About this file

This is a Questions and Answers document for solicitation W912EK26QA061 issued by the Department of the Army Corps of Engineers, Rock Island District for the procurement of one new rough terrain fuel-electric articulated boom lift. The document addresses four key clarifications regarding submission requirements and equipment specifications. Offerors must submit the make and model of the quoted lift with their offer, though no formal amendment was issued to govern this requirement—the SAM notice update serves as the governing instruction. Standard original equipment manufacturer manufacturer/serial data plates are acceptable for identification purposes, with DoD IUID marking not required. No additional work attachments beyond the standard platform and listed Lift Tools Work Tray are required for this solicitation, and no attachments will be fitted to equipment at the project site.

The document clarifies that wage determinations do not apply to the delivery and up-to-three-hour machine function and familiarization requirement, which is intended solely as equipment familiarization to ensure turn-key readiness and to address operational questions. This familiarization does not constitute formal operator certification or training. The Questions and Answers were issued on September 14, 2026, following a September 9, 2026 notice update requesting make and model submissions.
