MEMORANDUM FOR RECORD
SUBJECT: Solicitation No. W912EP20R0022 Picayune Strand Restoration Project Southwest Protection Feature Levee, Collier County, Florida Pre-Bid Site Visit
1. A pre-bid site visit was held for subject project on 3 August at 11:00 am to give the prospective contractors a chance to see the site prior to bids.
2. The list of contractors that attended the site visit is attached.
3. The contractors were advised to write down any questions they may have and submit them via Projnet by 7 August 2020, as indicated in the solicitation.
4. The site visit consisted of meeting at Tomato Road, near the Temporary Staging Area shown on Drawing G-05 and “Start of Site Visit” as shown on the attached map. At this location, the contractors were welcomed and briefed on the project features, to include the staging area and site access. Prior to commencement of the site visit, the contractors were informed that the visit would consist of driving to along the western edge of the project on Lipmann Farms property and making several stops along the way. The contractors were informed that the area that was going to be traversed was private property and not part of the project or access. The contractors were also informed that a stop at the north end of the project, Stop 5 as shown in the attached map, was not going to be possible as it was not on the Lipmann Farms property.
5. Once the initial brief was complete, the contractors were allowed to look around the area that included the staging areas shown in Drawing G-06, access road, and locations for the canal bypass and Culvert 1, as shown in Drawing C-01.
6. From this location, we proceeded to Stop 2 as shown on the attached map following a Lipmann Farm Manager. As we proceeded to this stop, we encountered very wet and muddy conditions on farm property that resulted in some vehicles having to stop and return to the starting point. After regrouping, we proceeded on top of the surrounding property levee to Stop 2. At Stop 2, the contractors were able to see the general location of Culvert 3, as shown in Drawing C-03, and typical site conditions and vegetation that could be encountered along the project.
7. From this location, we proceeded along the top of the surrounding property levee to Stop 3. At this location, we stopped and allowed the contractor the opportunity to look at the general area and conditions where the levee and canal would be constructed, as well as the location for the staging area shown on Drawing G-04.

8. From this location, we proceed along the top of the surrounding property levee to Stop 4. At this location, we stopped and allowed the contractors the opportunity to look at the general area and conditions where the levee and canal would be constructed, as well as the location for the Spoil Disposal Area shown on Drawing G-06. At this location, we did inform the contractors that the path we took for the site visit was on private property and was not part of the project.
9. From this location, we proceed to back to the initial meeting location on Tomato Road.
10. This stop concluded the site visit. Prior to adjourning, the contractors were reminded to ensure they read through all of the requirements in the contract, to submit any questions they may have in Projnet and reminded of the bid submission date of 24 August 2020.
