About this file

This document is an Amendment (0001) to Solicitation W912EK25R0023 issued by the U.S. Army Corps of Engineers Rock Island District for a wire rope supply contract. The amendment includes five key questions and answers clarifying solicitation details, specifically addressing wire rope specifications and bidding requirements. Noteworthy clarifications include: 1) contractors can quote the minimal amount of wire rope possible, with quantities over 500 ft considered but potentially deemed too costly, 2) a sample certificate of conformance is acceptable during quote submission, 3) there is no incumbent contract, 4) wire rope with 6/36 construction meeting or exceeding specified minimum breaking strength (MBS) is acceptable, and 5) bidders can choose not to offer an optional product while still being considered for a technically acceptable bid.

The solicitation appears to be for a firm-fixed-price contract to supply wire rope for the Illinois Waterway Project, with flexibility in manufacturing run quantities and technical specifications. The amendment provides potential vendors with additional guidance on submission requirements and technical parameters, helping to clarify expectations and potentially streamline the bidding process.

QUESTIONS AND ANSWERS

Questions and Answers:

1. For the Option (Stainless steel), will you consider a quantity greater than the 500 ft required?

Minimum manufacturing run is more than 500 ft.

ANSWER: We ask that you quote the minimal amount you can offer. More than 500 ft will be considered but will likely be too costly and more than we need.

2. Is a sample of the certificate of conformance acceptable at time of quote submission? The actual certificate will accompany the ropes at the time of delivery.

ANSWER: Yes, that is acceptable.

3. Is there an incumbent and could you provide the contract number?

ANSWER: No

4. Is a wire rope with 6/36 construction acceptable, if it has a higher MBS than what is requested?

ANSWER: Yes, that is acceptable.

5. Can a prospective contractor choose not to offer a product for the optional bid and still be considered to have submitted a technically acceptable bid, that is competitive with the rest of the potential bidders?

ANSWER: Yes
