Technical Questions Responses
1. Selection Criteria A (4): Based on the latest ERDC Material Testing Center register of USACE validated labs, there are only three USACE validated labs in Puerto Rico and none in the U.S.
Virgin Islands. Is it USACE’s intent that the Consultant utilize one of these three labs or can the Consultant use a lab that is either in the process of being validated or capable of being validated prior to the award of work in the Caribbean?
USACE Response: The intent is for the Consultant to utilize a USACE validated laboratory to perform the testing. The Consultant needs to include the laboratory that they are partnering with in their proposal submission. If the Contractor chooses to change laboratories for whatever reason during the life of the contract, the new lab will have to meet all of the contract requirements and be submitted to USACE for review and approval by the
Contracting Officer.
2. Selection Criteria B (3): This paragraph requires at least one key person with a professional license in Land Surveying in Florida and one key person with a professional license in Land
Surveying in Puerto Rico. Does USACE anticipate significant surveying efforts under this contract that would require a Project Manager that specializes in Land Surveying?
USACE Response: USACE does not anticipate that surveying efforts are so significant that the contract requires a Project Manager that specializes in Land Surveying; however, we leave that to the discretion of the Consultant to decide. As this is a geotechnical contract, the majority of the work will be using RTK to identify x, y and z locations of borings, instrumentation, identifying and/or validating existing site features, limited site topo, etc.
3. Selection Criteria A (7): Acoustical impedance typically refers to a property of a soil or rock layer and is measured by various geophysical tests. Does USACE have a particular test in mind to measure acoustical impedance or does USACE simply want to know how the
Consultant will determine this property?
USACE Response: This is a sonic geophysical log. USACE does not have one particular test in mind to measure acoustical impedance. USACE leaves the specific method to the discretion of the Consultant.
4. Selection Criteria A (7): The gamma-gamma and neutron geophysical tests are specialty tests that require NRC certified technicians to perform them. Does USACE anticipate a significant amount of this type of testing under this contract?
USACE Response: USACE does not anticipate a significant amount of this specific testing during this contract.
