Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Technical Capability: The Government will evaluate the quoter's detailed plan to provide the brand-name products and meet all requirements outlined in the Scope of Work (SOW). The evaluation will assess the following:

a. Product Conformance: The quoter's demonstrated ability to provide the exact brand-name item specified: Lubell LL 1424HP Underwater Acoustic Transducers, along with the required transformers, wet-mateable ends, and stainless steel cages.

b. Testing Plan: The feasibility and thoroughness of the quoter's plan to meet the "In the Dry" and "In the Wet" testing requirements described in the SOW. This includes the plan for testing at both the contractor's facility and at the government site in Romeoville, IL, and the approach for providing all required test data and certifications.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
