This solicitation notice seeks proposals for Regional Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contracts in support of dredging and shore protection projects within the boundaries of the South Atlantic Division. The U.S. Army Corps of Engineers, Jacksonville District plans to award multiple task order contracts from two groups: an unrestricted group and a small business group. The small business group size standard is $27.5 million. A minimum of two task order contracts will be awarded within each group, with the maximum number dependent on acceptable proposals. Proposals are due May 31, 2018. Task orders will range from $1-40 million and have a five-year period of performance. The maximum combined capacity is $495 million, with $450 million for the unrestricted group and $45 million for the small business group. Price will not be evaluated for the task order contracts but will be a factor in selecting task orders. Proposals will be evaluated on technical merit, including plant/equipment and small business requirements, and past performance. Other than small businesses must submit small business subcontracting plans.

MAGNITUDE OF CONSTRUCTION: Maximum combined capacity is $450M for the Unrestricted Pool and $45M for the Small Business Pool.

Small Business Sub-Contracting Plans (FAR 52.219-9 Alt II)

Separate from the Small Business Participation Plan, large business offerors must also submit a Subcontracting Plan (Individual Contract Plan) meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003. Large businesses will not be eligible for award if they fail to submit an acceptable Subcontracting Plan. Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation Plan. In accordance with DFARS 215.304(c), when an evaluation assesses the extent that small businesses are specifically identified in proposals, the small businesses considered in the evaluation shall be listed in any subcontracting plan submitted.
