NONSTRUCTURAL COASTAL STORM RISK MANAGEMENT PROJECTS –

SCREENING PHASE

Project: A-E Services Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to include but not be limited to the following: Surveying, Structural Condition Assessments, Environmental Investigative Services, Environmental Engineering, Archaeological and Architectural Investigations of Commercial, Industrial, and Residential Structures as set forth below.

1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated technical competence and qualifications for the required services. The services will primarily consist of Commercial, Industrial, or Residential: Surveying, Structural Condition Assessments, Environmental Investigative Services, Environmental Engineering, Archaeological and Architectural Investigations for non-structural coastal storm risk management projects primarily within the State of Louisiana. Note – A significant majority of properties for which services will be performed are for Residential properties. Projects outside the primary mission area of responsibility may be added at the Government’s discretion upon agreement of the A-E firm. This contract will primarily support the Southwest Coastal Louisiana Nonstructural Coastal Storm Risk Management Project. The ordering agency is the U.S. Army Corps of Engineers, Rock Island District, Contracting Office.

This Single Indefinite Delivery, Indefinite Quantity (IDIQ) Award will have a five-year ordering period for a total IDIQ ceiling amount not to exceed $48,000,000.00. There are no task order minimum or maximum amounts. There is no year-to-year monetary or capacity limitations other than the total contract IDIQ amount not to exceed $48,000,000.00. The contract minimum guarantee amount is $15,000.00. The contract will consist of individually negotiated “firm-fixed” price task orders.

The solicitation is a 100% Small Business Set Aside. The North American Industry Classification Code (NAICS) is 541330.

The most highly qualified firm resulting from evaluation will be requested to provide a “firm-fixed” price proposal if negotiations are successful, then a contract award will be made to this firm. If these negotiations are unsuccessful, the second most highly qualified firm may be asked to submit a proposal and negotiate, and so on. In the final step of the selection process the most highly qualified firms may be interviewed. Final A-E selection and award of the contract is anticipated for August 2024.

The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the

Service Contract Act as determined by the employee’s office location (not the location of the work). Rates will be negotiated for each 12-month period of the contract at the time of the contract award and will become effective on the anniversary of the contract award date.

All A-E firms must be registered and in an Active Status in the System for Acquisition Management (SAM) to be considered for award of a Federal Contract. Information regarding registration can be obtained through the SAM Assistance Center at 1-866-606- 8220 or obtained online at http://www.SAM.gov. The use of Unique Entity ID numbers to identify vendors is limited to identifying different SAM records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts. 2. PROJECT INFORMATION: A-E Services will be accomplished by task orders on the Single Award IDIQ established as a result of this solicitation. Each task order to be issued will fully describe the specifics of the project to be accomplished. The selected contractor will be required to develop a comprehensive report that will help to identify properties which will be selected to take part in a future design build contract. The types of screenings may include all or part of the following, but not limited to:

a. Floor Elevation Survey Assessment: The A-E is required to survey finished floor elevations and adjacent grade measurements at all exterior doorways. Adjacent grade measurements to be taken within 5’ of each doorway or connected porch. Wall lengths and an approximate square footage of the primary structure will be measured from the exterior. Additionally, the centerline pavement elevation will be taken at the point of intersection between the driveway and roadway, and the horizontal distance between the roadway centerline and each of the property lines to the nearest building line of the structure will be measured.

b. Plat Survey (Industrial Only): The A-E is required to conduct surveys and prepare associated plats in accordance with the Surveying Standards and Standards of Care set forth by the National Society of Professional Surveyors (NSPS) in the 2021 Minimum Standard Detail Requirements for ALTA/NSPS Land Title Surveys, as amended by the contract. A complete survey includes: the on-site fieldwork required, preparation of a plat showing the results of the fieldwork and its relationship to documents obtained by the A-E, any information from the items requested in the task order SOW, and the certification of the assigned Professional Land Surveyor (PLS).

c. Structural Condition Assessment: The assessment consists of visual observations of readily accessible installed systems and components to determine functionality, identify deficiencies and/or safety concerns, and to conclude whether, in its current condition, the residential structure can be elevated or the commercial/industrial structure dry-floodproofed to the required base flood elevation (BFE). The assessment must also note any existing ADA accommodations that may be present at a given site.

d. HTRW Assessment: Each property assessment will include a Phase I Environmental

Site Assessment (ESA). The purpose of a Phase I ESA is to investigate and assess a site to identify actual or potential environmental contamination. This investigation consists of site visits to observe existing conditions; review of federal, state, and tribal environmental databases and historical records; and interviews with current and past property owners or users. The Phase I ESA will be conducted according to ASTM E1527-21.

e. Cultural Assessment: Each property assessment will require a Phase I archaeological survey and Phase I architectural inventory. A comprehensive literature search and records review will be required for each property. All field work and report submissions must be completed in accordance with guidelines established by the Louisiana Division of Archaeology and Historic Preservation. Each property and its respective area of potential effect will be treated separately.

The A-E must be familiar with current Federal regulations, guidelines, and procedures related to the types of services required, and be able to manage sub-contracted personnel while working on concurrent delivery orders under strict deadlines. All data will be analyzed, described, and integrated into scientific reports of findings prepared by the A- E. Guidelines for report submissions will be incorporated into individual task orders.

3. SELECTION CRITERIA: Proposals will be evaluated on each of the selection criteria factors listed below. Criteria a. through e. are primary and are weighted equally. Criteria

f. and g. are secondary and will only be used as “tiebreakers” between technically equal firms.

PRIMARY SELECTION CRITERIA (a-e)

a. Professional Qualifications. Responding firms should demonstrate the qualifications in the following key disciplines to include resumes. Resumes should not exceed two pages. If submitted resumes exceed two pages, only the first two pages will be reviewed by the evaluation team.

i. Qualified Registered/Licensed Professional Personnel Project Manager (PMP) (2) Civil (Structural) Professional Engineer (PE/SE) (4) Registered Architect (2) Environmental Engineer (PE) OR Geologist (PG) (4) Secretary of the Interior (SOI) Qualified Archeologist AND/OR SOI

Qualified Architectural Historian (4) Professional Land Surveyor (PLS) (4) Commercial/Residential Inspector (4)

ii. Qualified non-registered/licensed personnel:

Engineering Technician (4)

Laboratory Technician (4) Draftsmen/CADD operator (2) GIS Technician (2)

The evaluation will consider education, professional registration, certifications, overall experience, longevity with the firm, and recent (within the last seven years) relevant experience of key personnel who will be assigned to this contract.

Registered/Licensed Professionals must be appropriately registered. This IDIQ is primarily for work in the State of Louisiana, but if USACE has need to use this work in other states the TORN process will be used to determine qualifications.

Resumes contained in Standard Form (SF) 330, Part I, Section E will be completed for each discipline and the lead for each discipline will be clearly identified.

Survey work must be completed under the direction of the assigned Professional Land Surveyor (PLS), with a minimum of ten years of professional experience in the building elevation/plat survey field and a current active license in the State of Louisiana or current active license in another state with documentation for application of comity and licensing in conformance with the requirements of the Louisiana Professional Engineering and Land Surveying Board.

The structural condition assessment must be completed under the direction of the assigned Professional Engineer (PE) or Registered Architect (RA), with a minimum of ten years of professional experience in the structural assessment/inspection field. Individuals, other than the assigned PE/RA, performing the assessment must be a current ICC-certified building inspector qualified for the structure type being assessed and actively licensed in the state wherein the work is performed. The report issued with the findings will need to be reviewed, approved, signed, and stamped by the assigned PE/RA overseeing the work.

The environmental site assessment must be performed by an Environmental Professional as specified in ASTM E1527-21.

All cultural resources work will need to be performed by or under the direct supervision of subject matter experts who meet the SOI Professional Qualification Standards (48 FR 44738-44739) Archaeology and Historic Preservation (48 FR 44716) and/or the SOI’s Standards for the Treatment of Historic Properties (36 CFR Part 68), as applicable, both of which are available on the National Park Service website.

b. Recent Specialized Experience and Technical Competence. Responding firms should include recent specialized experience and technical competence of the firm and sub-contractors in the projects listed below. Only experience that has occurred in the last seven (7) years (as of the date of required submission) should be included in the proposal. All projects cited are to identify start/complete dates as well as the project size (cost and scope). Provide this information in SF 330, Part I, Section F. Provide a maximum of eight (8) projects as described below.

Project submissions should not exceed three pages. If a project submission exceeds three pages, only the first three will be reviewed by the evaluation team.

Submit two (2) example projects demonstrating survey work including:

1. Physical location of work.

2. Approximate value of work performed.

3. Description of work performed.

4. Datums utilized in the project.

5. Purpose/intended use of survey work performed.

Submit two (2) example projects demonstrating building condition assessment work including:

1. Physical location of work.

2. Approximate value of work performed.

3. Description of work performed.

4. Type(s) of structures assessment was performed on.

5. Purpose/intended use of structural assessment performed.

Submit two (2) example projects demonstrating environmental assessment work including:

1. Physical location of work.

2. Approximate value of work performed.

3. Description of work performed.

4. Agency/organization for which work was performed.

5. List of databases utilized to perform assessment.

Submit two (2) example projects demonstrating cultural assessment work including:

1. Physical location of work.

2. Approximate value of work performed.

3. Description of work performed.

4. Agency/organization for which work was performed.

c. Capacity to accomplish the work. The evaluation will consider the firm’s ability to provide an adequate number of key personnel, ability to provide the needed equipment to complete the work, and the extent of in-house facilities versus subcontracting needs. The A-E should submit evidence to support its capacity to accomplish work based on the following criteria (Provide this information in SF 330, Part I, Section H): Ability to meet project completion schedules and accomplish the work within the required time, Ability to accomplish multiple task orders simultaneously, Ability to provide four or more investigative teams at a time, Ability to perform up to $48 million in work of the required type over the life of the five-year contract, Ability to accomplish small task orders under $15,000 in a cost-effective, timely manner, and

d. Past Performance. The evaluation of this criterion will be based on past performance on DoD and other contracts with respect to relevancy of work related to this synopsis for, quality of work, compliance with performance schedules, and management. Evaluations will be based on Contractor Performance Assessment Reporting System (CPARS) rating information and other credible documentation included in the SF 330 to demonstrate past performance with respect to quality of work, compliance with performance schedules, and management. Project examples, pursuant to paragraph b, with similar complexity and scope should be included to demonstrate past performance. Examples should include all pertinent information regarding the requirements to clearly demonstrate the understanding and abilities of the A-E firm. Submit any similar Federal work completed if the A-E firm performed previous work as a part of a team with sub-contractors or by other arrangements. Provide information on the arrangement(s), tasks performed by team members, etc. to be able to provide the Government with a sense of prime contract management as well as team member/sub-contractor management.

Performance evaluations for key sub-contractors may also be considered.

e. Knowledge of the Locality. This criterion will be evaluated on the Prime A-E firm’s knowledge of the local conditions pertaining to topographic features, geological features, climate conditions, and other laws or regulations that are unusual or unique to the locale.

SECONDARY SELECTION CRITERIA (f-g)

f. Geographic Proximity to Work. Additional consideration may be given to firms based in or having branch offices in Southwest Louisiana provided there is an adequate number of qualified firms for consideration. Office locations shall be provided in SF 330 Section H.

g. DoD Contracts. This criteria will look at the total monetary value of all task orders awarded to the firm in the last 12 months. (SF 330, Part I, Section H, Item 4)

4. SUBMISSION REQUIREMENTS:

a. Interested firms must email Parts I and II of the SF 330 information to both Allison Longeville at allison.a.johnson@usace.army.mil and Chris Paitson at j.c.paitson@usace.army.mil . The SF 330 will have a page limit of 100 pages, and it will have a limit of 8 projects illustrating specialized experience. Font size must not be less than 10 font and margins must not be less than one inch.

b. Include the firm’s CAGE code and Unique Entity ID number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the CAGE code and Unique Entity ID number for each sub-contractor, if available.

c. SF 330, Part I, Section H (Additional Information) will contain the following information:

Item 1 – Management Plan – Include the information requested in

Paragraphs 3.a. and 3.b. above.

Item 2 – Capacity to accomplish the work – Reference Paragraphs 3.c.

and 3.e. above. Provide a one- to two-page narrative discussing the capacity of the prime firm to meet schedules, including adequacy of qualified personnel and equipment available, proximity of office(s) and equipment to Louisiana geographic area, and past experience in meeting tight schedules.

Item 3 – Provide a list of task orders on DoD contracts awarded within the last 12 months. Include award amounts for all task orders listed – Reference Paragraphs 3.d. and 3.f. above.

d. Solicitation packages will not be provided. This is not a request for proposal.

A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing.

c. Specific Instructions for First Time ProjNet Bid Inquiry Access:

(1) From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.

(4) Email. Enter the email address you would like to use for communication.

(7) Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.

d. Specific Instructions for Future ProjNet Bid Inquiry Access:

(1) For future access to ProjNet, you will not be provided any type of password. You will utilize your Secret Question and Secret Answer to log in.

(2) From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.

(3) Identify the Agency. This should be marked as USACE.

(4) Key. Enter the Bidder Inquiry Key listed above.

(5) Email. Enter the email address you used to register previously in ProjNet.

(6) Click Continue. A page will then open asking you to enter the answer to your Secret Question.

(7) Enter your Secret Answer and click Login. Once this is completed you are now logged into the system.
