FLOOD RISK MANAGEMENT

Risk management includes both coastal and inland projects and programs – examples include Rio Puerto Nuevo and Rio de la Plata Coastal projects include beach nourishment projects that protect built infrastructure from storm surge and other flood risk – several feasibility studies ongoing for PR Coastal projects.

Inland projects ensure dam and levee safety to reduce flooding risk – examples are Cerrillos Dam, Portugues Dam, and Guajataca Dam.

USACE flood risk management projects avoid $8 of damages for each $1 invested. USACE projects have prevented over $500 billion in damages (2004-2013).

Our Interagency Flood Risk Management Project Study will develop adaptive strategies to address coastal storm surge and flood damage reduction associated with sea level rise effects related to Miami-Dade County.

The South Atlantic Coastal Comprehensive Study, now authorized in WIIN, is a comprehensive assessment to address coastal storm and flood risks along the south Atlantic coastline. The strategy will identify initial measures that address vulnerabilities with emphasis on regional sediment management as a strategy.

CONTINUING AUTHORITIES PROGRAM (CAP)

OVERVIEW

9 legislative authorities under which the Corps is authorized to plan, design, and construct certain water resources projects

These authorities are targeted at small to mid-size projects specifically developed to aid municipalities, counties and non-federal agencies

Local sponsor cost share amount* varies per authority and work in kind is available

* Per WRDA 2014, certain territories of the United States, including Puerto Rico and the U.S. Virgin Islands, are eligible for a CAP program cost-sharing reduction - CAP projects with feasibility phase agreements or construction contracts executed on or after June 10, 2014, are eligible for waivers up to $455,000.

Continuing Authorities Program Facts

Our Water Resources Branch executes smaller projects through the Continuing Authorities Program. Projects include, but are not limited to, environmental restoration and emergency stream bank protection. The Continuing Authorities Program has 12 active projects, currently budgeted for approximately $3 million.

The Continuing Authorities Program has 16 active projects with approximately $2 million in budget (FY2017).

The program encompasses nine general authorities whereby the Corps is authorized to plan, design and implement certain types of water resources projects.

MAJOR TAKE AWAY:

CAP is divided into 2 overall phases: Feasibility + Design, Construction As one of the largest programs in USACE, SAJ has 10 CAP projects in the study phase with several others waiting on “new start” approvals. These studies will continue into the design phase in FY18. By FY19 SAJ will be advertising CAP construction projects in the $5-million range.

BLUF: Contractors should monitor our forecast regularly as project developments, including new projects are identified and updated
