About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation W912EK26QA013 for Tugboat Service at LaGrange Lock and Dam, dated February 3, 2026.

The document addresses seven clarifications regarding contract performance and administration. Key determinations include: the Prime Contractor bears responsibility for all insurance under a single comprehensive program covering general liability, workers' compensation, and environmental exposure, though subcontractors must meet solicitation insurance requirements; subcontractors are permitted to perform operational services provided the Prime maintains overall responsibility for contract performance, quality control, and compliance; a designated Quality Control Manager may oversee multiple subcontracted operations concurrently if all inspection, reporting, and documentation requirements are satisfied; offerors may propose reasonable pricing escalation for Option Years to account for anticipated increases in fuel, labor, insurance, and regulatory compliance costs; daily reports must be submitted by the next business day with electronic submission acceptable; subcontractor personnel remain employees of their respective firms and need not be hired by the Prime Contractor, with the Prime maintaining contract oversight and quality control; and equivalent industry-standard forms and documentation may be used for tracking labor, equipment hours, and daily activities without requiring prior Government approval.
