in the mock task order does not provide enough detail to develop such a schedule. Contractors are to propose unit pricing for the labor disciplines listed that provide unit rates for each item for the base year and each subsequent option year. For the mock task order, the offeror should propose a level of effort to complete the required tasks along with a unit price that coincides with that listed in the proposed rates IAW the mock PWS. The contractor can include travel cost in accordance with the gsa.gov/travel.
16. The Mock Task Order states “A minimum of 40 hours per week each with the potential of some overtime required for all positions.” Can the USACE please clarify the overtime requirements for all positions in the task order? If overtime is required, please specify the amount? Please refer back to the “Mock Task Order” In the event of additional required hours, the COR may alter the work schedule on a case-by-case basis.
17. Can the USACE please provide more information on what is meant by "consideration of performance risks" regarding the instruction for the Mock PWS? There is not enough information provided in the Mock PWS to know what this is referring to or to provide a response. This verbiage has been removed from the solicitation – please see Amendment 0003.
18. Can the USACE please provide more information on what is meant by the “use of sustainable practices” regarding the instruction for the Mock PWS? There is not enough information provided in the Mock PWS to know what this is referring to or to provide a response. This verbiage has been removed from the solicitation – please see Amendment 0003.
19. For the mock task order, what is the duration of performance for each of the listed positions over the entire performance period? “Activity-based schedules which demonstrate that the offeror could complete all required tasks with the required timeframe” cannot be provided without this information. The POP for the mock task order is 1 year. (attachment 8).
Attachment 7 is the pricing exhibit for the base year and each option year.
20. What is the duration of each task listed in the Mock Task order for the performance period?
“Activity- based schedules which demonstrate that the offeror could complete all required tasks with the required timeframe” cannot be provided without this information. The POP for the mock task order is 1 year. (attachment 8). Attachment 7 is the pricing exhibit for the base year and each option year.
21. Will the construction contractor be responsible for hiring their own construction surveyor?
No Surveyor on the Rest of Florida QA Services Contract.
22. Can the USACE clarify whether we will be performing the surveying or only providing quality assurance of the survey results? While there is a surveyor listed in the Mock Task Order, there is no mention of this in the RFQ and no qualifications in section 1.3.11.2 or
5.1.2. No Surveyor on the Rest of Florida QA Services Contract.
23. Can the USACE clarify whether performing testing services or if only providing quality assurance of the testing process are part of the scope for this contract? Performing testing and providing quality assurance of the testing process are part of the scope of the contract.
24. If the lab tech is only required for QA testing, can the USACE revise the RFQ accordingly?
As worded, the description of 5.1.2.16 suggests that the lab tech will be performing the testing, However, the qualifications for the lab tech listed in section 6.6.11.2.20 do not align with this. The description under 1.6.11.2.20 is for a general qualification while the description under 5.1.2.16 is for specific qualification. The Construction Laboratory
Technician will perform quality assurance materials testing for compliance with the project specifications.
25. If the scope of work for this contract does not include performing the actual testing but rather overseeing the testing process, could the USACE please revise the description in section 5.1.2.16, Part 5 Specific Tasks of the SOW, and the Laboratory task of the Mock Task Order to accurately reflect the scope of work? Performing testing and providing quality assurance of the testing process are part of the scope of the contract.
26. If resumes are required for all 12 positions listed on the Mock Task Order, can one person fill multiple positions? For example, section 5.1.2 states that all levels of the Civil Engineer, Environmental Engineer, Geotechnical Engineer, Electrical Engineer, and Mechanical Engineer will serve as the QAR I, II, and III, respectively. No.
27. Does the USACE require resumes for in-house Key Personnel that will support the contract, such as Program Managers and Project Managers? Yes.
28. Is this contract a single or multiple award contract? Single Award Contract.
29. Regarding the Mock Task Order, Task: Laboratory, can the USACE clarify the level of testing required? The positions listed in the RFQ are not qualified to perform these testing services. If overseeing the testing services is all that is needed, could a revised Mock Task Order please be provided? Testing will be performed by the Government or another contractor, but the Construction Laboratory Technician will perform quality assurance materials testing for compliance with the project specifications.
a. What certifications are required for the lab technicians? Can the USACE please revise the description in 5.1.2.16 to reflect required certifications? The requirements for the Construction Lab Technician are to have a minimum five or more years of experience, practical knowledge of testing procedures and techniques based on engineering principles, and the skill to apply these procedures.
b. just subcontractors? Letters of commitment from every subcontractor
30. Will the Government accept CPARs (or a formal state project evaluation form) in lieu of PPQ forms? Yes, but the evaluation form shall include the POC Title; POC Telephone Number; and POC E-mail Address.
31. For the base year (CLIN 0001) and options years (CLIN 1001, 2001, 3001, 4001), the schedule shows a total quantity of 45,000,000.
a. Are we supposed to sum the total cost from Attachment 7 table for base year then divide it by the provided quantity? No, as task orders are issued throughout the base and option years, the expended capacity or award amount will be subtracted from the $45m. That remaining balance will be the new balance for the upcoming option years. For example, the base year has a $45m capacity and 6 T/O were issued totaling $10m, option year 1 will have a capacity of $35m.
b. Also, for other CLINS, please confirm that the solicitation is requesting hourly rates, meaning that the quantity of each discipline should be 1? Requesting hourly rates
c. Are we supposed to add up the total cost amount for each CLIN in Attachment 7, and list the total here? The contractor is responsible for adding the appropriate labor rate for each discipline in attachment 7. Adding up the total cost is not required.
32. Only the Mock Task Order was provided with a scope to price. Can the response to these
CLINs be responded to as “To be negotiated per labor rates in Attachment 7”? When an RFP is issued from the contracting office throughout the base and option years, the contractor will receive a blank pricing sheet, PWS and a QASP to submit their proposal based on the agreed to labor rates submitted on attachment 7 and the total amount of hours to complete the task IAW with the PWS. The contractor should not include any TBN for the mock task order under attachment 8. The only TBN rates should be for A41 Travel Civil Work JTR under attachment 7.
33. What should the bidders assume for the quantity to complete the CLIN items for base and four options years? When an RFP is issued from the contracting office throughout the base and option years, the contractor will receive a blank pricing sheet, PWS and a QASP to submit their proposal based on the agreed to labor rates submitted on attachment 7 and the total amount of hours to complete the task IAW with the PWS. The contractor should not include any TBN for the mock task order under attachment 8. The only TBN rates should be for A41 Travel Civil Work JTR under attachment 7.
34. There is not enough detail to estimate level of effort in the Mock Task Order. In order to have an apples-to-apples comparison across all vendors when evaluating the Mock Task Order, can the Government provide;
a. The number of positions and hours per position for pricing to be developed for the pricing? When an RFP is issued from the contracting office throughout the base and option years, the contractor will receive a blank pricing sheet, PWS and a QASP to submit their proposal based on the agreed to labor rates submitted on attachment 7 and the total amount of hours to complete the task IAW with the PWS. The contractor should not include any TBN for the mock task order under attachment 8. The only TBN rates should be for A41 Travel Civil Work JTR under attachment 7.
b. Identify where more than one individual is needed for a position? When an RFP is issued from the contracting office throughout the base and option years, the contractor will receive a blank pricing sheet, PWS and a QASP to submit their proposal based on the agreed to labor rates submitted on attachment 7 and the total amount of hours to complete the task IAW with the PWS.
c. The project plan, project construction schedule, list of construction activities, and other relevant project data has not been provided with the Mock Task Order.
Please provide this information so we may develop and activity-based schedule for staffing the Mock Task Order project. If this data is not provided, what data should the proposers use to develop the requested activity-based schedule for the Mock Task Order? A project plan, project construction schedule, list of construction activities, and other relevant project data has no bearing on this solicitation. For the mock task order, the offeror should propose a level of effort to complete the required tasks along with a unit price that coincides with that listed in the proposed rates IAW the mock PWS.
35. Are the following items included in the page count for Volumes 1 and 3? No, it will not count towards page count o Covers o Table of contents o Compliance matrix o Tabs, section dividers, other organizational separators
36. The following key positions were identified in RFP Section 1.6.11.2 – Environmental
Engineer III, Geotechnical Engineer III, Electrical Engineer III, and Mechanical Engineer III. However, these discipline / additional labor categories were not accounted for in Attachments 7 and 8 (Mock Task Order). Can the Government reissue Attachments 7 and 8 including the labor disciplines defined in the RFP. These positions are not required in this contract, the verbiage will be removed. Refer to Amendment 0003.
37. Please confirm that resumes do not count towards the page count within Volume I.
Resumes will not count towards the page count.
38. For our past USACE QA and CEI contracts Attachments 7 and 8 would include disciplines for project manager and task order manager. Will the government add positions for project manager and task manager for project execution so they can provide management and task order delivery oversight for each task order? Please refer to paragraph 1.6.11.6.1 of the PWS. The contractor can provide a Contract Manager and an Alternate Contract Manager to act for the contractor on all contract matters relating to daily operation of the contract.
39. Please verify that the government will provide all testing equipment (the testing equipment was not included in the requirement equipment provided)? Contracted inspectors are to calibrate equipment used for testing, please identify who will provide the equipment to be used on the contract. Testing will be performed by the Government or another contractor, but the Construction Laboratory Technician will perform quality assurance materials testing for compliance with the project specifications.
40. It is understood that small business primes are permitted to add non-small businesses subconsultants to the team; However please confirm. In addition, offeror understands that the majority of the work should still be accomplished by the small business. However, please clarify if the majority calculation is applicable to the contract as a whole, or each work order will require the prime to serve in a majority capacity. The small business requirement is to be considered to the contract as a whole.
41. There seems to be an incorrect reference in Attachment 5 - Proposal format. The solicitation number does not match, and the proposal format does not match the solicitation. Please confirm that Volumes 2 remains cost/price, and volume is past performance. Please refer to Amendment 0003
42. Will there be a project manager or program manager? Yes.
43. Please confirm that 11x17 pages are acceptable for organization charts and matrices. Yes.
44. Please confirm that page limit for Volume III is 25 pages PLUS five pages for each major sub. For example, if proposer has two major subs, that would equal a maximum page count of 35 pages for Volume III.

59. A transition plan infers there is an incumbent for this contract. Please confirm. Confirmed.
60. Can USACE please define a primary AOR for this contract or define regions for work assignments. The 30+ Wage Determinations is complicated in determining a “statewide” cost structure. This requirement is for “the Rest of Florida – to exclude EAA”.
61. Due to the varying costs of living across FL, will there be a locality adjustment based upon the area of performance? No.
62. Do we have access to a construction schedule? A construction Schedule has no bearing on this solicitation. Once the contract is awarded, a new RFP that will include a PWS, QASA, Pricing sheet, and Wage determination will be issued to the contractor to submit a proposal.
If a construction plan or other supporting documents are required, they will be included in the RFP.
63. Can we get a set of plans and specs for this work? Plans and specs have no bearing on this solicitation. Once the contract is awarded, a new RFP that will include a PWS, QASA, Pricing sheet, and Wage determination will be issued to the contractor to submit a proposal.

RFP.
66. Are we expected to provide an on-site lab or sub to a local lab? No.
67. Can we line item per diem, or should it be captured in hourly rates for each discipline? Per
Diem is added under travel line item for the mock task order only and is not included in the hourly rates.
68. Will you change the project completion date to 7 or 10 years? The Civil Works program has a long history of successful project completion. At 5 years, only the incumbent firms will have relevant, USACE Civil Works experience working directly with Jacksonville. Within 5 years is recent and relevant.
69. Is this a continuation of or a new requirement? New Requirement.
70. If there is an incumbent, how many staff and in what personnel categories are people assigned? This is a new requirement. When an RFP is issued from the contracting office throughout the base and option years, the contractor will receive a blank pricing sheet, PWS and a QASP to submit their proposal based on the agreed to labor rates submitted on attachment 7 and the total amount of hours to complete the task IAW with the PWS.
71. For the personnel categories not included in the Wage Determinations (i.e. Engineers) can you provide a GS level grade for each? No. Level Grades should it be captured in hourly rates for each discipline.
72. Can you specify the Wage Determination required for the mock task order? For the Mock
Task Order, it is acceptable to utilize WD#2015-4573, Palm Beach County. CONTRACTOR’S
RATING DEFINITION NOTE
(E) Exceptional
(VG) Very Good
Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified. A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
