Storage Yard Flood Repairs Lock and Dam Nos. 21 and 22, Mississippi River, Marion County, Missouri (L/D 21) and Pike County, Illinois (L/D 22)
Questions and Answers
1. Concrete placement during cold weather-
a. 03 31 01.00 10, Pg 19 Para 3.3.4 notes placement temperature limited to 500F.
Can this be relaxed to a lower temperature? The ambient temperature requirement is 50 degrees F (not 500F), and the Contractor shall be required to meet this specification.
b. 03 31 01.00 10, Pg 19 Para 3.3.4 notes heating systems. In “a.” above will this be required? The Contractor will need to determine, base on methods of placement and schedule, whether heating will be required to meet contract requirements. See Specification Section 03 31 01.00 10, Pg 5, Cold-Weather Placing
c. 03 31 01.00 10, Pg 19 Para 3.3.4 notes heating mixing water. Is there a time or temperature limitation? ASTM C94 listed as a Reference in Specification Section 03 31 01.00 10, Pg 2 should cover this requirement.
d. 03 31 01.00 10, Pg 20 Para 3.4 note ambient temperature adjacent to surfaces being finished being above 500F. Can this be relaxed to a lower temperature? The ambient temperature requirement is 50 degrees F (not 500F), and the Contractor shall be required to meet this specification.
e. Is there a guideline for incorporating the exposed sheet piling into concrete during cold temperatures? (L/D 22) There is no guideline for this, and is up to the Contractor to determine how to incorporate the exposed sheet pile.
f. If heating will be required. Is a temporary enclosure anticipated? (none listed in 01 20 02.00, Temporary Construction Facilities) The Contractor will be required to meet contract specifications. It is up to the Contractor to determine if closures are required based on their capabilities. See Specification Section 03 31 01.00 10, Pg 5, Cold-Weather Placing
g. If a temporary enclosure is required. Are there specifications and/or parameters for enclosure construction? Contractor will be required to determine size and construction methods to withstand anticipated conditions at the site.
h. If a temporary enclosure is required. Is there information available for construction and/or working over water at the sheet piling at L/D 22? Contractor will be required to determine size and construction methods to withstand anticipated conditions at the site
i. If heating will be required. Is there a specification regarding handling and/or storage of fuel next to or on the water? (other than 01 57 20.00, para 3.1.6) The Contractor will be required to meet requirements of EM 385-1-1 and any Coast Guard requirements for the storage and transport of fuel on an inland waterway.
j. Will insulating concrete wall forms and using insulated concrete curing blankets be allowed for wall and/or foundation concrete? It is up to the Contractor to determine was methods are available and which to incorporate to ensure the contract specifications are met.
k. Will the use of insulated concrete curing blankets be allowed for slab construction? It is up to the Contractor to determine was methods are available and which to incorporate to ensure the contract specifications are met.
2. Tainter Gate operation-
a. Can the Lock Master have the 2 closest Tainter Gates to the work area closed during the entire period of construction? (to reduce speed of the river current adjacent to the working area for worker safety) Per Note 4 on Contract Drawing C003, the two closest gate will be closed to the extent possible. However, the government is constrained by total flows in the river and the amount of gate openings required to pass that flow.
3. Work delays-
a. 00 73 05.00 14 Pg 3, Para 1.3.f Hydraulic Data (etc.) refers to a website for additional information. Upon review of this information in recent years the river elevation would not seem to be an issue until June and September of 2008. How would the potential for delays be computed for contract duration? How will the contractor be compensated for demobilization and subsequent re-mobilization? Potential delays for high water levels would be accounted for the provisions of the contract clause "DIFFERING SITE CONDITIONS".
b. 00 73 05.00 14 Pg 4, Para 1.4 Time Extensions (etc.) indicates a total of 141 “Anticipated Adverse Weather Delay Work Days” from October through March is to be noted in the progress schedule. What is the anticipated completion date with 150 calendar day completion? We were informed on site that the goal was for the work to be completed prior to anticipated spring floods Please refer to Specification Section 00 73 05.00 14, Paragraph 1.4, Item a.1 which states "The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month."
The table under 1.4(b) gives the baseline for the normal expected adverse days in that particular month, not the unusually severe. So, the Contractor shall anticipate having to work the number of days listed in the table for that month in adverse weather conditions, and shall provide a work plan which accommodates this.
If, during those days, the weather is unusually severe (beyond what is listed in paragraph (b)), then provisions will be made to the contract in accordance with 1.4.c.
4. Storage Areas-
Can we utilize the overflow section of the both L/D 21 & 22 for material and/or equipment storage (not access)? The staging areas allowed under this contract are shown on Contract Drawing C001.
5. Plan sheets S011 and S111, section A show new BH tie-down assemblies and refer to sheet S040. I cannot find this sheet in our set of drawings. Reference to bulkhead tie-down assembly is in error and not required under this contract.
6 drawing S011 detail A ref. to new bulkhead tie down assm. see sheet S041. there is no information about bulkhead tie down assm on this page. Pls. advise Reference to bulkhead tie-down assembly is in error and not required under this contract.
