1) Can the Superintendent fulfill the Quality Control Manager (QCM) role? No, but 01 45 04 – 3.4.2 allows the CQCM to function as the SSHO.

2) If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated QCM is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc).

We expect this project to be 6 months long, and the bid is expected to increase by $159,000. Please confirm a dedicated QCM is still required. No, but 01 45 04 – 3.4.2 allows the CQCM to function as the SSHO.

3) Can a subcontractor (e.g., Terracon or a similar testing firm) fulfill the QCM role? No QCM role must be employed by the prime contractor. -- See 01 45 04-3.4.2 where it requires the CQC System Manager be on site at all times and be employed by the contractor. Any CQC System Manager employed by the contractor must meet all requirements of 01 45 04 and will be subject to the approval of the Contracting Officer.

4) Can the Superintendent fulfill the Site Safety & Health (SSHO) role? No, but 01 45 04 – 3.4.2 allows the CQCM to function as the SSHO.

5) If the Super cannot fulfill this role, the average ADDITIONAL cost for a dedicated SSHO is approximately $26,500 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc).

We expect this project to be 6 months long, and the bid is expected to increase by $159,000. Please confirm a dedicated SSHO is still required. No, but 01 45 04 – 3.4.2 allows the CQCM to function as the SSHO.

6) Our interpretation of FAR 52.236-6 is that the prime contractor would be in compliance with this section if we have a Superintendent on-site during construction, as FAR 52.236-6 does not require (or mention for that matter) an SSHO and explicitly covers the prime contractor's Superintendent only. In short, an onsite SSHO is not a requirement per FAR 52.236-6. Please confirm. See 01 35 26 - Para. 1.4.2 states the contractor needs to be onsite at all times of work. FAR 52.236-6 only addresses the requirements for an acceptable project superintendent. See 01 35 26 for the requirement of the SSHO in the contract.

7) Is the SSHO required to be on-site full-time, or can they be a home office employee (e.g., Safety Director) on the prime contractor's staff? The SSHO requirements are given in 01 35 26 and EM385-1-1. The SSHO needs to be onsite at all times of work. If the SSHO is given other duties, those duties shall not interfere with the duties required for this contract and they must be present at all times of work.

8) If the SSHO is required to be onsite, should they be assigned to this project only, or can they be assigned to another project as well? The SSHO requirements are given in 01 35 26 and EM385-1-1. The SSHO needs to be onsite at all times of work. If the SSHO is given other duties, those duties shall not interfere with the duties required for this contract and they must be present at all times of work.

9) Can a subcontractor fulfill the SSHO role? The SSHO requirements are given in 01 35 26 and EM385-1-1. Must be employed by the prime contractor.

10) Does the government require any scope of work in this project to be performed outside of regular work hours? The contractor is responsible for scheduling all work related the project.

11) What trades or scopes will be required to perform off-hours work for work scopes that must be performed? The contractor is responsible for coordinating all trades and scopes related to the project.

12) What will the work hours and days be for scopes that require off-hours work? The contractor is responsible for scheduling all work related to executing the timely completion of work under the contract.

13) In the event of contract modifications, should contractors apply bond premiums to the individual modification or wait until the end of the job where the government issues a final modification to reimburse contractors for bond overruns for all mods. Bond premiums will be addressed as appropriate at the time of any potential contract modification.

14) Will there be a need for the prime contractor and subcontractors to budget for on-site badging, safety training, orientation, etc.? Badging, safety training and project orientation requirements are as required in the applicable provisions of the contract. Budgeting for those requirements are the responsibility of the contractor.

15) Is TB Testing required before contractors can commence work onsite? No

16) Is temp power available for contractors to connect to? See 00 73 05-1.28. Any temporary power requirements and/or utilities are the responsibility of the contractor. Coordination for temporary connections is the responsibility of the contractor.

17) What are the locations for temp power? See 00 73 05-1.28. The contractor is responsible for supplying temporary power and coordinating any needs for same with local utility companies.

18) Are contractors required to set a pole and meter electric usage? See 00 73 05-1.28. The contractor is responsible for supplying temporary power and coordinating any needs for same with local utility companies.

19) Will the government provide a space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office? The contract includes staging areas as shown on the drawings. Any office space required for contractor personnel is the responsibility of the contractor.

20) Is space available for a 10’ x 40’ temporary ground-level office near the temporary power source? Staging areas are located as shown on the drawings. Any temporary power is the responsibility of the contractor.

21) Will the government provide space for a 20-yard dumpster? Staging areas are located as shown on the drawings.

22) Can Porta Johns be placed in the staging area? See 00 73 05-1.28 for a discussion on locating sanitary facilities.

23) Will the VA allow for stored material so that we can procure and lay down long lead items and/or critical path material/equipment? The subject contract is not a VA administered contract. The contract consists of primarily riprap which is not allowed to be stockpiled on site as a stored material. The required seed and herbicide are readily available and not considered long lead items.

24) Will the government fully pay for this material/equipment if stored onsite? The contract consists of primarily riprap which is not allowed to be stockpiled on site as a stored material.

25) Is temporary construction fencing required anywhere on the project? Any security fencing deemed necessary by the contractor shall be submitted for approval in the AHA. Construction fencing is not required except for any open excavations that require applicable fencing.
