1. Section SF 1449 - CONTINUATION SHEET, DELIVERY INFORMATION indicates that all deliveries are FOB destination to 701 SAN MARCO BLVD, JACKSONVILLE FL 32207, while Paragraph 5.9.2, Return of Vessel, indicates that the Government will accept return of the vessel at the Contractor's yard. Please advise as to which requirement takes precedence. Paragraph 5.9.2 takes precedence for deliveries directly related to vessel repairs.

2. Paragraph 1.13.1, Special Qualifications, indicates that the contractor shall submit certification for any specialized services offered. Is a listing available of those services that would be considered specialized services? Welders’ certifications are specifically asked for in a latter section. Provide county, state, national organization, or manufacturer specific registrations/certifications/licenses for specialized trades and services directly offered at the facility. For example: HVAC and/or refrigeration technician, NMEA marine electronics technician, ABYC marine electrical, marine architecture/engineering, ultrasonic material thickness testing, and so on.

3. Paragraph 3.1, Services, appears to provide an incomplete statement. Please advice as to the intent of this requirement. The intent was that the Government will normally provide delivery of the vessel/trailer to the contractor’s facility. If the vessel is inoperable the Government may require the contractor to arrange for sea-tow or similar service to bring the vessel to the contractor’s yard, or field service to return the vessel to operating condition such that the

Government can deliver the vessel.

4. Paragraph 5.10.3 requires that should any portion of the vessel's structure, housing, fixtures, or equipment require alteration in order to carry out the work, even though not specifically mentioned herein, the contractor shall make such alterations upon coordination with the

Government. Will this alteration work be considered over and above work and subject to a negotiated cost? Alterations will generally be known in advance for the specific repairs on the

Call Orders. Alterations could fall under Over and Above work if, while executing a repair, a portion of the vessel is found to be deficient. Over and Above work is meant to provide for repairs that could not be known in advance, but are required to complete the original work, for example: while replacing the raw water intake pump the through hull valve was found to leak. The replacement of the through hull valve would be Over and Above work as neither the

Government or contractor was previously aware of the valve failure.

5. Paragraph 5.11.2, Docking and Lay Days, does not provide any requirements. Please advise as to the intent of this requirement. The task should read as: Store the vessel on blocks, or by mooring to dock at the contractor’s facility until completion of sea trials, and acceptance of all work performed during the yard period under the contract, and the vessel returned to

Government Personnel. -- Please specify if lay days or dockage are charged while work is being performed, or if lay days and dockage are charged only if work is complete and accepted, and the Government has not removed the vessel from the contractor’s yard. Please provide daily rates per linear foot on the price schedule under CLINs (x)A03, (x)A04, and (x)A05.

6. Paragraph 5.11.3.3, Standard, indicates that some renewals and installations of plates and shapes will conform to, in part, American Welding Society (AW S) codes D1.6, Structural

Stainless Steel and D3.6M, Underwater Welding Code. Will any instances require the use of D1.6 or D3.6M for completing assigned work? It is extremely unlikely that underwater welding, or welding of structural stainless steel will be required. In the event that such service is required the government expects that AWS codes are adhered to, and the welder performing such work would be properly endorsed (Paragraph 5.11.4.2). This solicitation is meant to provide an over-arching scope for repair of boat trailers, aluminum survey boats, steel and aluminum tug boats, and steel barges. The solicitation is meant to evaluate routine and specialized marine services offered throughout the state of Florida, and specific repair tasks will be defined for individual vessels on separate Call Orders under this BPA.

7. Paragraph 5.11.5.1 lists a large volume of requirements from which to apply towards completion of work. Will individual work items list the specific requirement by which the final product will be inspected against? Requirements/regulations for specific services will be listed in the individual call orders however the Government expects that the contractors are familiar with and able to access relevant information.

8. Paragraph 6.1 requires that the contractor abide by all applicable regulations, publications, manuals, and local policies and procedures, and lists specific regulations and documentation that must be followed. Can the specific requirements which relate to this requisition be identified for the following: Code of Federal Regulations Title 33, Chapter I; Coast Guard regulations and publications from divisions CG-ENG-3, 4, and 5; Corps of Engineers Manual EM

385-1-1 - Safety and Health Requirements Manual, and; Corps of Engineers, Labor Relations

Manual ER 1180-1-8? Specifically, what sections of the various documents will the Government inspector rely on when reviewing work product? Title 33 of the CFR speaks to Navigation and

Navigable Water. Title 33 → Chapter I → Subchapter A → Part 5 speaks to the Coast Guard

Auxiliary, this section of the CFR would not be applicable to the services related to this contract, however Title 33: Navigation and Navigable Waters → PART 142—WORKPLACE

SAFETY AND HEALTH → Subpart B—Personal Protective Equipment → §142.27 Eye and face protection - would apply and references ANSI Z87.1. The Corps Safety and health manual

(EM_385-1-1) 05.B – Eye and Face Protection – reads in a similar manner and also references

ANSI Z87.1.

a. General industry standard health and safety practices will cover the majority of the requirements. If deficiencies or violations are witnessed the contractor will be informed and given opportunity to comply. Requirements/regulations for specific services will be listed in the individual call orders however the Government expects that the contractors are familiar with and able to access relevant information.

9. EXHIBIT C, Hourly Rates: it is unclear as to what costs are used to determine the TOTAL PRICE for each year. Please advise as to the procedure for estimating the total price for each year.

The unit prices and the total prices will be the same. The contractor will submit unit rates for each of the services, materials, and labor crafts listed on the pricing schedule for the respective calendar year. There is no benefit to totaling the price schedules. When the

Government solicits specific Call Orders, the unit rates for the contract year will be compared to the submitted rates. In other words if the contractor’s YEAR 3 hourly rate of CC17

(LABORER) is submitted as $100/hr all proposals for YEAR 3 Call Orders will use $100/hr as the rate for CC17.

10. .EXHIBIT C, Hourly Rates, provides the acronyms LS and TBN; however, these acronyms are not defined elsewhere in the solicitation. Please provide a definition for each acronym. LS – Lump

Sum, TBN – To Be Negotiated. (x)D01-MATERIALS, (x)E01-TRAVEL AND PER DIEM, and (x)F01

OVER AND ABOVE WORK cannot be known at this time. When applicable to specific Call

Orders these lines will be negotiated as required.

11. EXHIBIT D, Wage Determination: it is unclear how this section is to be applied to the proposal.

Will the Contractor be required to follow the wage rate data for developing its proposal?

The contractor’s business location /address determines the county wage rates. See http://www.wdol.gov/sca.aspx Service Contract Act by State and County for Wage

Determination.

12. Page 36 of 118, SAFETY REQUIREMENTS – SERVICE CONTRACTS requires that Contractor comply with the applicable portions of the current edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. Will the applicable portions of this manual be identified? The Government will identify applicable portions as required for specific Call

Orders however the Government expects the contractor to be familiar with EM_385-1-1.

Section 5, part B (Eye and Face Protection) is an example of anticipated daily compliance as well as Section 10 (Welding and Cutting). Section 16 (Load Handling Equipment) would be applied as needed for lifts using cranes, however Part R of the section (Pile Driving

Operations) are not in the scope of this contract and would not be applicable. Again, general industry standard health and safety practices will cover the majority of the requirements. If deficiencies or violations are witnessed the contractor will be informed and given opportunity to comply. Requirements/regulations for specific services will be listed in the individual call orders however the Government expects that the contractors are familiar with and able to access relevant information.
