Contractor to comply with Davis-Bacon and related Act regulations. When the Contractor uses an electronic Davis-Bacon payroll system, ensure that the electronic payroll service prepares, processes, and maintains the relevant payrolls and basic records during all work under this construction Contract and is capable of preserving these payrolls and related basic records for the required 3 years after Contract completion. If the Contractor chooses to use an electronic Davis-Bacon payroll system, then obtain and provide electronic system access to the Government, as required to comply with the Davis-Bacon and related Act regulations over the duration of this construction Contract. Include electronic review access by the Government Contract administration office to the electronic payroll processing system used by the Contractor.

Ensure that the Contractor's provision and use of an electronic payroll processing system meets the following basic functional criteria:

commercially available; compliant with appropriate Davis-Bacon Act payroll provisions in the FAR; able to accommodate the required numbers of employees and subcontractors planned to be employed under the Contract;

capable of producing an Excel spreadsheet-compatible electronic output of weekly payroll records (format at http://rmssupport.helpserve.com/) for export in an Excel spreadsheet to be imported into Resident Management System - Contractor Mode (RMS CM), that in turn exports payroll data to the Resident Management System - Government Mode (RMS GM); demonstrated security of data and data entry rights; ability to produce Contractor-certified electronic versions of weekly payroll data; ability to identify erroneous entries and track the data/time of all versions of the certified Davis-Bacon payrolls submitted to the Government over the life of the Contract; capable of generating a durable record copy, that is, a CD or DVD and PDF file record of data from the system database at end of the Contract closeout. Provide this durable record copy of data from the electronic Davis-Bacon payroll processing system to the Government during Contract closeout.

Include all Contractor-incurred costs related to the Contractor's provision and use of an electronic payroll processing service in the Contractor's price for the overall work under the Contract. The costs for Davis-Bacon Act compliance using electronic payroll processing services are not a separately bid, proposed, or reimbursed item under this Contract.

1.30 AVAILABILITY AND USE OF UTILITY SERVICES

The Government will not make utility services available to the Contractor.

Provide and maintain within the construction area minimum field-type sanitary facilities approved by the Contracting Officer.

1.31 CONTRACTOR REQUIREMENTS FOR PROJECT WORK WITHIN AND ADJACENT TO

CANADIAN RAILROAD RIGHTS-OF-WAY

Requirements for railroad flagging, insurance, minimum safety, utilities, temporary shoring, and permits for project work within and adjacent to railroad rights-of-way may be obtained from http://www.cpr.ca/en/. Before commencing any work within 50 feet of a track belonging to the railroad, obtain a temporary occupancy permit from the railroad.

3.2 ORDER OF SURVEY WORK

Perform and submit the following stages of work, in the order stated, unless otherwise directed by the Contracting Officer.

3.2.1 Impervious Fill Work Area

a. Survey after stripping. Provide as the Preliminary Survey.

b. Survey impervious fill immediately after placement operations. Provide as Final Survey.

3.2.2 Pervious Fill Work Area

a. Survey existing ground prior to any operations. Provide as the Preliminary Survey.

b. Survey pervious fill immediately after placement operations. Provide as Final Survey.

3.3 PRELIMINARY SURVEY

Complete a preliminary survey, locating the baseline (if applicable), all other significant features that may affect the design and construction of the project within the limits of the work, and all existing conditions from which construction of the design features to be based. Provide all geospatial data (raw and processed) used to derive preliminary survey documentation as evidence of performance and reviewed accordingly by the Contracting Officer for compliance with applicable standards and guidance.

At a minimum, electronically collected the preliminary survey using the appropriate data collection equipment paragraph "Geospatial Data" for the accuracy level required. Deliver all geospatial data in accordance with paragraph "Geospatial Data." The preliminary surveys to meet the following criteria:

a. Perform a breakline and grid style survey and/or point cloud of the project area at sufficient spacing to accurately define the site conditions.

(1) A DTM surface file in Bentley OpenRoads® DTM format, AutoCad LandXML format, or in a format compatible with Bentley OpenRoads® and approved by the Contracting Officer.

(2) Bentley MicroStation or AutoCad 3D drawing model in the NAD 83 State Plane Coordinate System, Illinois West - 1202. Include all point data and break lines used in constructing the DTM.

(a) An electronic format compatible with the following:

(1) Microstation Connect V10 or higher geo-located .dgn file in accordance with the current AEC CAD standard.

(2) OpenRoads V10 or higher geo-located .dtm file in accordance with the current AEC CAD standard.

(b) An ASCII (*.txt) point file export provide accurate metadata in the header information as shown. Exports must contain Point Number, Northing, Easting, Elevation, and Code-Note.

3.4 FINAL SURVEY

Conduct a final survey of all project elements and features after construction to accurately document the relationship between the design location and construction location. For example, if the construction project requires layers of different materials (such as granular bedding prior to riprap) each layer requires a separate final survey for each

SECTION 02 21 00 Page 7 different material placed and when indicated that the specific feature has completed that stage of layering. Submit all geospatial data (raw and processed) used to derive final documentation in accordance with applicable standards and guidance. Deliver all geospatial data in accordance with paragraph "Geospatial Data." The final surveys must meet the following criteria:

a. Perform a breakline and grid style survey and/or point cloud of the project area at sufficient spacing to accurately define the as-built conditions. Conduct the survey with an equipment type that can meet or exceed the requisite accuracies.
