Forestry MATOC On-Boarding Contractor Questions and Answers
Q: How many incumbent companies won the original contract in 2023?
A: Three
Q: How many incumbent companies have been placed in Dormant Status?
A: Zero
Q: How many incumbent companies have been Off Ramped?
A: Zero
Q: How many task orders have been offered through the active MATOC years?
A: There have been fourteen awarded task orders currently.
Q: Have any task orders been unfilled?
A: No
Q: If this is the third year of the current MATOC, will the award period for this round be five years or just for the remaining years on the original
MATOC?
A: Just the remaining years on the original MATOC.
Q: In TABLE 1 - TENTATIVE PROJECT SCHEDULE/TASK ORDER PLAN, is the expectation that the on ramping companies will only be able to bid on the remaining task orders in FY26 and FY27?
A: On-ramped companies will be able to bid on task orders as soon as a contract is established between the Government and the contractor.
Q: Is it anticipated that future other task orders will be land accessible or will there be a need for barge operations?
A: Work will primarily occur at locations where access is made by water, however, work is anticipated to be mostly achievable with only the use or workboats less than 26 feet in length.
Q: Are barges government property?
A: The government has its own barges.
Q: Is the contractor required to own, rent, or lease barges?
A: No, the contractor is not required to own, rent, or lease barges.
Q: Is the contractor responsible for boat, barge, or dredge costs in this notional task order?
A: The contractor is responsible for arrangements of access to the work site anyway they deem necessary.
Q: Are there other projects that are expected to be on islands or are they on landmasses?
A: The majority will be on islands and backwater areas but there will occasionally be some work that is land accessible.
Q: Is the contractor responsible for transporting all materials, plant, trees, equipment, and workers to the site?
A: Yes
Q: Is the notional Bever Island HREP project considered the most difficult project in terms of accessibility and remoteness?
A: No
Q: Will contractors be expected to remain overnight/camp at the work site or transit back and forth to accommodations?
A: No, the contractor is not expected to remain overnight/camp.
Q: Have the designated fleeting zone approvals been issued for the notional task order?
A: There will be designated fleeting areas with task orders that are anticipated to have the need for barge fleeting. Contractor will be required to provide a barge fleeting plan regardless if there are designated fleeting zones post award.
Q: Are there any restrictions on the use of out-of-state nurseries for plants and trees?
A: There are no restrictions to what state any planting material is precured, however, seed source will need to be approved per contract requirements.
Q: Are equipment staging areas allowed on site at Beaver Island?
A: Yes
Q: Are there any herbicide restrictions on federal lands in any of the states on the maps in the RFP documents?
A: There are herbicide restrictions for herbicide application on all federal lands. The contractor must meet contract requirements.
Q: Although we intend to have interest on all task orders, are we obligated to provide pricing on all task orders?
A: Contractors are required to provide pricing on all task orders or provide an explanation why they are not bidding on a task order request for proposal.
