QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the Performance Work Statement (PWS) for cabinet delivery and installation. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the contract.

The QASP provides a systematic method to evaluate the services the contractor is required to furnish. The PWS structures the acquisition around “what” service or quality level is required, as opposed to “how” the contractor should perform the work (i.e., results, not compliance). A performance-based approach enables the contractor to play a large role in how the work is performed, if the proposed processes are within the stated constraints. The only exceptions to process reviews are those required by law (federal, state, and local) and compelling business situations, such as safety and health. A “results” focus provides the contractor flexibility to continuously improve and innovate over the course of the contract as long as the critical outcomes expected are being achieved and/or the desired performance levels are being met.

The contractor, and not the government, is responsible for the quality of all work performed.

The role of the Government is quality assurance to ensure contract standards are achieved.

SURVEILLANCE

The Government KO or a representative of the Government will evaluate the services required by the PWS to ensure compliance. Any Government employee who observes unacceptable services, either incomplete or not performed, should immediately contact the KO, who will document the complaint and forward it to the contractor for correction. The contractor will be given two hours after notification to correct unacceptable performance.
