About this file
This is a performance specification for replacing bridge cranes and bulkhead lifting systems at four Upper Mississippi River locks and dams. The specification defines requirements for design, manufacture, installation, certification, and testing of replacement crane systems at Lock and Dam 18, Lock and Dam 20, Lock and Dam 21, and Lock and Dam 22. Key requirements include withstanding temperature ranges from -20 to 120 degrees Fahrenheit and wind speeds up to 30 mph when operating and 115 mph when stowed. The cranes must lift minimum safe working loads of 120,000 pounds for the bulkhead hoists. The specification establishes submittal deadlines, including concept designs within 60 days, final designs within 240 days, and on-site commissioning plans 30 days prior to delivery. The Army Corps of Engineers seeks a universal crane design that can function interchangeably across the lock and dam sites.

1. INTRODUCTION
1.1 Project Background
1.1.1 The U.S. Army Corps of Engineers (USACE), Rock Island District, operates and maintains twelve Lock and Dam (LD) sites on the Upper Mississippi River. Ten Lock and Dam sites utilize rail mounted cranes on the dam service bridge. The objective of this project is to replace the existing dam service bridge crane for Rock Island District Lock and Dam 22 (LD 22). The Lock and Dam 18 (LD 18), Lock and Dam 20 (LD 20), and Lock and Dam 21 (LD 21) dam service bridge cranes may also optionally be replaced as part of this project.
See Appendix 3 for Existing Site Photos The new crane design may be implemented at other LD sites in the future. The cranes are to be of a universal design so that they may function interchangeably at LD’s 11, 12, 13, 14, 16, 17, 18, 20, 21, and 22.
1.1.2 Additional information on existing conditions can be found from the documents below.
Addition reference documents for the other LD sites can be made available upon request.

1.4.2 Specifications: These Specifications, including appendices and any clarifications, deviations, or other addenda agreed upon between the Purchaser and the Contractor and incorporated into the Contract.
1.4.2.1 The intent of these Specifications is to provide structural, mechanical, electrical, and functional criteria, dimensions, operating speeds and accelerations, and pertinent details for the design, construction, and installation of a reliable and efficiently functioning dam service bridge crane with accessories.
1.4.2.2 Unless specifically stated otherwise, the Specification requirements apply to all cranes and all components, even if the requirement is stated in the singular.
1.4.2.3 Will and Shall: These Specifications are written to the Contractor. When a provision of this Specification requires action by the Contractor, the verb “shall” is used.
