QUESTIONS AND ANSWERS

1) Can we setup the barriers at all 3 sites ahead of time upon award of contract/notification?

Answer: Yes, that is what is expected. It should start in number sequencing order of pictures.

2) I want to confirm dredge material is only being dropped at figured location 3, 4 & 5? Do we know how much cubic yards of dredge is going to each figured location?

Answer: Please see the statement of work figured that provides the area. The dredging material will be closely distributed between the sites. The expectation is that once one site is filled with dredging material, the dredging contractor will move to the next location.

3) If we are removing dredge from 3 locations, why are there only 2 line items in the solicitation that request pricing by the cubic yard for 15,000 & 6,500 respectively?

Answer: The separate line items was based on the way the funding was provided to the Government. It is not related to the different sites. Min and max quantities expected.

4) I want to confirm the Corp of Engineers/ Subcontracted dredging company will be staging the material within the jersey barrier perimeter that we provide?

Answer: Subcontractor will place material and jersey barrier will be manipulated by loading party to load as/if needed.

5) It states contractor must provide a method to stage/contain? Does this mean the expectation is the contracted party must provide a method of erosion control beyond just the jersey barriers?

Answer: No erosion control will take place, just cleanup of dredge material that could escape.

6) What is the difference in scope of site cleanup and site restoration?

Answer: The purpose of each location is just to provide an area to dump the dredging material.

7) The surface that dredge material is being stages on in figures 3-5 appears to be asphalt. In my experience heavy equipment and scraping/loading operations can damage the surface. We can use rubber tired loading equipment instead of tracked equipment, however there is still potential for damage. It appears to be aged and deteriorated asphalt parking lots, therefore the chances of damage are considerably higher. Does my scope of restoration need to account for resurfacing of asphalt in the event of damage? What is the acceptable tolerance of damage to the already deteriorated surface? This is considering the use of heavy equipment by our party as well as the offloading subcontracted or governmental dredging team.

Answer: The condition will be documented beforehand and it will be restored to existing or better condition if damage occurs. It will be addressed amongst the contracting officer representative (COR) and awardee prior to work. Normal wear will be accepted by machinery taking place as a loading effort.

8) We are dropping the dredge onto what appears to be a dirt field. With the current amount of precipitation, access to the placement location may be difficult to access. Does the road/path to the placement location have aggregate to make access easier? If not, can we change the scope of the removal timeline to allow for improved conditions to placement location?

Answer: Final location conditions will be addressed if/when it becomes an issue and agreed upon. The COR will be able to discuss with awardee if differing site conditions happen.

9) The solicitation states the dredging contract is 60 days but final cleanup has to occur in 10 days. Are we expected to haul during that time or are we notified when dredging is complete and then we have 10 days to complete the haul off and cleanup?

Answer: Dredging has to be complete with 60 days. no two containments can be completely full at once. So you will have 10 days to clean up and move last remaining material within that time.

10) At the placement location, is the contracted party responsible for spreading or movement of the dredge?

Answer: No

11) Are we allowed to just dump the first truck at the far end of the placement location and then continue to dump in a linear fashion with each load.

Answer: Yes and other side of property if needed.

12) Is there a pay schedule for this job or is it lump sum upon completion? LS on each line item, Answer: The Government will pay once the entire job is complete.

13) Would the hauler be able to unload directly from the hopper into their trucks?

Answer: No

14) What company is doing the dredging?

Answer: Legacy Corporation is the current dredging contractor.

15) Are there any additional permits required?

Answer: No.

16) Are there any specific restrictions/requirements at the dump site?

Answer: No

17) Is clean up required, correct?

Answer: Yes, clean up is required.

18) Can you provide the expected start date hauling will begin?

Answer: 10/31/23

19) When the dredging contractor is planning to offload the barges to the staging area? This year? early next year?

Answer: 10-31-23, contractor will need to start setup and dredging contractor should be loading the 6th.
