C.1.1 CONTRACT LANGUAGE CLARIFICATION.
The term Contractor and Fee Attendant as used herein shall refer to the Contractor and/or all Contractor employees and/or all subcontractors performing the services of this contract. The term Contracting Officer shall refer to the agency person(s) having authority to issue modifications or otherwise change the terms and conditions of this contract. The Contracting Officer and the designated Contracting Officer Representative (COR) are responsible for ensuring performance of all necessary actions for effective contracting, compliance with contract terms, and safeguarding the interests of the United States in its contractual relationships.
C.1.2 GENERAL WORK DESCRIPTION.
The work required by this contract shall consist of the Contractor providing all labor and supervision necessary to perform Fee Attendant services in five (5) campgrounds (Howell Station, Wallashuck, Whitebreast, North Overlook and Ivans) at Lake Red Rock. All Fee Attendant services shall be provided by this one (1) contract. The Contractor shall provide all services in accordance with the Performance Work Statement (PWS). During the contract work periods, the Contractor shall live-on-site in the Wallashuck campground and staff the campground fee booths each scheduled work day, according to the contract PWS, Section C-8, Schedule of Service.
C.1.3 PRIMARY FEE ATTENDANT DUTIES.
The Contractor shall staff a campground fee booth as scheduled, collect camping and other approved fees, sell annual day-use passes, register campers, process camping reservations from walk-in customers, balance funds and receipts. The Contractor will be responsible for providing training to new fee attendants. The training will be conducted over a 10 day period in mid-April. The training will include sessions on campground management and use of the Recreation One Stop (R1S) reservation system. Contractor shall operate a computer system with registration software to operate the campground.
Contractor shall assist the public by providing accurate information concerning the Corps of Engineers Recreation Use Fee Program and other project policies and programs. The Contractor shall possess a valid driver’s license. The Contractor shall be physically capable of performing all duties required of this contract. Physical work requirements include standing, walking, sitting and using a computer keyboard for long periods. The work also requires excellent communication skills as the Contractor must provide assistance and information to the public. A schedule of hours the Contractor shall be in the booth is noted in section C-8, Schedule of Service.
C.1.3.1 Flags. The attendant shall raise and lower the United States and the U.S. Corps of Engineers (USACE) flags each day on fee booth and follow guidance on lowering the flag to half mast when instructed by the government. The flags will be raised by 9:00 AM and retrieved at sunset or booth closure whichever occurs first.
C.1.3.2 Posting Reservations. Fee attendants are required to post all campsite reservation cards according to project policy.
C.1.4 PRE-WORK ORIENTATION AND TRAINING.
The Contractor and all contractor employees and subcontractors shall attend pre-work orientation training at the Lake Red Rock project on the dates as specified in PWS, Section C-8, and Schedule of Service. Training days are listed in the Schedule of Service as workdays for which the Contractor shall be paid. Training shall be held from 9 a.m. to 4 p.m. with a one-hour lunch break on the scheduled days. The Contractor will provide Proof of Insurance, Bonding Requirement, Quality Control Plan and proof of acceptable camping unit at the pre-work/training meeting. At this meeting, the Contractor shall also present an Accident Prevention Plan (APP). An APP is a safety and health policy and program document that is contract specific. The APP shall comply with the requirements set forth in the Abbreviated Accident Prevention Plan in USACE EM 385-1-1 in Appendix A.
C.1.5 FEE ATTENDANT WORK COORDINATION MEETINGS.

During the contract work periods, the Government will furnish the following listed items to the Contractor for the performance of contract services. All Government property, utilities and supplies shall be properly secured at all times and used for official, contracted service purposes only.
C.1.6.1 Government Provided Campsite. The Government will provide a full-hookup campsite for the contractor at Wallashuck Campground. The site will be provided with electrical service, sewer, potable water service, picnic table, fire ring and storage shed. Any personal items to be stored must be approved prior to placement in the storage shed. All personal items are stored at the owner’s risk. The Government assumes no responsibility, nor liability for losses resulting from any interruption or outage of utility services, regardless of reason or duration of outage. The Contractor shall place their camping unit on site at least one (1) day but no more than three (3) days prior to start of contract period of performance; and shall remove the camping unit, along with all personal property no later than five (5) days after the end of the contract work period, unless the recreation area is to be closed. Utilities may not be provided after the work period has ended.
The Contractor shall keep their site clean and orderly during the duration of the contract.
The Contractor will be responsible for supplying all the material and labor for hooking the camping unit to existing water, sewer, and electric lines. Major storm damage, high pool levels, floods, other natural causes, major construction activities, and national security may result in the closing of recreation areas from time to time. The Contractor’s campsite may not be available for occupancy if the area it is located in is closed. The COR will notify the
Contractor of any closures/re-openings. The contractor is allowed to keep two (2) pets (dog or cat) on site. Pets shall not be allowed in or around the fee booth. Pets must be physically restrained at all times. Note: vehicle parking is available near the fee booth.

The unit must have a potable water and waste water system, bathing facilities, cooking facilities, and appropriate food storage facilities. C-7. SECURITY
For Access and General Protection Policy and Procedures. All Contractors and sub-contractor employees shall comply with installation and facility access guidelines and rules as stated herein. Contractor workforce must comply with all personal identity verification requirements as directed by Department of Defense, Department of the Army Headquarters, Rock Island District and/or local policy. In addition to the changes otherwise authorized by the Changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in Contractor security matters or processes.
In support of Rock Island District evaluation of personnel authorized for access to federal facilities, the Contractor shall submit background checks that have been conducted by a bonded third party within the last 6 (six) months of Notice to Proceed date and authorize reports to be provided to the Rock Island District Security and Law Enforcement Office by the third party. The background check will cover, at a minimum, the 10 years covering states the employee has lived in, national criminal records check which includes felony and misdemeanor offenses, Department of Motor Vehicles records, and a national sex offender registry check, submitted 14 days prior to accessing the project site.
Identification Badges: The Contractor shall be responsible for furnishing a photo identification badge/card to each employee prior to the employee's work on-site, and for requiring each employee engaged on the work to display identification. At a minimum, the badge shall have the following items shown, the employee’s picture, employee’s name, and company name working for. The badge will be prominently displayed unless restricted for safety concerns, in which case it will be available for immediate display upon request (carried on person).
As employees are added or deleted from the submitted and approved Access Control List (ACL), this information will be reported immediately to the Contracting Officer (KO).
Added employees will not be permitted on-site until requirements of this paragraph are completed, submitted, and approved.
Disqualifying factors include, but are not limited to:
(1) Criminal conduct, in particular violent crime and sex offenders;
(2) Habitual use of intoxicating beverages to excess as evidenced by Driving under the influence or public intoxication records; or
(3) Any illegal activity or other disqualification which makes the individual unfit for service (e.g. drug trafficking or procurement fraud).
In addition to the submitted background checks, supplemental agency checks may be performed at the discretion of the Rock Island District security personnel. The Contractor agrees to cooperate and ensure that Contractor personnel provide any documentation required to complete these checks. Any person lacking proper identification credentials or deemed a security threat may be denied access to the project. Such action in no way relieves the Contractor from performance of the Contract. The Rock Island District retains the right to deny any Contractor and sub-contractor employee from working on a contract awarded by the Rock Island District based on final background investigation results. All information received as a result of a background check will be handled according to Privacy Act regulation.
In the event that an unexpected change in personnel is required, due to sudden absence of a critical path employee, the Contractor shall immediately contact the Contracting Officer to coordinate obtaining written approval from the Security Office for new/additional personnel to be brought on site prior to background check acceptance.
Contractor shall submit Personnel Change Request Form and will receive written authorization from the Security Office prior to bringing new personnel on site, and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision. In the event of an unforeseen change in work site conditions which may require a contract modification, and the contractor is required to immediately add personnel, a Personnel Change Request Form will be submitted to and approved by the Security Office prior to bringing new personnel on site, and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision.
Subcontractor personnel not expected to be on the worksite for more than 15 days may be allowed on site with the following conditions:
1) Employee will be on site a total of 15 days or less, for the duration of the project.
2) Employee is added to the ACL as a short term employee.
3) Employee is escorted while on site. This is defined as being in the line of sight of an identified contractor employee who has a background check on file with the Rock Island District (as noted on the ACL).
4) Each contractor employee can sponsor only five short term employees at a time.
Foreign National employees: Due to a difference in background check procedures for long term foreign national employees, all such employees must provide a photocopy of their passport to the Rock Island District Security Office NLT 30 days prior to arrival on site.
