The 14 calendar day closure period to commence at 1:00am on 16 August 2019, and be complete by midnight on 29 August 2019. The Contractor will be allowed to work 24 hours a day during the closure period.
The Contractor will not be allowed to work on July 4, 5, 6, or 7. The lock to be ready to pass navigation traffic by 5:30pm on 3 July. Navigation traffic will be allowed to pass from 5:30pm on 3 July to 6:00am on 8 July.
These days have been calculated into the Contract construction duration.
The Contractor will be allowed two eight hour closures prior to the commencement of the navigation restriction period to perform an initial dive inspection (refer to paragraph "Dive Operations" for additional information) and perform minor preparatory work, as described below.
Provide the Government a minimum 30 calendar days' notice prior to the requested closure date.
The Contractor may perform minor preparatory work, such as installing temporary wiring and line drilling for concrete removal prior to the navigation restriction period as long as work does not affect navigation, operation of the lock, access and work safety of lock personnel, or reduce lock component strengths or performance. Submit the required work to be performed along with a detailed work plan, schedule, location of equipment, computations, and other required information for Governmental approval.
The work plan will require approval by the Contracting Officer prior to commencement of work. Also note that each site is unique, and that work at one site may be disallowed at another site. A detailed work plan will be required for each site that the Contractor requests to do work outside of the navigation restriction period. The Government reserves the right to disallow any work outside of the navigation restriction period, and the Contractor shall not account for any days outside of the navigation restriction period when preparing bid documents and project schedule. Any damage to lock components outside of the navigation restriction period will be the responsibility of the Contractor to repair immediately at the Contractor's expense. Any damages to either site which causes closure to the lock by the Contractor operations shall require the Contractor to cease all operation and initiate repairs to damaged components. Repair work shall be continuous until components have been replaced and the Lock returned to service.
1.3.3.1 Emergency Miter Gate Removal and Disposal
Prior to 13 May 2019 the Contractor will deliver one hopper or deck barge, 35 feet by 200 feet, to each site and leave in the respective mooring area as shown.

a. The Government to remove the emergency miter gate leaves and pintle balls at each site and place them on the Contractor provided barge for disposal by the Contractor. Equip barge with a support system adequate to safely hold and transport the miter gates leaves in an upright position on the barge. Submit the plan and design calculations, signed and sealed by an Illinois Licensed Structural Engineer. The plan to be approved prior to the barge arriving on site. The Contractor to remove and dispose of the pintle ball bases.
