Design in accordance with 06 90 00 FIBERGLASS REINFORCED POLYMER (FRP)
COMPOSITE STRUCTURE.
3.4.2 Loads and Load Combinations
The design requirements must be developed using relevant USACE Engineer Manuals (EMs) identified within Paragraph CRITERIA above. Sound engineering judgment may be required in areas where there is not clear guidance. Refer to Section 06 90 00 FIBER-REINFORCED POLYMER (FRP) COMPOSITE STRUCTURE for material requirements. The design methodology is
ASD.
A summary of the hydraulic loads in accordance with EM 1110-2-2107 are as indicated.
Submit proposed load cases and load combinations including all adjustment factors for approval before design commences. This information must be included within the Design Analysis as well. Loads and load combinations in accordance with EM 1110-2-2107 DESIGN OF HYDRAULIC STEEL STRUCTURES are shown on the Loading Diagram sheet S-003.
a. Dead Load: D values represent total dry-weight of structure. Values provided are estimated values applied at the existing center of gravity. Use actual calculated value in design applied at the calculated center of gravity.
b. Gravity Load: G consist of mud, including silt, debris, and atmospheric ice. At a minimum, 1-inch thick layer of silt acting in all areas where mud may accumulate must be assumed regardless of drainage. Consider a minimum unit weight of 125 pcf for silt in accordance with EM 1110-2-2610 Section 7-6.e.2. Values provided are estimated values for the entire structure based on existing steel fabrication and is a minimum requirement. Use actual calculated value in design applied at the calculated center of gravity.
c. Hydrostatic Load: Hs consists of a differential head as specified.
The hydrostatic load acts normal to the skin plate radius centered between the bottom seal and top seal.

ASTM D6226 95 percent Minimum
Embedded steel may be used to meet the specified weight, stiffness, and center of gravity requirements, but must be submitted to the Contracting Officer or other approved representative for approval and must be completely encased in a minimum of 1/2 inch thick FRP. Steel must meet ASME/ASTM standards, be chemically treated to interface with the FRP, be fully encapsulated in the FRP structure, and design submittals must account for the potential for the FRP to delaminate from the embedded steel. If the embedded steel is used for structural connections, the embedded fastener inserts must be stainless steel, with grade/type appropriate for a salt water marine environment. Reference paragraph EMBEDDED STEEL when embedded metals are used in conjunction with the composite structures.
2.1.1 Design Requirements
Unless otherwise approved by the Contracting Officer, the following design requirements must be met:
a. The structures must be designed in accordance with this Specification to achieve the objectives of constructability, safety, serviceability, with due regard to issues of inspectability, and economy.
b. Maximum allowable axial and bending strain in the FRP structures must be limited to 20 percent of strain to failure. Failure will be taken as the design property determined by the ASTMs listed in paragraphs DESIGN PROPERTIES OF FRP LAMINATES and MATERIAL PROPERTIES OF FOAM CORE, reduced statistically to the 80 percent lower confidence bound on the 5th-percentile value of the tested population per ASTM D7290.
c. The nominal strength must be determined by multiplying the reference strength by environmental reduction factors such as time effect factor, moisture condition factor (CM) (use lower limit regardless of material), and temperature factor (CT), T=100F, as specified in ASCE 74-23 Load Resistance Factor Design (LRFD) for Pultruded Fiber Reinforced Polymer (FRP). Adjustment factors (strength and stiffness) for structural assemblies are not permitted.
SECTION 06 90 00 Page 12 AMD 0001
20 AUG 2024
d. Submit documentation showing the structures are capable of meeting the maximum allowable bending strain and shear strain prior to commencement of work.
e. Design calculations must show that the major structural elements and connections have a HSS service life of a minimum 100 years and show a similar stiffness to steel.
f. All design computations must be stamped by a registered Professional Engineer who will be identified as the Engineer of Record. All design computations must also be initialed by an additional registered Professional Engineer who will be identified in the design documents as having provided design quality control. See Section 01 78 02 CLOSEOUT SUBMITTALS for additional requirements.
g. Thermal effects must be considered when designing the FRP tainter valves to ensure that any contraction or expansion is accommodated.
Similarly, seals must also be designed to allow for thermal expansion and contraction. Design the FRP structures to account for thermal expansion such that the structures operate properly and do not bind on the rails or slots during use. Use the historic high and low temperatures at the project sites to determine the thermal range.
Submit the thermal expansion design with the FRP structure design calculations.
2.1.2 Performance Requirements
Submit documentation that the structure meets the weight and center of gravity requirements, as specified.
2.2 MATERIALS
Miscellaneous materials and standard articles must conform to the respective standards or specifications below when that type of material is furnished. Where material requirements are not specified, materials furnished must be suitable for the intended use and are subject to approval.
2.2.1 FRP Composites
Submit documentation showing that epoxy vinyl ester resins suitable for long-term salt-water exposure were used for fabrications of the structures for maximum resistance to environmental and operational conditions.
Comply with ASTM E84 Class II at a minimum for the vinyl ester resin flame retardness. Materials such as additives, UV inhibitors, fillers and pigments that are appropriate with the vinyl ester resin are permitted to meet requirements such as color and environmental protection. All pigments are to be polydispersion liquid pigments.
Submit documentation showing that FRP laminates are assembled using commercial grade E-CR Glass fiber reinforcement meeting ASTM D578 and ASTM D4029/D4029M . Fiber reinforcement is to be woven or stitched into unidirectional and multi-directional fabrics prior to assembly.
Non-structural fiber mats may be used to meet exterior finish and environmental requirements. Random reinforcement such as chopped glass is prohibited as a structural member.
Submit documentation showing FRP composites meet the material properties used in the design as per the applicable ASTM test requirements.
