(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. BASIS FOR AWARD
This acquisition is a 100% Service-Disabled Veteran Owned Small Business Set Aside (SDVOSB), competitive procurement utilizing Lowest Price Technically Acceptable (LPTA) best value continuum source selection procedures in accordance with FAR 15.101-2. A single award will be made to the Offeror who provides a technically acceptable quote with the lowest evaluated price. Quoted prices will be evaluated but not scored or otherwise combined with the other aspects of the quote evaluation.
2. FACTORS TO BE EVALUATED
Factor 1: Technical Factor 2: Experience Factor 3: Price
3. EVALUATION APPROACH
Upon receipt of quotes, the Government will compile a list of all submissions and order them from lowest price to highest price. The Government will then start evaluating the lowest priced Offeror first. If the offeror is found to be technically acceptable, then the Government will not evaluate any other Offerors and make contract award.
A quote must receive an “Acceptable” rating in all non-price factor to be considered for award.
The two non-price factors are Technical and Experience.
4. RELATIVE IMPORTANCE OF FACTORS
Factor 1, Technical and Factor 2 Experience are equally important. When combined, both non-priced factors are equal to Factor 3 Price.
5. EVALUATION CRITERIA
FACTOR 1 -- TECHNICAL:
The Government will evaluate the Technical Factor on an Acceptable/Unacceptable basis. This factor identifies technical requirements that are imperative to successful contract performance.
The Technical Evaluation Team will evaluate the Offeror’s quote against the items listed below to determine whether the technical quote is Acceptable or Unacceptable. To be considered acceptable, all items listed under the technical factor must receive an acceptable rating. The adjectival rating depicts whether the offeror’s quote meets the Technical Factor requirements.
Experience Acceptable/Unacceptable Ratings:
ACCEPTABLE = Quote meets the minimum requirements of the solicitation and is rated ACCEPTABLE for FACTOR 1 -- TECHNICAL.
UNACCEPTABLE = Quote does not meet the minimum requirements of the solicitation or is rated UNACCEPTABLE for FACTOR 1 -- TECHNICAL.
Evaluation Method:
The Government will evaluate technical capability of the Offeror. Technical capability is the prime contractor’s availability to respond to a snow or ice emergency within one hour with adequate supplies and equipment for job performance.
To be considered acceptable for FACTOR 1, Offerors shall submit evidence of items a, b, c & d below:
a. The prime contractor must submit proof of capability to self-perform at least 85% of the on-site work thru their own staffing and equipment.
b. The prime contractor must demonstrate the capability to be on site, with necessary equipment, responding to a snow or ice emergency within 1 hour of government notification.
c. The prime contractor is required to submit a list of equipment that will remain on-site during contract performance. At a minimum the contractor is required to have on-site a skid steer or tractor and pickup truck.
d. The prime contractor is required to show proof of salt availability at the contractor’s facility for at a minimum of one ice control emergency.
FACTOR 2 -- EXPERIENCE:
The Government will evaluate the Experience Factor on an Acceptable/Unacceptable basis. This factor identifies Experience requirements that are imperative to successful contract performance.
The Evaluation Team will evaluate the Offeror’s quote against the experience factor to determine whether the quote is Acceptable or Unacceptable. To be considered acceptable, all items listed under the experience factor must receive an acceptable rating. The adjectival rating depicts whether the offeror’s quote meets the Experience Factor requirements.
Experience Acceptable/Unacceptable Ratings:
ACCEPTABLE = Quote meets the minimum requirements of the solicitation and is rated ACCEPTABLE for FACTOR 1 -- EXPERIENCE.
UNACCEPTABLE = Quote does not meet the minimum requirements of the solicitation or is rated UNACCEPTABLE for FACTOR 1 -- EXPERIENCE.
Evaluation Method:
The Government will evaluate relevant experience of the Offeror. Relevant experience is what an Offeror has done on past projects.
To be considered acceptable for FACTOR 2, Offerors shall submit evidence of item a below:
a. The Prime Contractor is required to submit projects and references demonstrating 5 years of experience removing snow and providing ice control on at least TWO commercial contracts removing snow and providing ice control of 250,000 square feet or greater in the last 5 years.
All information submitted must be accurate and complete. All project examples shall contain a Point of Contact (POC) as well as one alternate Point of Contact, to include the name, job title of the POC, address, telephone, and e-mail address. The POC and alternate shall be familiar with the scope and details of the project and be a representative of the owner/customer/prime contractor, not affiliated with the Offeror. The POC and alternate shall be able to verify the experience cited.
FACTOR 3 -- PRICE:
Price will be evaluated and considered but will not be scored or combined with other aspects of the quote evaluation. An award will be made to the lowest priced, technically acceptable quote. The lowest price will be determined by adding up all listed line items. Offerors shall complete and submit the Schedule of Prices with its quote and include a price for each line item. Failure to submit a price for any of the required line items on the Schedule of Prices will render the Offeror’s quote as ineligible for award. Offerors will be allowed one quote submission.
Quote Submission

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
