About this file
These Technical Specifications detail the US Army Corps of Engineers' requirements for procuring a heatless desiccant compressed air dryer system for Ice Harbor Lock and Dam. The procurement includes one heatless regenerative desiccant compressed air dryer (to replace an existing Zeks air dryer model 80 HPS), one high-efficiency coalescing pre-filter, and one particulate after-filter. The air dryer must have specific technical requirements, including a 100 scfm flow rating at 100 PSIG, capable of delivering air at ISO 8573-1 quality class 2 (-40F) dew point, dual tower regenerative type, fully automatic operation, and charged with activated alumina. Additional requirements include UL certification, NEMA 7 rated electrical enclosure, and 125VAC power supply. The contractor must deliver the items to Ice Harbor Lock and Dam in Burbank, WA within eight weeks of contract award and provide four copies of Operation and Maintenance Manuals with specific documentation requirements.

TECHNICAL SPECIFICATIONS
HEATLESS DESICCANT COMPRESSED AIR DRYER
1.0 SCOPE OF WORK
The following specifications pertain to the purchase of one (1) heatless regenerative desiccant compressed air dryer, one (1) coalescing pre-filter, and one (1) particulate after-filter for use at Ice Harbor Lock and Dam, operated by the US Army Corps of Engineers. The contractor must deliver the items listed in these specifications to the address indicated in Section 7. The contractor must also provide documentation as stated in Section 6.0 and other items (Section 3.0 Pre/Post Filters) as stated in the specifications within 15 days of delivery.
2.0 HEATLESS DESICCANT AIR DRYER
The successful offeror must provide one (1) heatless regenerative desiccant compressed air dryer to replace an existing Zeks air dryer model 80 HPS.
The provided air dryer must have the following salient features:
a. Dual tower regenerative type
b. Fully automatic
c. Desiccant-type; charged with activated alumina
d. Flow rating: 100 scfm at 100 PSIG & 100 degrees F
e. Dew point: capable of delivering air at ISO 8573-1 quality class 2 (-40F)
f. Purge flow indicator
g. Purge adjusting valve
h. Sound Attenuating Exhaust Mufflers for quiet operation
i. Inlet and outlet NPT connections: 1-inches
j. Design pressure: Maximum inlet pressure 150 PSIG
k. Design temperature: Maximum inlet air temperature 120 degrees F
l. Power supply: 125VAC
m. Phases: 1
n. Frequency: 60Hz
o. NEMA 7 rated electrical enclosure. Class I, Division I 2, Groups C & D
p. Certification: UL
q. Filtration: skid mounted 0.7-micron coalescing pilot air filter
r. Controls: Basic
s. Drain: Float drain Automatic float drain or approved equivalent
t. Moisture indicator: color change to indicate elevated outlet dew point
u. Spare parts – one (1) pilot filter element, two (2) switching valve rebuild kits
3.0 FILTERS
The offeror must provide one (1) high efficiency coalescing pre-filter equipped with an automatic drain valve rated for a maximum flow rate of 100 SCFM at 100 PSIG. This coalescing filter will remove oil, aerosols and condensable hydrocarbons from the compressed airstream. Filtration efficiency must be at least 99% for 0.01 micron particles. The coalescing filter must have the following salient features:
a. Inlet and outlet NPT connections: 1-inches
b. Number of elements: one (1)
c. Automatic drain valve with adjustable drain cycle or approved equivalent
d. Maximum inlet pressure: 150 PSIG
e. Maximum inlet temperature: 175 degrees F
f. Spare: one (1) spare coalescing filter element
The offeror must provide one (1) particulate after-filter rated for 170 100 SCFM at 100 PSIG. This after-filter will remove solid particles such as rust, dirt, pipe scale and dust down to 0.01 micron. The particulate filter must have the following salient features:
a. Inlet and outlet NPT connections: 1-inches
b. Number of elements: 1
c. Maximum inlet pressure: 150 PSIG
d. Maximum inlet temperature: 175 degrees F
e. Spare: one (1) spare particulate filter element
4.0 SUBMITTALS
Relevant manufacturer data must be provided with the quote to allow independent verification that salient features are met. Failure to provide adequate material may be cause for rejection. Approval of the material submitted shall in no way relieve the Contractor from the responsibility of complying with the requirements of the specifications as to the suitability and quality of materials and workmanship and the adequacy of capacity, and other essential characteristics of the compressed air dryer.
5.0 WARRANTY
Each component of the compressed air dryer must be covered by the manufacturer’s standard warranty on all parts, labor, and workmanship from factory defects.
6.0 OPERATION AND MAINTENANCE MANUALS
Four (4) complete copies of the Operation and Maintenance Manuals (O&M Manuals) must be submitted for the compressed air dryer. The O&M Manuals must include order-specific instructions on the installation, normal and abnormal operations, maintenance, repair, troubleshooting, warranty, and a list of recommended spare parts (if applicable). Any information pertaining to models or components not supplied under this contract must be crossed out.
The O&M Manuals must also include a sheet at the front of the manuals listing the name, phone number, contact information for the manufacturer, and a distributor where spare parts can be purchased (if different). The complete contract award number (as found on the contract award document) must also be included.
7.0 SHIPMENT AND DELIVERY
All items must be delivered FOB to Ice Harbor Lock and Dam within eight (8) weeks of contract award. The Contractor is responsible for packing and shipping the items in a manner that will ensure undamaged and complete arrival to the Project site.
