About this file
This document is a Questions and Answers file for Solicitation W912EK25QA005, addressing the procurement of air compressors for the Starved Rock Lock and Dam facility by the U.S. Army Corps of Engineers Rock Island District. The solicitation involves replacing existing air compressors with new units that require an outdoor enclosure modification and can withstand extreme temperature variations, ranging from 0°F in winter to 105°F in summer. Key technical specifications include cabinet heaters for low ambient temperatures and an outdoor installation without additional roof protection.
The Q&A clarifies several important logistical details: the compressors will be delivered to the site with USACE providing a forklift for offloading, no specific brand is preferred, and contractors should follow the evaluation criteria outlined in 52.212-2. The procurement emphasizes the need for robust equipment capable of operating in challenging environmental conditions, with the contractor responsible for transportation to the delivery location. No additional photos or drawings of the installation area were made available to potential bidders.

W912EK25QA005 – STARVED ROCK L&D AIR COMPRESSOR
QUESTIONS RECEIVED
1. I see that it is asking for Cabinet Heaters, so we are assuming it will be in a low ambient location, please confirm. It will still be indoors, though, correct?
These units will be outdoors and exposed to the elements. That is why we require they come in an enclosure.
2. Will the compressors have a roof over them or will they be outside without a roof (unprotected)?
They will not have any sort of a separate roof. The SOW stats we require a “Outdoor Enclosure Modification Totally Enclosed”.
3. How hot will the ambient temperature be in the summer? In Starved Rock it can get up to 98F with a real feel of 105F. So ambient temp of 105F.
4. How cold will the ambient temperature be in the winter? Ambient temp of 0F, therefore cabinet heaters are needed.
5. Is there a preferred brand of air compressors? Any product offered will be considered in accordance with the evaluation criteria in 52.212-2.
6. Will this be a new installation or will this be a replacement of existing compressors? Don't see a reference to this being a replacement but just wanted to check and make sure. This is a replacement of existing air compressors.
7. Will there be a dock available to receive delivery of compressors, should the contractor make any provisions for delivery such as a lift gate? No, the contractor should only provide the transportation of the units to the delivery location. USACE will provide a forklift to offload the units from the vehicle.
8. Are there any photos or drawings available of the area where compressors will be installed and setup? No, photos and drawings of the area of installation are not available.
