About this file

This is a Questions and Answers document for Solicitation W912EK25R0011 issued by the US Army Corps of Engineers Rock Island District for crane barge timber procurement.

The specifications call for oak timber (either red or white oak or mix is acceptable) in two sizes: 10" x 8" x 156" and 5½" x 5½" x 100", with a tolerance of ±1/8" for height and width, though length tolerance can extend to ±3/8" for the 156" pieces. No specific grade is required, and small tight knots, rough cut quality, and small cracks are acceptable. The timber must be oak only - mixed hardwood is not acceptable. The timber can be cut green and requires plain edges without rounding. Critical delivery dates are April 15, 2025 for the 8x10 pieces if replacements are needed, and June 1, 2025 for other sizes. The delivery location is a secure facility requiring possible background checks for drivers, though unloading will be handled by the government.

Q&A – Solicitation W912EK25R0011 – MRPO Crane Barge Timber

The following questions were submitted by potential quoters during the valid question and answer period. The Government responses are in red.

1. Is this for Red or White Oak? Color of oak does not matter.

2. Is there a grade specification? No

3. Are small tight knots acceptable? Yes

4.Please confirm are the timbers net or nominal, and confirm net sizes. Dimensional size on 10 Inches X 8 Inches X 156 Inches. Dimensional size on 5 ½ Inches X 5 ½

Inches X 100 Inches. Tolerance is +/- 1/8th Inch. Item height and width will be inspected with calipers when received. Length will be inspected with a tape measure.

5. Can timbers be cut to length on site? No

6. Can we mix white and red oak variety? Yes

7. Does this need to be perfectly clear wood? No, knots are acceptable. Rough cut quality is acceptable.

8. What is the expectation of squareness? Squareness should try to be maintained within 1/8th inch.

9. Since the tolerances are 1/8", 1/4" being standard, the cut length will be the more difficult component for a miller to achieve than diameter. Some of the larger 10"x 8"x156 could weigh upwards of 400#, lining all cuts perfectly can be done but will add to the cost. Normally they sell per log, so extra can be trimmed. What would be preferred? The

156 length has a small room for variation. We would not reject for +/- 3/8 inch. Our preference would be to hold the 1/8th tolerance.

10. What is the process of accepting product? We can accept them all in one day or in successive days.

11. If a log is rejected, how soon would a replacement be required? The 8X10 is the most important. We would need those by at least 15 April 2025 if rejected. The others would be 01 June 2025.

12. Is the requirement strictly for solid timber or will you accept mixed hardwood? It must be oak. Mixed hardwood is not acceptable.

13. Do you have offloading equipment or is the carrier responsible for offloading? We will unload.

14. Do you have a requirement for specific delivery vehicles or is any vehicle, chosen by the carrier, acceptable? The delivery operator will be entering a secure facility. They may be required to pass a background check.

15. Can timber be cut green? Yes

16. If they have small cracks, is that acceptable? Small cracks are acceptable.

17. Do they need any round over edges, or plain timbers? Plain timbers are requested.
