QUESTIONS AND ANSWERS

Consolidated Questions and Answers for Solicitation Amendment Q1: Are 3D models or other technical data files available? If not, is there a visual difference in the wicket quoin stay between the drawing and photos?

A: No, 3D models or other technical data files are not currently available. The blueprints are correct and should be used for fabrication purposes. The photos are inaccurate and will be hereby removed from the solicitation.

Q2: Will there be an option for added funds if patterns have to be repaired or new patterns created?

A: No, USACE will not be providing patterns to the Contractor. Contractor shall be responsible for repairing or creating new patterns.

Q3: Do we have pattern drawings or as-cast drawings to reference expected machining and material removal?

A: No.

Q4: The latest drawings for the Quoin Stay (Sheet ID S-503), some of the surface finishes along with the tolerance on the 1" hole are removed. Is that correct?

A: Sheet S-503 does not include those details. The SOW has been revised to address these details.

Note: Quoin Stay – The 1” Dia. Hole is to be drilled and shall have a 125 finish around the hole and on the entirety of both faces of the hole. Hole tolerance is 1 + 1/32”.

Q5: Why was the RFP deadline extended?

A: The RFP deadline was initially extended due to an administrative error in the initial posting on SAM.gov. The initial closing date was always March 29th, 2024. This amendment is extending the due date to April 5th, 2024 at

2:00 PM CT.

Q6: Is the correct quantity of Quoin Stays 40 or 80?

A: The correct quantity of Quoin Stays is 40. The Bid Schedule Section in the Scope of Work is correct. Do not use the Quantities in the Blueprints as one of the quantities is labeled incorrectly.

Q7: Are current pattern equipment available?

A: No. There are various materials and methods to cast and finish products. USACE is looking to the industry to provide modern materials and methods available to effectively and efficiently produce the specified end products.

Q8: How soon will parts be required?

A: All deliverables must be received at the FOB destination no later than 52 weeks after contract award.

Q9: Could this be a recurring job? If so, what is the potential volume?

A: No, this will be a one-time purchase.

Q10: Can you provide estimated rough cast weights or solid models?

A: The approximate casting weights are: 152lbs. (each) Horse Box; 21.5lbs (each) Quoin Block, and 10.5lbs. (each) Quoin Stay.

Q11: Can you clarify what is meant by "security clause 2(b) and 15 of the PWS"?

A: Disregard this requirement, it will be removed from the solicitation.
