CESAJ-CDW-D

MEMORANDUM FOR THE RECORD: CESAJ-CT

SUBJECT: Solicitation W912EP23B0002 - Pre-Bid Site Visit, Palm Beach Harbor 33-Foot Project, Entrance Channel & Settling Basin, Palm Beach County, FL

1. A pre-bid site visit was held for the subject solicitation on October 25, 2022. The sign in sheet is attached.

2. The meeting kicked off at 1010 hours at the project’s access located at the intersection of North Ocean Boulevard and Angler Avenue. Introductions were made and the COR discussed the summary of work as provided for in the solicitation’s contract specifications as well as discussing the attached agenda items.

3. COR read the agenda items to the group (see sign in sheet for attendees). COR reminded the prospective bidders to follow the Instructions for Technical Inquiries (attached). A copy of the solicitation plans and specifications were available during the meeting.

At 1015 hours, Mr. Rob Weber explained what could be removed at the Angler Avenue access.

He also pointed out a green vertical Comcast utility box within the opening of the Angler Avenue access and stated the Town will handle removal and replacement of that utility box. See the attached photographs of the Angler Avenue access and entry to that section of the beach.

Mr. Weber also stated that the Town of Palm Beach (Town) will remove any walls to facilitate access at Angler Avenue.

At 1025 hours the group walked onto the beach at the Angler Avenue access point. Mr. Weber stated that the Town will require restoration of any dune vegetation and dune as close as practicable to existing conditions. See attached photograph.

At 1030 hours the group left Angler Avenue for the Lake Worth Inlet south jetty.

At 1040 hours, the group arrived at North Ocean Boulevard and Indian Road. Mr. Weber mentioned that there will be a buffer required around the sand transfer plant (see photograph) and if required to provide a smooth staging area, the Contractor may flatten the berm created by the sand generated around the outfall from the sand transfer plant.

At 1045 hours the group arrived at the jetty. The sand transfer plant was in operation and no questions were asked. The Contractor walked over to the jetty to take some pictures.

At 1100 hours, the group left the beach and arrived back at the vehicles at North Ocean Boulevard and Indian Road. Mr. Weber mentioned that 4-5 parking passes will be provided for at each access area (Indian and Angler). However, no heavy equipment is allowed to access the beach from Indian Road. All equipment must be brought in via Angler Avenue, over the jetty or via beach landing.

No further questions were asked, and no comments were made. The pre-bid site visit meeting concluded at 1105 hours.

COR left at 1115 hours.
