SPECIAL NOTIFICATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO THE

FOLLOWING CONTRACTORS AWARDED A CONTRACT UNDER SOLICITATION

NUMBER W912EP18R0019:

Bauer Foundation Corp. W912EP19D0012; Bencor Global, Inc. W912EP19D0013;

Treviicos South, Inc. W912EP19D0014;

EVALUATION: The award of the task order will be made on the basis of the Lowest Price, Technical Acceptable (LPTA) evaluation method. The factors for evaluation will be based on the following:

FACTOR 1 – PAST PERFORMANCE

FACTOR 2 – PRICE

SUBMISSION REQUIREMENTS: Contractors are required to submit the following:

FACTOR 1 – PAST PERFORMANCE

***NO SUBMISSION REQUIREMENT***. Past Performance information submitted in response to the HHD MATOC (Solicitation W912EP-18-R-0019) will be used to determine the offeror’s record of complying with contractual requirements and meeting acceptable levels of performance risk.

Evaluation Method:

Past Performance was recently evaluated for all offerors under the HHD MATOC. An "Acceptable" rating was earned under Past Performance for all offerors that received an award in accordance with the solicitation evaluation criteria for the HHD MATOC (Solicitation W912EP-18-R-0019). Therefore, for this task order (Task Order 0003), all offerors will receive the Past Performance rating of "Acceptable".

Note: For future task orders, the government reserves the right to obtain copies of all Construction Contract Administration Support System (CCASS) records contained in the U.S. Army Corps of Engineers CCASS database for the Prime Contractor (Offeror) and all Major Sub-Contractors) on any and all Task Orders awarded on this MATOC.

FACTOR 2 – PRICE

The Offeror’s volume for this factor shall be fully completed. Offeror completeness addresses the extent to which the elements of the price proposal are consistent with the requirements of the RFP.

W912EP19RHHD3 SF 1442-2 AMENDMENT 0003

This volume will also include price and price related information:

(1) Completed Bid Schedule (see Section 00010A)

(2) Bid Guarantee per Section 00700, Clause 52.228-1 and Section 00100A, Paragraph 2.8 of the MATOC

(3) Completed “Addendum to the Standard Form 1442 with the latest Revision”.

(4) Revisions – Offers must acknowledge receipt of this Revision by completing “Notice to Offerors--Blocks 14, 15 and 20.”

(5) **The hard copy of your proposal is due in house on 09 16 26 July 2019 at 2:00 P.M. local time.**

Evaluation Method:

Price is not rated. It will be evaluated for fairness and reasonableness through the use of a price analysis in accordance with FAR 15.404-1(b). The price analysis will also check for the appearance of unbalanced line item prices.

Additionally, Offerors’ price proposals may be evaluated for price realism to determine if there are proposals that are unrealistically low in terms of overall price or reflective of an inherent lack of management and/or technical competence or comprehension of the requirements. Therefore offerors are required to provide a single response to this task order RFP in accordance with your Approved Means and Methods submitted in your base HHD MATOC contract. Offerors are advised that their business decision to submit a low-priced proposal can be considered in assessing their understanding or the risk associated with their proposal.

Prices will be reviewed for minor or clerical errors. If necessary, offerors will be afforded an opportunity to resolve any such errors. Any exchange with offerors under this subparagraph shall be for the purpose of clarification (FAR 15.306(a)) and shall not constitute negotiations as defined at FAR 15.306(d). In the event of discrepancy between a unit price and the extended amount, the unit price shall be controlling.
