About this file
This is an industry day presentation from February 2025 for a USACE Northwestern Division Multiple Award Task Order Contract (MATOC) focused on cranes, hoists, and lifting devices. The $499M MATOC will support design-build, design-bid-build, construction and hybrid supply with construction requirements across NWD's five districts (Portland, Seattle, Walla Walla, Kansas City, Omaha), covering 29 hydropower projects, 10 navigation locks, and 82 flood risk management sites primarily along the Columbia, Missouri and Snake Rivers.
The contract will have a 3-year base period with two 1-year options, targeting 5 awardees. Equipment scope includes overhead bridge cranes (15-600 ton), gantry cranes (15-480 ton), monorail cranes (5-25 ton), pedestal cranes (10-200 ton), derrick cranes (10-200 ton), and below-the-hook devices. Task orders will range from $1M to $100M. The acquisition uses a two-phase design-build selection process, with Phase 1 proposals due June 2025 (focusing on technical approach and past performance, no pricing) and Phase 2 proposals due September 2025 (including pricing and seed task order). Final MATOC award is targeted for February 2026. The opportunity uses NAICS 238290 and will be full and open competition rather than small business set-aside.
