SOURCE SELECTION PLAN

A. BASIS FOR AWARD

This acquisition is a small business set-aside, competitive procurement utilizing Lowest Price Technically Acceptable (LPTA) best value continuum source selection procedures in accordance with FAR

15.101-2.

A single award will be made to the Offeror who provides a technically acceptable proposal with the lowest evaluated price.

Proposed prices will be evaluated but not scored or otherwise combined with the other aspects of the proposal evaluation.

B. FACTORS TO BE EVALUATED

Factor 1: Price

Factor 2: Technical

Factor 3: Past Performance

C. EVALUATION APPROACH

All proposals shall be subject to evaluation by the Source Selection Team

(SST). In order for any offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non- price factor. The two non-price factors are Technical and Past Performance.

Factor 1: Price

Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. An award will be made to the lowest priced, technically acceptable proposal. The lowest price will be determined by adding up all listed line items. Offerors shall complete and submit the Schedule of Prices with its proposal and include a price for each line item. Failure to submit a price for any of the required line items on the Schedule of Prices will render the Offeror’s proposal as ineligible for award. Offerors will be allowed one proposal submission.

The Source Selection Evaluation Board will evaluate each Offeror’s price and verify that unbalanced pricing is not present. The Contracting

Officer will evaluate each Offeror’s price in accordance with FAR 15.404-

1 to determine price reasonableness. Price reasonableness will be determined by comparing all proposed prices, the Independent Government

Estimate, and pricing of previous work that is same or similar to the requirement.

The otherwise technically acceptable lowest priced Offeror may be required to confirm/validate their offered price. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award.

Factor 2: Technical

The Government will evaluate the Technical Proposal on an

Acceptable/Unacceptable basis. This factor identifies the minimum requirements that are imperative to successful contract performance.

The Source Selection Team will evaluate the Offeror’s proposal against the factors listed below to determine whether the technical proposal is

Acceptable or Unacceptable. To be considered acceptable, all factors under the technical proposal must receive an acceptable rating. The adjectival rating depicts whether or not the offeror’s proposal meets the

Technical Proposal factor requirements.

TABLE C-1

Technical Proposal – Acceptable/Unacceptable Ratings:

Rating: Description:

ACCEPTABLE Proposal meets the minimum requirements of the solicitation.

UNACCEPTABLE Proposal does not meet the minimum requirements of the solicitation.

Subfactor 1: Certifications

The Technical Factor shall include the following to be considered eligible for award:

A. The Offeror shall submit one (1) copy of the certifications listed below from the Society for Protective Coatings (SSPC). All certifications shall be current, with proof that the certifications have been continuously held for the past five (5) years.

• SSPC-QP1 – Field Applications of Coatings Complex Structures

B. The Offeror shall submit one (1) certification and one (1) resume for each of the roles listed below for the type of personnel to be used on the contract. The resume must exhibit the required years of experience listed below. All certifications and resumes must be current.

• Weld Inspector Qualifications: The AWS Certified Welding

Inspector shall be in conformance with AWS QC1, qualified to ASNT

Recommended Practice No. SNT-TC-1A, Level II or Level III, and shall have a minimum of ten (10) years’ experience relating to weld inspection requiring AWS D1.1 compliance.

• NDT Technician Qualifications: Non-destructive testing (NDT) personnel shall be qualified to ASNT Recommended Practice No. SNT-

TC-1A, Level II or Level III. In addition, the individual shall have a minimum of two (2) years’ experience conducting NDT testing with the aforementioned certification.

TABLE C-2

SUBFACTOR 1: Certifications

Rating: Description:

ACCEPTABLE Certifications/years of experience provided meet the minimum requirements listed

UNACCPETABLE Certifications/years of experience provided do not meet the minimum requirements listed

Subfactor 2: Experience

The Offeror shall submit a minimum of three (3) projects which demonstrate both recent and relevant experience similar to this requirement. The project information must demonstrate relevancy to the project described in this solicitation and all information submitted must be accurate, current, and complete. The Government will evaluate relevant and recent experience of the Offeror, and/or committed sub-contractor as described in the following.

Recent experience is any projects that have been substantially completed within the last ten (10) years prior to the issue date of the solicitation. A project is considered substantially complete when the project is sufficient for the use of which it is intended, as of the closing date of this solicitation.

Relevant experience is what an Offeror, and/or committed sub-contractor(s), has done on projects that are the same or similar in size, scope, and complexity as the project in this solicitation.

To be considered relevant, the minimum requirements for this factor include:

• Offeror or subcontractor must have at least two (2) projects demonstrating experience painting structures larger than 4000 square feet.

• Offeror or subcontractor must have at least two (2) projects demonstrating experience with working on a lock or dam structure.

• Offeror or subcontractor must have at least two (2) projects demonstrating experience with containment for blasting and painting

If using a subcontractor as team members in demonstrating experience, describe the roles the prime contractor and subcontractors will play in the project and the percentage of any type each will perform. For the purpose of this requirement, subcontractors are defined as members of an

Offeror’s overall team who are expected to perform ten (10%) percent or more of the proposed effort.

If using experience for work performed as a joint venture, the experience information must state in detail the nature of the work performed by both joint venture partners, the total percentage of the overall contract performed by both joint venture partners, and the total amount of work performed by both joint venture partners.

All project examples should contain a Point of Contact (POC), to include the name, job title of the POC, address, telephone, and e-mail address.

The POC should be familiar with the construction performance of the contractor and be a representative of the owner/customer/prime contractor, not affiliated with the contractor. The POC and should be able to verify the experience cited.

The Government will evaluate Subfactor 2: Experience on an

Acceptable/Unacceptable basis based on the descriptions outlined in Table

C-3. Offerors who are determined “Unacceptable” will not be eligible for award.

TABLE C-3

SUBFACTOR 2: Experience Evaluation Ratings

Rating Description

Acceptable Offeror submitted at least 3 projects that demonstrate relevant and recent experience and meet the minimum requirements listed for the Experience subfactor

Unacceptable Offeror did not submit at least 3 projects that demonstrate relevant and recent experience or meet the minimum requirements listed for the Experience subfactor.

Factor 3: Past Performance:

The Government will evaluate the Past Performance portion on an

Acceptable/Unacceptable basis. This factor identifies the minimum requirements that are key to successful contract performance. Past

Performance will be rated on an Acceptable or Unacceptable basis, Offeror’s who are determined “Unacceptable” will not be eligible for award. An Offeror will be determined Acceptable/Unacceptable based on the descriptions outlined in Table C-4.

TABLE C-4

Past Performance Evaluation Ratings

Rating Description

Acceptable Based on the Offeror’s performance record, the

Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the

Offeror’s performance record is unknown.

Unacceptable Based on the Offeror’s performance record, the

Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or

“neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered

“acceptable.”

Evaluations of past performance shall be in accordance with this plan while utilizing the Past Performance Questionnaires (PPQ) and forms in Appendix

D, Enclosure 2.

Offerors’ past performance is a measure of the degree to which an Offeror was successful on projects of similar scope, size, and complexity, as measured by the level of past customer satisfaction. It is also a measure of the degree to which an Offeror has complied with Federal, State, and local laws and regulations. The Government will evaluate the information/performance data provided by Offerors, as well as information from other sources, such as Government databases.

The Offeror may submit up to three (3) PPQ’s for hydraulic steel structure rehabilitation performed since 2010. If more than three (3) are submitted, only the three (3) most recent projects will be considered.

The forms shall identify whether the contract is active or complete, whether the contract was Government (federal, state, local, etc.) or commercial entity, and whether the Offeror was the prime contractor, a subcontractor or member of a joint venture. The past performance reference must have been a client, or client representative, with whom the Offeror/subcontractor had a contract, or subcontract (if applicable) for one or more projects.

The past performance reference must hold, or have held at the time, a senior position in the client organization with responsibilities for either contract administration, quality control, engineering, or technical supervision, or was otherwise in a position to evaluate the Offeror or sub-contractor’s performance in executing the contract or subcontract.
