About this file

This is a Justification Review Document for other than full and open competition for a capacity increase to an existing Firm-Fixed-Price Single Award Task Order Contract (SATOC) W912EK-22-D-0002 with Ashbritt, Inc. for debris management services.

The modification increases the capacity of the Regional Contract for Debris Management Services in Region 7 - South Atlantic Division (SAD) covering NC, SC, GA, AL, and FL to address emergency debris removal needed after Hurricane Helene (Category 4, September 2024) and Hurricane Milton (Category 3, October 2024). The original SATOC was awarded on November 10, 2021 with a current capacity of $500,000,000 and five-year ordering period. USACE determined that using other contracting methods would cause unacceptable delays in the urgent debris removal needs. The contractor must provide services within 24 hours of receiving FEMA Mission Assignments, including separating debris, locating disposal sites, loading, hauling, and disposing of various types of debris including construction materials, vegetative debris, hazardous materials, and electronics. Two Mission Assignments have already been issued - one to the Wilmington District for North Carolina on October 9, 2024 and one to the Savannah District for Georgia on October 18, 2024. The justification cites unusual and compelling urgency under FAR 6.302-2 as the authority for this sole source action.
