Please provide all available information relative to previous demolition work performed on Monoliths 30-33, including what methods were utilized to break existing concrete, the methods used to remove broken concrete from the project, and the dates this work was commenced and completed.

On: Jul 26 2017.

Government Response. . USACE work crews removed four existing monoliths, 30 through 33, over the weekend of May 21st 2017. High flood waters at this time allowed a work barge to be floated in behind the guidewall on the landside. Two excavators with hammer heads were used to demolish the existing monoliths down to elevation 552.1 as indicated within the plans. A second work barge had a crane with a clam shell to pick up concrete debris and place on an adjoining barge for disposal off site. A third excavator with a bucket head supported the clam shell with concrete debris clean up. Reference Picture set A, posted to Federal Business Opportunities. 7081195 Contracting 00 73 05 1.3.1 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Is it necessary to maintain access for lock operation personnel or barge tow personnel on the lower guidewall monoliths below 22 in order to not disrupt lock operations during non construction closure periods?

On: Jul 26 2017.

Government Response. . Yes, see paragraph c. of Section 00 73 05, 1.3.1. Navigation operators and lock personnel continue to utilize the existing guidewall below Monolith 22. The usage of the guidewall monoliths below Monolith 22 will need to continue during the navigation seasons outside of the winter closure periods throughout the duration of the construction contract. This includes navigation operators and lock personnel utilizing the first group of 6 restored monoliths (23 through 28) when the lock opens back up to navigation on March 5th 2019. Construction work leading up to the designated closure periods will need to accommodate access and maintain integrity of both existing and new guidewall monoliths during the navigation seasons. Is the entire crib below the existing concrete to be grouted? Has the USACE taken any cores through the crib?

On: Jul 26 2017.

Government Response. . Yes, the entire existing crib below the existing concrete is to be grouted for monoliths 23 through 34. The extents are defined by dimensions and details provided on drawing sheets S101-102, and S301. Specification Section 31 32 23, defines grout placement performance. Full grouting of the cribs is required to facilitate shaft drilling and to help stabilize the foundation during construction activities. New monoliths once completed will not depend on the existing crib cells for support or design loads.

No exploratory cores were taken through the existing crib. It should be anticipated that river sediment will be present within the cells. On: Jul 27 2017 Current Request Status: Request Closed

Construction expected to be performed outside of closure periods includes crib wall grouting and installing of the southerly line of drilled shafts. Completing these items requires various drills, support equipment, and material supply access to the land side of the guidewall. Providing access for these operations necessitates constructing a work pad suitable to support the equipment. That work pad is expected to be constructed of a significant quantity of aggregate or rip rap material. Is it permissible to leave this stone material in place upon completion of the guidewall and simply cover it with the borrow material necessary to complete the embankment behind the land side of the guide wall?

7101457 Contracting 31 32 23 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

We understand that the purpose of the grouted zone is to fill void spaces within the crib areas. In order to create an appropriate grouting program, it is important to understand the existing conditions in the grout zone and its groutability. Has an exploratory program been conducted to understand the condition of the riprap or the nature of the void spaces. Is it known that the void spaces are still open in the riprap or if they are filled with fine grained material? The condition and composition of the void spaces will have a great influence on the grouting technique and the effectiveness of a grouting program.

On: Aug 09 2017.

Government Response. . No exploratory program has been conducted. No data has been collected to define void spaces within the riprap contained within the crib cells. On: Aug 11 2017 Current Request Status: Request Closed

Based on the unknown conditions of the planned grout zone, it is likely that the grouting program (both the number and location of the holes and the grout mix design) will need to be adjusted during the course of the work based on ground response. Please adjust the drilling and grouting pay items to reflect the substantial uncertainty of the work.

As reflected in Section 1.5, the conditions encountered may require changes in the grouting program.
