About this file

This justification document proposes a sole source contract award under the Federal Acquisition Regulation Part 13.5 to procure instruments, equipment, supplies and materials for the Operational Automation Program at Red Rock Dam. The proposed sole source award is to provide 22 piezometers of varying sizes and specifications, with prices ranging from $133 to $17.5 per unit, for a total estimated cost including contingency of . The contracting agency is the US Army Corps of Engineers Rock Island District. The justification cites the authority as 41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii) for brand name items under the simplified procedures for commercial items. If approved, this justification would support award of a new supply contract using O&M funds for these materials to automate instrumentation at the dam.

*Item Details (to include interoperability with all other items) are minimum Government requirements that must be met or exceeded to be considered a successful “or equal” item.

4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name or equivalent) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: Many variables factor in to creating an operational automation program for Red Rock Dam. These factors include, but are not limited to:

instrument battery life, instrument durability, instrument maximum diameter, vented vs.

unvented instruments, ability to be automated, ability to connect with other system components and properly relay collected data to an automated collection system, and ability for all equipment from various companies to properly communicate and work together. A significant amount of research by EC-G personnel has determined that the instruments and materials listed above in Table 1 would meet all necessary criteria in creating an effective automated monitoring system. The proposed instruments are

known to be available from GEOKON, while all other materials are available from Campbell Scientific. It has been determined by EC-G that the GEOKON instruments will work in conjunction with Campbell Scientific materials.

6. Efforts to Obtain Competition: During the market research process, many companies were considered including GEOKON, Campbell Scientific, Keller America, OTT HydroMet, and Xylem Analytics. This research included contacting knowledgeable people both within the government and industry for advice, phone and email communication with potential suppliers, and review of websites, catalogs, literature, brochures, etc. of potential suppliers. Based on the five companies contacted, only a mixture of items provided by GEOKON and Campbell Scientific were determined to meet the Government’s requirement and provide interoperability. Interoperability of all items is critical and no other known solutions exist based on market research conducted by EC-G. However, there may be alternatives out there, which is why this requirement is to be solicited as Brand Name or Equal. Item details listed above (to include interoperability with all other items) are seen as minimum requirements that an “or equal” item would need to meet or exceed.

7. Actions to Increase Competition: This is not a follow-on requirement. The Government is soliciting this requirement as a Brand Name or Equal requirement in efforts to increase competition, now and for future similar efforts.

8. Market Research: Instrumentation experts were contacted both inside (MVR Water Control personnel) and outside (Instrumentation Center of Practice personnel, CEMVS/CELRN) Rock Island District for advice on types and brands of instruments to use in relation to dam instrumentation automation. This communication has occurred via email, phone, and face-to-face over the last year. Using that advice, communication was initiated with several companies that offer instruments and equipment associated with dam instrumentation and automation. These companies included GEOKON, Campbell Scientific, Keller America, OTT HydroMet, and Xylem Analytics.

Communication with private companies has occurred via email and phone over the last several months as the exact automation system and layout has been fine-tuned. ROM and item detail information was received from three sources: Campbell Scientific, GEOKON, and Keller America. Additional market research was conducted by completing web searches, investigating automation methods, determining required instrumentation/equipment, suppliers, pricing information, etc. Websites, catalogs, literature, and brochures of potential suppliers were also reviewed throughout the research process. Potential supplier items and materials were ruled out as it became apparent they could not provide specific aspects of the required instrumentation or equipment needed for the proposed automation system. As such, the results of the market research determined two different OEMs had the required items/materials necessary that could meet the requirements and provide the critical interoperability for this mission.

9. Interested Sources: Campbell Scientific, GEOKON, and Keller America have all expressed interest for the instruments or materials they could provide.
