9. QUESTION:

I hate to be a bother, but I really need an answer regarding the professional requirements below so we can make a Go/NoGo decision. I also wanted to inquire about the pre-proposal slideshow, attendance roster, and Q&A. I have not seen it posted as an attachment to the combined synopsis/solic itation as promised in the March 8th amendment.

RESPONSE: Refer to the amended solicitation.

10. QUESTION:

___is a woman-owned, small business, and we have extensive experience working with USACE projects, with multiple districts, under a multitude of On-Call Contracts, both as a Prime and as a Subconsultant. I wanted to inquire about the requirements for the Florida Licensed Surveyor. The RFP states that the licensed surveyor must also have a "bachelor or master degree from an accredited (USDE/CHEA validated) university in Geographic Information Systems, geography, cartography, physical science, hydrology, engineering, geomatics, land surveying, or related field". Our Florida land surveyor, as well as many other surveyors in the State of Florida, was licensed prior to that becoming a state requirement. This clause is eliminating us from being able to pursue this contract. We are grandfathered-in on all contracts requiring a Florida Land Surveyor, as we met the requirements of licensure at the time of licensure. In order to encourage competition, we respectfully request that criteria be revised to state the following:

All Florida licensed land surveyors licensed after 1999, are required to have a bachelor or master degree from an accredited (USDE/CHEA validated) university in Geographic Information Systems, geography, cartography, physical science, hydrology, engineering, geomatics, land surveying, or related field.

RESPONSE: Refer to the amended solicitation. Part B, Paragraph 1 has been revised as follows: “At least one key personnel must have a professional license for Land Surveying in the State of Florida and a minimum of 10 years' experience. Key personnel having a bachelor or master degree from an accredited (USDE/CHEA validated) university in Geographic Information Systems, geography, cartography, physical science, hydrology, engineering, geomatics, land surveying, or related field will receive more weight for evaluation.

11. QUESTION:

RESPONSE:

PPP of the pre-proposal slideshow, attendance roster and Q&A to be posted in FBO. The submission date was extended.

12. QUESTION:

During the pre-proposal tele-conference last week, Lisa (USACE) had mentioned that a powerpoint presentation and clarification to a couple questions would be posted following the meeting. I checked the FBO website, but did not see any additional information. At your convenience, could you please let me know if I am looking in the wrong place.

RESPONSE:

PPP of the pre-proposal slideshow, attendance roster and Q&A to be posted in FBO

13. QUESTION:

In regards to the requirement that at least one person from the prime firm is required to have a 4 year degree:

* If a Service Disabled Veteran Owned Business wishes to submit as a prime on this contract, but does not have anyone on staff with a 4 year degree, would the Jacksonville District be willing to accept staff who 20+ years of post-licensure experience in land surveying as a substitute for the degree?
