About this file

This document provides details for a federal solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for design-build and construction projects related to power and communication systems and structures within the boundaries of the US Army Corps of Engineers Jacksonville District. The SATOC will have a one year base period with four one-year options, not to exceed $40 million total for all task orders. Task Order 0001 involves designing and constructing a photovoltaic microgrid system at an Army Reserve Center in Puerto Rico, with a base scope of 300kW solar array, 375kW battery storage, and backup generators, and options to increase the solar array to 550kW and storage to 750kW. A pre-proposal conference was held on February 16, 2021 and a site visit scheduled for February 19, 2021. Phase 1 proposals for the SATOC are due by March 5, 2021 and will be evaluated based on technical merit and past performance. Phase 2 will involve pricing for the design-build of Task Order 0001.

Project Overview This is for a Single-Award Task Order Contract (SATOC) for Design-Build Projects Related to Power and Communication Systems and Related Construction Structures within the Boundaries of the Jacksonville District.

Potential task orders placed under this SATOC include, but are not limited to, energy conservation, energy resilience/energy security or demolition, construction, renovation, and repairs related to multiple facility types throughout the Jacksonville District. Facilities may be commercial, residential (detached or multi-unit), industrial, institutional, training and education, medical, law enforcement, military, logistical, or any other types where general construction trades and practices are typically used in the construction, renovation, expansion, and repairs. Facilities may be located within private lands, within federal, state, municipal, territorial or Indian Lands, or within the contiguous coastal zones to a depth of 12 feet. Project sponsors may be military, other government agencies, organizations, or entities for whom the U.S. Army Corps of Engineers is assigned as the Construction Agent.

Project Overview This SATOC will be awarded for a period of one (1) year with four (4) option years.

The total of all task orders issued under this contract will not be more than $40,000,000.00.

Minimum award amount of any task order will not be less than $150,000.00

Maximum award amount of any task order will not be more than $10,000,000.00

The majority of the projects are expected to be located in Puerto Rico

Source Selection EVALUATION APPROACH: The acquisition will utilize the Two-Phase Design-Build Selection Procedures (FAR 36.303).

In Phase 1 of the 2-phase design-build selection procedures, interested firms or joint venture entities (referred to as “offerors”) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation.

The Government will evaluate the performance capability proposals in accordance with the criteria described in the solicitation and will short-list the Phase 1 offerors to a maximum of five (5) of the most highly qualified offerors to compete for the design-build contract in Phase 2.

There will be no pricing in Phase 1

Source Selection BASIS FOR AWARD: Best Value Trade-Off

The Government will award one (1) Firm Fixed Price contract that is considered fair and reasonable with regard to pricing and whose proposal offers the best overall value to the Government, considering the price and non-price factors described in the solicitation.

Source Selection The Government intends to make award without holding discussions with offerors unless the Contracting Officer/Source Selection Authority later determines it to be necessary.

Contractors submitting an offeror as a joint venture must provide a written copy of the joint venture agreement with the initial proposal. The joint venture must be signed by both parties. The SF 1442 and all future documents must also be signed by both parties.

The joint venture must be registered in the System for Award Management (SAM) as a joint venture in order for an award to be made.

Debarred List: Offerors will be checked in SAM to ensure there are no exclusions listed. Any offeror who is listed with exclusions will be eliminated without further considerations.
