SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been modified:

MVR.13 INSTRUCTIONS TO BIDDERS

MVR.13 INSTRUCTIONS TO BIDDERS

THE ONLY AUTHORIZED TRANSMISSION METHOD FOR BIDS IN RESPONSE TO

THIS SOLICITATION IS THROUGH THE DEPARTMENT OF DEFENSE SECURE

ACCESS FILE EXCHANGE (DoD SAFE) WEBSITE AT:

https://safe.apps.mil

NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND

CARRIED, ETC.) WILL BE ACCEPTED.

The Rock Island District will utilize the DoD Safe website for receipt of electronic bids and bid guarantees under Solicitation W912EK22B0005.

In order to submit an electronic bid follow these steps:

The Bidder shall send an email request containing a name and email address to the Contracting

Officer and Contract Specialist associated with the solicitation no later than 2:00 PM Central on

30 March 2022. Any request after this time is considered untimely and will not receive a DoD safe email to drop off files nor will the USG accept any bid submittals.

Contracting Officer – Nicholas Moore at Nicholas.m.moore@usace.army.mil

Contract Specialist – Joseph Porter at joseph.e.porter@usace.army.mil

The subject line of the email shall contain the solicitation number and project name.

The Contracting Officer or Contract Specialist will log into the DoD Safe site, input the provided name and email address, and officially REQUEST THE FILE. The bidder will receive an automated email from the site with a unique link, within the email, which will request the submission of the bid.

Once the email is received, the bidder is to click on the link within the email. This will redirect the bidder to the DoD Safe site in which the Contracting Officer or Contract Specialist requested the bid to be submitted.

This unique webpage is where the bidder is to upload the complete bid file. By default, the page will load with the box checked next to, “Send me an email when each recipient picks up the files”. Leave this box checked as it provides validation when the file is received from the

Contracting Officer or Contract Specialist.

https://safe.apps.mil/ mailto:Nicholas.m.moore@usace.army.mil mailto:joseph.e.porter@usace.army.mil

Leave unchecked, “Encrypt every file”. The site itself contains a high level of security in which additional encryption is not required.

When the bidder is ready to upload the complete bid file (use pdf format for bid submission), the bidder can click the blue button which states, “Click to Add Files or Drag Them Here” to locate the file on your computer, or simply drag the file onto the screen.

In the description box that appears after uploading your file, type your Company Name.

Click the button that appears at the bottom of the page, “Drop-off Files”. A banner will pop- up asking for confirmation that your upload does not contain Classified Information. Click “ok” on the banner.

The bidder will be taken to a confirmation page that should say, “Drop-Off Completed” at the top. This is confirmation that the file was successfully uploaded to the site.

The Contracting Officer or Contract Specialist will receive an automated email stating that the file has been submitted. They will then send an email back to the company, confirming that they received the notice from the DoD Safe site.

The Bid Opening is currently scheduled for 31 March 2022 at 2:00 PM CT. The Contracting

Officer and Contract Specialist will begin downloading bids at 1:00 PM CT, which is the bid receipt cutoff time. All bids received after 1:00 PM CT on 31 March 2022 will be considered late.

No in person attendance shall be allowed at this bid opening; the bid opening may be viewed/participated via Webex:
