PART 2 PRODUCTS (NOT APPLICABLE)

PART 3 EXECUTION

3.1 MONITORING REQUIREMENTS

3.1.1 General

Nearshore or inland water samples shall be obtained and analyzed for turbidity. Sampling shall be conducted in accordance with techniques described in the latest edition of "Standard Methods" published by the American Public Health Association (APHA), American Water Works Association (AWWA), and Water Pollution Control Federation (WPCF), and other current techniques recognized by the scientific community and approved by the Jacksonville District, Corps of Engineers. Samples obtained for turbidity analysis shall be analyzed within 30 minutes of collection. Samples shall be taken with a sampler obtaining samples uncontaminated by water from any other depth.

W912EP-17-B-0004 SECTION 01 57 25 PAGE 2 Amendment 0004

3.1.1.1 Turbidity Monitoring Equipment

Monitoring required for turbidity shall be measured in Nephelometric Turbidity Units (NTU) using a standard Nephelometer. Global Positioning System (GPS) is also required to record sampling stations. The Contractor shall provide the Government with a certification, attesting to the accuracy of his testing equipment and procedure. The Contractor shall also provide the Contracting Officer with a duplicate of the standard used to calibrate his testing instrument as well as a complete set of operating instructions for the turbidity testing equipment. The Contractor and the Contracting Officer will use this standard throughout the project to maintain the calibration of the equipment.

Calibration: The instruments used to measure turbidity shall be fully calibrated with primary standards within one month of the commencement of the project, and at least once a month throughout the project.

Calibration with secondary standards shall be verified each morning prior to use, after each time the instrument is turned on, and after field sampling using two secondary turbidity "standards" that that bracket the anticipated turbidity samples. If the post-sampling calibration value deviates more than 8% from the previous calibration value, results shall be reported as estimated and a description of the problem shall be included in the field notes.

Analysis of turbidity samples shall be performed in compliance with DEP-SOP-001/01 FT 1600 Field Measurement of Turbidity:

http://publicfiles.dep.state.fl.us/dear/sas/sopdoc/2008sops/ft1600.pdf

3.1.2 Dredging and Disposal Locations

The Contractor shall obtain maps and electronic files (Shapefile, KML, or similar) for all Outstanding Florida Waters (OFW) within the project area.

Maps and electronic files can be downloaded from the DEP GIS websites at the following links: http://ca.dep.state.fl.us/mapdirect/?focus=standard;

http://geodata.dep.state.fl.us/datasets/681b93ec295f4003abb5a97cd5b51173_0.

Monitoring shall occur provided sea, wind, visibility, marine traffic and other conditions allow for safe performance of the activity. The Contractor shall document all instances where turbidity monitoring within the bounds of the above parameters could not be performed. Routine monitoring shall occur at the following locations:

3.1.2.1 Station Descriptions

a. Dredge Site Locations:

Background:

At surface and mid-depth, at least 300 meters upcurrent from the source of turbidity at the dredge site and clearly outside the influence of any turbidity generated by the project.

Compliance:

At surface and mid-depth, no more than 1000 meters downcurrent from the dredge head, and from any other source of turbidity generated by the dredge, in the densest portion of any visible turbidity plume. If no plume is visible, follow the likely direction of flow.

W912EP-17-B-0004 SECTION 01 57 25 PAGE 3 Amendment 0004

Intermediate:

At the surface and mid-depth, at a point approximately 150, 500, and 750 meters downcurrent from the turbidity source, within the densest portion of any visible turbidity plume generated by this project.

Frequency:

Three times daily at least 4 hours apart during all dredging operations, unless inclement weather and/or sea conditions make sample collection unsafe. Sampling shall be conducted while the highest project-related turbidity levels are crossing the edge of the mixing zone. Since turbidity levels can be related to pumping rates, the dredge pumping rates shall be recorded, and provided to the Contracting Officer upon request. The compliance samples and the corresponding background samples shall be collected at approximately the same time, i.e., one shall immediately follow the other.

b. Disposal Site Location at North Beach Disposal Area (D/A-NB), Fernandina Nearshore Disposal area (D/A-N), and Fort Clinch Disposal Area (C/A-F):

Background:

At the surface and mid-depth, clearly outside the influence of any artificially generated turbidity plume. Samples shall be collected at least 500 meters up-current from any portion of the beach that has been, or is being, filled during the current construction event, at the same distances offshore as the associated compliance samples.

Compliance:

At the surface and mid-depth, samples shall be collected where the densest portion of the turbidity plume crosses the edge of the mixing zone, which measures no more than 1,000 750 meters downcurrent from the point where the return water from the dredged discharge reenters the Atlantic Ocean.

Intermediate:

At the surface and mid-depth, at points approximately 150, 500 and 750 meters downcurrent from the turbidity source, within the densest portion of any visible turbidity plume generated by this project.

The compliance samples and the corresponding background samples shall be collected at approximately the same time, i.e., one shall immediately follow

W912EP-17-B-0004 SECTION 01 57 25 PAGE 4 Amendment 0004 the other.

3.2 TURBIDITY TESTS

3.2.1 Testing

Whenever there is doubt as to the adequacy of the testing or validity of the results, the Contracting Officer may direct that additional tests be performed at no additional cost to the Government.

3.2.2 Reporting

The monitoring data shall be recorded on summary forms that contain the pertinent information in the following paragraphs. Example forms are on the web site indicated in paragraph CONSTRUCTION FORMS AND DETAILS below.

Other data shall be submitted in the form supplied by the laboratory chosen to do the analysis. All data shall be forwarded (electronically) to the Contracting Officer, Environmental Branch (CESAJ-PD-E), and FDEP within 7 days of collection. Electronic mail addresses of the Corps and FDEP personnel to receive these reports are provided below. Reports shall be provided in Excel Spreadsheet (.xls) files.

W912EP-17-B-0004 SECTION 01 57 25 PAGE 5 Amendment 0004

3.2.2.2 Notification

If monitoring reveals turbidity levels at the compliance sites that are greater than 29 NTUs above the corresponding background turbidity levels outside of Outstanding Florida Waters (OFW), 26 NTUs above the corresponding background turbidity levels within OFW at the beach placement site or 9.6 NTUs above the corresponding background turbidity levels within OFW at the dredge site, the Contractor shall immediately notify Chief, Environmental Branch at 904-232-1665 and the Contracting Officer, or on the morning of the following work day if it occurs after normal work hours. In addition, all dredging or disposal activity shall cease immediately and all measures to reduce turbidity shall be taken.

Dredging or disposal shall not resume until corrective measures have been taken and turbidity has returned to acceptable levels as determined by proper testing described in subparagraph "Dredging and Disposal Locations" above.

Any project-associated turbidity source other than dredging or fill placement for beach nourishment (e.g., scow or pipeline leakage) shall be monitored as close to the source as possible. If the turbidity level exceeds 29 NTUs above background outside of OFW, 26 NTUs above the corresponding background turbidity levels within OFW at the beach placement site or 9.6 NTUs above the corresponding background turbidity levels within OFW at the dredge site, then the construction activities related to the exceedance shall cease immediately and not resume until corrective measures have been taken and turbidity has returned to acceptable levels. The turbidity monitoring shall continue every hour until background turbidity level are restored or unless otherwise directed by the Contracting Officer. The Contractor shall notify the Chief, Environmental Branch and the Contracting Officer of such an event within 24 hours of the time the Contractor first becomes aware of the discharge.

NOTE: Within the project area, the OFW includes Waters of the State of Florida located outside of the authorized Federal Navigation Channel.

Waters of the State extend offshore approximately to STA. 259+63 as denoted in the project plans.

3.3 WORK DELAY

Delays in work due to the fault or negligence of the Contractor or the Contractor's failure to comply with this specification shall not be compensable. Any adjustments to the contract performance period or price that are required as a result of compliance with this section shall be made in accordance with the provisions of the Clause SUSPENSION OF WORK of Section 00700 CONTRACT CLAUSES in Volume 1.
