GENERAL

INFORMATION

1.1.1. BACKGROUND. Coralville Lake is a flood control reservoir, with numerous parks and natural resource areas managed by the U.S. Army Corps of Engineers.

The Coralville Lake Project encompasses more than 24,000 acres of land that is comprised of natural resource management units, developed recreation areas and agricultural fields. Campgrounds and day-use areas provide outdoor recreation opportunities for the public and bolster significant tourism in the area, while natural resource management provides habitat for native plant and animal species.

1.1.2. CONTRACT OBJECTIVES. This contract provides for vegetative management in varied settings to accomplish a multitude of specific goals related to project missions at Coralville Lake. Settings include vegetative management in woodland, savanna, prairie, and right-of-way access areas. A major component to the contract is the complete control or eradication of vegetative growth through mowing, forestry mulching, tree shearing or removal by chain saw, and/or the application of chemical herbicides on specified areas at Coralville Lake Project. The purpose of the mechanical removal and herbicide treatment are to achieve complete (95-100%) vegetation control of targeted vegetation in treatment areas without impacting desirable species of plants and animals. Another component to the contract is the restoration or reestablishment of native plant systems through the use of prairie plantings.

1.1.3. SCOPE OF WORK. The Contractor shall provide all equipment, supplies

(unless specified otherwise), chemicals, carrier (water or other), surfactants, labor, and supervision necessary to perform the work described herein at various locations throughout the Coralville Lake Corps of Engineers (COE) managed areas. All herbicide applications shall be consistent with federal and state laws and regulations; following product label instructions and manufacturer’s guidance in addition to the requirements of this contract. Each work item shall be performed according to specifications described herein.

1.1.4. PERIOD OF PEFORMANCE. The resulting contract will be for a base period with four (4) ordering periods. The ordering periods are priced separately and shall be exercised unless notified otherwise. See 52.217-9 for information regarding ordering periods.

The background check will cover, at a minimum, the last ten years covering States the contractor has lived in, national criminal records check which includes felony http://www.usace.army.mil/publications/eng-manuals/em385-1-1/entire.pdf) and misdemeanor offenses, DMV records, and a national sex offender registry check, submitted 14 days prior to accessing the project site.

In addition to the submitted background checks, supplemental agency checks may be performed at the discretion of the Rock Island District security personnel. The Contractor agrees to cooperate and ensure that Contractor personnel provide any documentation required to complete these checks. Any person lacking proper identification credentials or deemed a security threat may be denied access to the project. Such action in no way relieves the Contractor from performance of the contract. The Rock Island District retains the right to deny any Contractor and sub-contractor employee from working on a contract awarded by the Rock Island District based on final background investigation results. All information received as a result of a background check will be handled according to Privacy Act regulation.

In the event that an unexpected change in personnel is required, due to sudden absence of a critical path employee, the Contractor shall immediately contact the COR, and or the Contracting Officer to coordinate obtaining written approval from the Security Office for new/additional personnel to be brought on site prior to background check acceptance. Contractor shall submit Personnel Change Request Form and will receive written authorization from the Security Office prior to bringing new personnel on site, and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision.

In the event of an unforeseen change in work site conditions which may require a contract modification, and the contractor is required to immediately add personnel, a Personnel Change Request Form will be submitted to and approved by the Security Office prior to bringing new personnel on site, and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision.

SPECIFIC TASKS

1.3.1. VEGETATIVE MANAGEMENT. The Contractor shall execute tasks according to the Performance Work Statement.

1.3.1.1. For the purposes of this Performance Work Statement, tree and shrub removal is defined as removal of all unmarked trees and shrubs (e.g., trees and shrubs that are not painted or flagged). Trees and shrubs to be saved are marked with paint or flagging. Paint and flagging color will be discussed at the pre-work meeting.

Woody species to be removed are typically (but not exclusively) autumn olive, honeysuckle, multi-flora rose, tree of heaven, honey locust, black locust, mulberry, elm, box elder, dogwoods, hackberry, and red cedar.

This Performance Work Statement utilizes a variety of methods to achieve this result.

1.3.1.2. Tree Mulching/Shearing/Girdling and Shrub Removal involves mulching, shearing, cutting or girdling trees and removing shrubs. All trees and shrubs that are not marked (flagged or painted) must be forestry mulched, mowed, sheared, cut down or girdled.

Tree shear all unmarked trees greater than two inches (2”) dbh and up to twelve inches (12”) dbh, and move sheared trees to the designated tree pile location as identified during the pre-work meeting. All unmarked trees and shrubs that are not accessible to shearing equipment (e.g., ditches, hillsides, lake shoreline) in identified areas must be cut down and removed to designated piles. All cut/sheared trees shall be piled as tight as possible to minimize the size and breadth of the piles. No sheared or cut trees or debris shall be left in a firebreak, roadway or in the prairie and woodland maintenance area unless the pile location identified on the maps is within the identified work area.

All remaining unmarked trees greater than twelve inches (12”) dbh shall be double girdled with a chainsaw, cutting at least 1” deep completely around the tree. The girdle shall be a continuous cut around the circumference of the tree with the parallel cut about three inches (3 ”) apart.

Any remaining woody growth (except trees and shrubs that have been marked to be saved) shall be removed by cutting, mulching or mowing.

All shrubs regardless of size may be cut down or forestry mulched within three inches (3”) of the ground instead of girdling or shearing.

All sheared, cut or girdled trees and shrubs, shall be treated with an herbicide formulation approved by the COR and listed on the approved pesticide list within 1 hour of cutting/girdling to eliminate resprouting.

The contractor shall complete all Tree Mulching/Shearing/Girdling and Shrub Removal ordered within 60 calendar days of the task delivery order start date.

1.3.1.3. Woody Mowing (Spot & Entire) involves mowing or shredding smaller tree and shrub growth as close to the ground as possible with a heavy duty rotary mower or a forestry mulcher (e.g. Fecon, Timberaxe).

All trees less than four inch (4”) diameter at breast height (dbh) and ALL invasive shrubs, such as autumn olive and honeysuckle, shall be mowed or mulched except save trees and shrubs marked with flagging or paint in the identified work areas on the maps. Mowing/mulching implements must be able to maneuver around trees to mow targeted woody vegetation and must be capable of cutting woody vegetation as described below. It is permissible for the Contractor to use chain saws to cut the woody growth and remove off of the mowed field. Sites include prairies, root/stump sprouts; old fields; prairie remnants; prairie re-establishments;

prairie expansion areas; woodlands with woody regrowth; and savanna restorations.

Spot mowing is defined as mowing only the woody growth portions in the areas identified on maps, and not mowing areas lacking woody growth.

Chips/shreds are not to exceed six inches (6”) long and tree and shrub stumps shall be no higher than three inches (3”) from the ground.

Entire area mowing is defined as mowing the entire area identified on the maps, leaving no woody growth less than four inches (4”) at base unless marked to be saved. Mowing height shall not be higher than three inches (3”).

Chips/shreds are not to exceed six inches (6”) long and tree and shrub stumps shall be no higher than three inches (3”) from the ground.

The contractor shall complete all woody mowing ordered within 60 calendar days of the task delivery order start date.

1.3.1.4. Herbaceous Mowing involves mowing areas that are comprised mostly of herbaceous plants and very little woody growth. Areas could include, but are not limited to; prairies, savannas, old fields, and food plots.

Vegetation shall be mowed to a uniform height, between 3.0 and 4.0 inches from the ground.

The contractor shall complete all Herbaceous Mowing ordered within 30 calendar days of the task delivery order start date.

1.3.1.5. Firebreak Creation involves clearing a 20’ wide path of all woody and herbaceous vegetation. Trees greater than 4” dbh and less than 18” dbh shall be sheared or cut down and removed to a designated tree pile location. All trees less than 4” dbh and shrubs may be removed by a forestry mulcher or rotary mower with chips/shreds left where they were mulched/mowed. Chips and shreds shall not exceed 6” in length. It is permissible to use chainsaws to cut all woody plants and remove to a designated tree pile location. The cut shall be flush with the ground and not angled.

All stumps larger than 1” at the base shall be no higher than 3” from the ground and shall be treated within 1 hour of cutting/girdling, according to pesticide label. The Contractor may select the chemical formulation to be used in order to obtain complete control of target vegetation. Proposed formulations must conform to pesticide label and submitted to the COR for approval prior to application. Products must also be on the Rock Island District’s list of Pre-Approved Pesticides.

The completed firebreak must be accessible for maintenance by a tractor with a rotary brush mower (only small debris remaining with maneuverable corners). The outside of the new firebreak will be flagged with red flagging.

The contractor shall complete all New Firebreak Creation ordered within 60 calendar days of the task delivery order start date.

1.3.1.6. Firebreak Maintenance Mowing involves mowing herbaceous vegetation in a previously established firebreak to height no greater than 3 inches.

Maintenance mowing typically occurs four times throughout the growing season (fewer times in years of drought) to prevent annual weeds from going to seed and to keep vegetation from getting more than two feet in height between mowings.

The contractor shall complete all Firebreak Maintenance Mowing ordered within 14 calendar days of the task delivery schedule.

1.3.1.7. Pruning Operations requires the Contractor to provide pruning services throughout the year as specified by task order. This service is to occur along, firebreaks, field edges, remote roads, and field entrances, in natural resource managed areas.

Areas where Pruning Operations have been ordered shall have all branches removed whose tips hang lower than 12’ above the ground and extend within the maintained feature. Large savanna structured oak trees with low limbs will be excluded from pruning work. These trees will be marked with paint or flagging.

The task order will require the Contractor to clean the grounds and dispose of all tree debris outside of the maintained area.

The contractor shall use proper pruning methods. The Contractor shall cut outside of the branch collar ridge or branch fork (except the main stem).

Pruning operations will be performed in accordance with US Forest Brochure, How to Prune Trees, available at http://na.fs.fed.us/spfo/pubs/howtos/ht_prune/htprune-rev-2012-screen.pdf Pruning operations must comply with Corps of Engineers Safety and Health Requirements Manual EM 385-1-1Sec 31, revised 30 November 2014, or current copy.

Pruning cuts must be made with clean, sharp, non-powered hand tools, or small chain saw, to minimize damage to the trees. Pruning shall be done to prevent dieback from occurring. Remove all dead, diseased, injured or weak branches.

Restitution for damages will be withheld for any trees that are irreversibly damaged due to improper pruning. Damages will be assessed in accordance with the Ornamental Tree and Shrub Evaluation Method.

No pruning of oak trees will be permitted from March 1 to October 31 unless specifically ordered.

The contractor shall complete all pruning ordered within 60 calendar days of the delivery order start date.

1.3.1.8. Spot Spraying of Herbaceous Material involves spraying unwanted herbaceous plants (e.g. reed canary grass, Serecia lespedeza, thistles). Task orders will indicate target species. Do not overspray surrounding vegetation. Do not spray any oak regrowth. Make special note to avoid spray drift on native prairie grasses and forbs. Spraying shall only be conducted by certified pesticide applicators that are proficient in identifying target species, and will avoid harming native, rare, or otherwise conservative plant species. The Contractor should also employ sufficient methods that ensure target plant species are eradicated per the acceptable percentage (95%) set forth within the Quality Assurance Surveillance Plan.
