(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
FACTOR 1 - TECHNICAL PERFORMANCE:
The Government will evaluate the offeror’s proposed product performance against ERDC test results found in Figure 1 below. The proposed product must meet or exceed ALL of the Minimum Standards for Evaluation in Figure 1 below. The Government will evaluate the proposed product by using the FULL Engineer Research and Development Center (ERDC) test report provided by each offeror.
*The seepage rates in ERDC testing are determined by using a combination of product and 6 mil poly sheeting on the water-side face.

Failure to demonstrate the minimally acceptability standards under this factor will result in an
“unacceptable” rating and possible elimination from further consideration for contract award.
TECHNICAL RATINGS – Technical Performance Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
FACTOR 2 - PERSONNEL: The offeror must provide resume data for the following key personnel:
Technical Advisory Personnel
Resume information for at least three (3) Technical Advisory Personnel shall be submitted. The resumes shall be limited to no more than one (1) page per person and shall include the following information as a minimum:

(b) Years experience with this firm and with other firms
(c) Number and description of previous flood response technical advisory related deployments
(d) Other experience and qualifications relevant to same/similar work required under this contract
PERSONNEL WILL BE EVALUATED BASED ON THE FOLLOWING CRITERIA:
The Government will review the resumes provided in response to the Personnel Factor. Offerors must demonstrate all of the following minimum acceptability standards to receive an “acceptable” on this factor.
The offeror must demonstrate in all resumes, minimum of three, that the key personnel proposed have:
(a) a minimum of three years of specialized experience in their field; AND
(b) experience on projects same/similar to the work in this solicitation working in the position they are assigned to under this contract.

The Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for the Past Performance Factor. Each offeror shall include, at a minimum, two PPQs of gabion baskets providing flood related protection. Each offeror shall include, at a minimum, two PPQs of gabion basket delivery intervals under urgent conditions.
Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Contract Specialist Elizabeth Dennison via email at elizabeth.a.dennison@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
