DWORSHAK NATIONAL FISH HATCHERY
TECHNICAL SPECIFICATIONS
LOW VOLTAGE SWITCHBOARD
(Revisions in Red, 27 August 2025)
1. SCOPE
The Contractor is required to supply one (1) Square D QED-6 low voltage switchboard comprising of three
(3) vertical sections with MasterPact NW drawout circuit breakers and associated equipment in accordance with the specifications below and delivered in accordance with the shipping and delivery section. The period of performance for the testing and commissioning of the delivered equipment is dependent upon the completion of the Dworshak National Fish Hatchery electrical building which could extend into calendar year 2027.
Contractor to provide materials and equipment that are:
1.1. Manufactured by a company engaged in the manufacture of switchboard of the types and sizes required and whose products have been in satisfactory use in similar service for a minimum of 5 years.
1.2. Products manufactured more than one-year prior to date of delivery to site are not acceptable.
2. SUBMITTALS
Descriptive materials (brochures, illustrations, drawings, data sheets, etc.) must be submitted, which will allow the Contracting Officer to determine, without discussion with the offeror, whether the products being offered meet all the required specifications. Submittals shall include copies of manufacturer’s catalog cut sheets, specification sheets, and warranty.
2.1. PRE-AWARD
The Offeror’s quote shall include the following submittals for review for technical acceptability:
2.1.1. Installation instructions
2.1.2. A list of proposed equipment including model numbers, description of breakers, current transformers, voltage transformers, fuses, relays, control switches, and other devices.
2.1.3. Current product data sheets that specify major components and accessories to be provided, to include the switchboard and ancillary equipment, with clear identification marking.
2.1.4. Complete warranty information
2.1.5. Shop drawings indicating outline dimensions, connection and support points, weight, specified ratings and materials.
2.1.6. UL certification documents to show compliance.
2.2. POST-AWARD
The Contractor shall provide the following submittals after contract award:
2.2.1. Complete O&M manual shall be submitted on or before shipment of the associated switchboard.
2.2.2. Manufacturer’s published time-current curves (in electronic format) of the main breakers and branch feeders.
2.2.3. Complete wiring diagrams or wiring lists showing connections of component devices and equipment.
2.2.4. All switchboard performance and test reports shall be submitted for Government review and approval thirty (30) days prior to shipment of the associated switchboard.
2.2.5. A list of special equipment required for operation and maintenance of switchboard.
2.2.6. A list of instruments and accessories supplied, listing manufacturer, model number, operating ranges, and equipment tag numbers.
2.2.7. All accessories for testing, inspection, maintenance, and operation of the switchboard and associated equipment.
2.2.8. Tool for manually charging breaker closing spring (if applicable).
3. LOW VOLTAGE SWITCHBOARD (CLIN 0001)
The switchboard shall be Square D QED-6 rear connected lineup with drawout MasterPact NW main and feeder breakers.
NEMA PB 2 and UL 891.
3.1. ARRANGEMENT AND ASSEMBLY
The location and general arrangement of the low-voltage metal-enclosed switchboard assembly is shown on the contract drawings. Modifications of the equipment arrangement or the equipment device requirements shown shall be subject to approval. The location of the bus shall be coordinated between the equipment to ensure it lines up at each equipment transition. Where equipment has different dimensions, adequate covers shall be incorporated into the design to fully cover openings and to match equipment outlines. The switchboard assembly shall be completely assembled, wired and tested at the factory, but any controls between the switchboard should be simulated during testing. After complete assembly, the switchboard group shall be disassembled into sections, for convenience of handling, shipment, and installation.
3.2. RATINGS
3.2.1. Voltage rating: 480Y/277 volts AC, three-phase, 4-wire, solidly grounded.
3.2.2. Main bus continuous current rating: 2,500 A minimum
3.2.3. Short-circuit current rating: 65,000 rms symmetrical amperes.
3.2.4. The assembly must be rated to withstand mechanical forces exerted during short-circuit conditions when connected directly to a power source having available fault current of 65,000 amperes symmetrical at rated voltage.
3.2.5. UL listed and labeled for its intended use.
3.3. CONTROL POWER SUPPLY
All control components, relaying, indication, etc. that is reliant on an external voltage source to operate shall be rated at 48VDC.
3.4. CONSTRUCTION
3.4.1. Switchboard: consisting of vertical sections bolted together to form a rigid assembly and front and rear aligned.
3.4.2. Circuit breakers: front accessible with rear load connections.
3.5. ENCLOSURE
3.5.1. Enclosure: NEMA ICS 6 Type 1.
3.5.2. Enclosure: bolted together with removable bolt-on side and rear covers.
3.5.3. Front doors: provided with padlockable vault handles with a three-point catch.
3.5.4. Bases, frames, and channels of enclosure: corrosion resistant and fabricated of galvanized steel.
3.5.5. Base: includes any part of enclosure that is within 3 inches of concrete pad.
3.5.6. Paint color: ASTM D1535 light gray No. 61 or No. 49 over rust inhibitor.
3.6. BUS BAR
3.6.1. Bus bars: copper with silver-plated contact surfaces.
3.6.1.1.1. Phase bus bars: uninsulated.
3.6.1.1.2. Neutral bus: rated 100 percent of the main bus continuous current rating.
3.6.2. Main bus (through bus): rated at the full ampacity of the main throughout the switchboard.
3.6.3. Make bus connections and joints with hardened steel bolts.
3.6.4. Minimum one-quarter by 2-inch copper ground bus secured to each vertical section along the entire length of the switchboard.
3.7. CIRCUIT BREAKERS
3.7.1. General Requirements
Provide main and feeder circuit breakers as indicated:
3.7.1.1. IEEE C37.13. 48 volts DC electrically operated, drawout, unfused, low-voltage power circuit breaker with a short-circuit current rating of 65,000 rms amperes symmetrical as indicated at 480 volts. Control power of 48 volts DC provided by customer.
3.7.1.2. Stored-energy closing mechanism to permit rapid and safe closing of the breaker against fault currents within the short time rating of the breaker, independent of the operator's strength or effort in closing the handle.
3.7.2. Main Circuit Breaker

3.7.4. Drawout Breakers
Equip drawout breakers with disconnecting contacts, wheels, and interlocks for drawout application. Provide main, auxiliary, and control disconnecting contacts with silver-plated, multifinger, positive pressure, self-aligning type. Provide drawout compartment shutters to protect operators from accidental contact with breaker stabs when the breaker is withdrawn from its cubicle. Provide each drawout breaker with four-position operation with each position clearly identified by an indicator on the circuit breaker front panel as follows.
3.7.4.1. Connected Position: Primary and secondary contacts are fully engaged.
Breaker must be tripped before racking into or out of position – Manufacturer’s standard indicator.
3.7.4.2. Test Position: Primary contacts are disconnected but secondary contacts remain fully engaged. This position allows complete test and operation of the breaker without energizing the primary circuit – Manufacturer’s standard indicator.
3.7.4.3. Disconnected Position: Primary and secondary contacts are disconnected – Manufacturer’s standard indicator.
3.7.4.4. Withdrawn (Removed) Position: Places breaker completely out of compartment, ready for removal. Removal of the breaker actuates assembly that isolates the primary stabs. No indicator is required when the breaker is fully withdrawn.
3.7.5. Arc Flash Mitigation
3.7.5.1. Preserve desired selective coordination between main(s), and feeder(s) protective devices.
3.7.5.2. Provide wired connections between relays or protective devices, if applicable.
3.7.5.3. Energy Reduction Maintenance Setting (ERMS) Switch.
3.7.5.4. For each circuit breaker over 1200 amps, provide a maintenance OFF-ON selector switch on the breaker compartment door to temporarily switch the circuit breaker to ERMS-mode tripping characteristics during maintenance activities.
3.7.5.4.1. Provide trip unit with a separate trip curve for the arc energy-reducing maintenance setting.
3.7.5.4.2. Operate trip unit in fast instantaneous trip mode (25 to 30 ms), when ERMS trip curve is active.
3.7.5.4.3. Provide a lock feature so that the ERMS may be locked in the ON position.
3.7.5.4.4. Provide a blue indicating light to indicate the ERMS is enabled.
3.7.5.4.5. Provide ERMS mode indication via remote communication network to plant control system.
3.7.6. Electronic Trip Units
Equip main and distribution breakers with a solid-state tripping system consisting of three current sensors and a microprocessor-based trip unit that provides true rms sensing adjustable time-current circuit protection. Include the following:
3.7.6.1. Trip unit ampere rating:
3.7.6.1.1. Main Breaker (HSJ1): 2500 A
3.7.6.1.2. Main Breaker (G1): 2500 A
3.7.6.1.3. Feeder Breaker (GCQ2): 800 A
3.7.6.1.4. Feeder Breaker (GCQ3): 800 A
3.7.6.1.5. Feeder Breaker (GCQ4): 800 A
3.7.6.1.6. Feeder Breaker (Spare): 800 A
3.7.6.1.7. Feeder Breaker (Building Service): 400A
3.7.6.2. Current sensors ampere rating: same as the breaker frame rating.
3.7.6.3. Ground fault protection: zero sequence sensing.
3.7.6.4. Electronic trip units to provide the following additional features:
3.7.6.4.1. Long delay pick-up and time settings, and indication of cause of circuit breaker trip.
3.7.6.4.2. Short delay pick-up and time settings and, instantaneous settings and ground fault settings.
3.7.6.4.3. Short delay pick-up and time settings, instantaneous settings, and ground fault settings.
3.7.6.4.4. Digital display for phase and ground current.
3.7.6.4.5. Digital display for watts, vars, VA, Wh, varh, and VAh.
3.7.6.4.6. Digital display for phase voltage, and percent THD voltage and current.
3.7.6.4.7. Provisions for communication via a network cable for remote monitoring and control. Provide the following communications protocol: Modbus.
3.7.6.4.8. Overcurrent protection with time overcurrent elements for phase, neutral, and ground.
3.7.6.4.9. Under- and overvoltage elements for protection and control schemes.
3.7.6.4.10. Frequency protection with under and over frequency elements for detection of power system frequency disturbances.
3.7.7. Terminal Boards
Provide with engraved plastic terminal strips and screw type terminals for external wiring between components and for internal wiring between removable assemblies.
Provide short-circuiting type terminal boards associated with current transformer. Terminate conductors for current transformers with ring-tongue lugs. Provide terminal board identification that is identical in similar units.
3.7.8. Standard Indicating Light
Provide indicator lights showing on, off, stand-by, automatic, manual depending on the application. Indicator lights must comply with NEMA ICS 1, NEMA ICS 2, and UL 508A.
Lights must be heavy duty, round, metal bezel and must mount in a 7/8ths inch mounting hole.
Indicator lights must be LED type and must operate at 48 VDC. Long-life bulbs must be used.
Lights must be push-to-test type.
3.8. WIRE MARKING
Mark control and metering conductors at each end. For all shipping split control wires, provide plug-in terminal blocks. Terminal connections to remote devices or sources must be front accessible via doors near each circuit breaker. On field-installed wiring, provide white, preprinted, polyvinyl chloride (PVC) sleeves, heat stamped with black block type letters.
Provide specific wire markings using the appropriate combination of individual sleeves.
Indicate on each wire marker the device or equipment, including specific terminal number to which the remote end of the wire is attached.
3.9. MANUFACTURER’S NAMEPLATE
Provide a nameplate on each item of equipment bearing the manufacturer's name, address, model number, and serial number securely affixed in a conspicuous place; the nameplate of the distributing agent is not acceptable. This nameplate and method of attachment may be the manufacturer's standard if it contains the required information.
4. QUALITY CONTROL
4.1. FACTORY ACCEPTANCE TESTS
The Government reserves the right to witness tests. Provide equipment test schedules for tests to be performed at the manufacturer's test facility. Submit required test schedule and location and notify the Government thirty (30) calendar days before scheduled test date. Notify the Government fifteen (15) calendar days in advance of changes to scheduled date.
4.2. SWITCHBOARD DESIGN TESTS
NEMA PB 2 and UL 891. Furnish documentation showing the results of design tests on a product of the same series and rating as that provided by this specification. Submit UL certification documents to show compliance. Required tests are as follows:
4.2.1. Short-circuit current test.
4.2.2. Enclosure tests.
4.2.3. Dielectric test.
4.3. SWITCHBOARD PRODUCTION TESTS
NEMA PB 2 and UL 891. Furnish reports which include results of production tests performed on the actual equipment for this project. Required tests are as follows:
4.3.1. 60-hertz dielectric tests.
4.3.2. Mechanical operation tests.
4.3.3. Electrical operation and control wiring tests.
4.3.4. Ground fault sensing equipment tests of continuity and polarity.
4.4. ARC FLASH WARNING LABEL
Provide manufacturer’s arc flash warning label for switchboard.
4.5. MIMIC BUS LABELING
Provide a mimic bus on the front of the equipment to diagrammatically show the internal bus structure of the lineup.
5. EXAMINATION
Inspect all surfaces of switchboard for dents or defects in manufacturing prior to shipping.
6. PREPARATION FOR SHIPPING
6.1. Clearly identify connections between shipping splits for enclosure circuits and switchboard splits.
6.2. Provide junction and terminal boxes at each connection point.
6.3. Cover equipment and accessories and protect from damage during shipment.
6.4. Use appropriate shipping materials for protecting equipment.
6.5. Prove a current set of as-built drawings in each shipping split.
7. DELIVERY AND HANDLING
Each shipping section shall be properly matchmarked to facilitate reassembly and shall be provided with removable lifting channels or eye bolts to facilitate lifting and handling. The equipment shall be shipped as completely assembled and wired as feasible to require a minimum of installation work. Any mounted devices such as relays and indicating instruments which cannot withstand the hazards of shipment shall be removed, properly marked with panel number to allow ready reinstallation, and carefully packed and shipped separately.
The Contractor shall provide written notification of equipment shipment to the Government fourteen (14) calendar days prior to delivery.
Prior to shipment, the switchboard and any other critical equipment shall be suitably wrapped or otherwise protected from dampness, dust, and physical damage during shipment. All switchboard sections will be inspected by the government upon delivery. Damaged equipment shall be replaced, unless otherwise approved.
8. STORAGE AND HANDLING
Provide one (1) written copy of storage and handling instructions. A copy of the storage and handling instructions will be provided outside the switchboard packing with the equipment at time of shipment.
9. INSTALLATION
Switchboard and auxiliary components will be installed by Government personnel upon delivery.
10. OPERATIONS AND MAINTENANCE MANUALS (CLIN 0002)
The Contractor must provide three (3) hardcopies of the operation and maintenance manual upon delivery of other furnished equipment. These hard copies must be reproducible from a Contractor-provided digital copy of the operations and maintenance manual. Assemble and securely bind manuals in durable, hard covered, water-resistant binders. O&M Manuals shall be specific to the product/model number of each unit and shall be comprehensive in nature. Assemble and index the manuals in the following order with a table of contents:
10.1. Switchboard operation and maintenance data
10.2. Include manufacturer’s product data and other pertinent information for each component, device, and accessory provided with the switchboard including:
10.2.1. Circuit breaker type, interrupting rating, and trip devices, including available settings.
10.2.2. Electronic overcurrent control curves
10.3. The manufacturer’s instruction manuals and published time-current curves of the main breaker and feeder breakers.
10.4. The manufacturer’s instruction manuals must provide breaker information that ensure protection and coordination can be achieved.
10.5. Complete instruction manuals and software for protective relays, metering equipment, and instrumentation, if applicable.
10.6. Furnish drawings that include, but are not limited to, the following:
10.6.1. Include wiring diagrams or wiring lists and installation details of equipment, layout and arrangement, control panels, accessories, and other items that must be shown to ensure a coordinated installation. Identify circuit terminals on wiring diagrams or wiring lists and indicate the internal wiring for each item of equipment.
10.6.2. Provide weights, arrangements, plan view, section views, footprint, and front view.
10.6.3. Bus configuration including ampere ratings of bus bars.
10.6.4. Single-line diagram including breakers, fuses, current transformers, and meters. Showing buses and interrupting devices with interrupting capacities; current transformers with ratings; instruments and meters required; and description of instruments and meters.
10.6.5. Wiring diagrams or wiring lists and elementary diagrams with terminals identified and indicating pre-wired interconnections between items of equipment and the interconnection between the items.
10.6.6. Conductors point of entry.
10.7. Include the nameplate data, size, and capacity.
10.8. Test Reports: factory acceptance and switchboard conformity to design test reports
10.9. Certificates: Paint Coating System, UL compliance
10.10. Markings and NEMA nameplate data including fuse information (manufacturer's name, catalog number, and ratings).
10.11. List of recommended spare parts, complete with supplier contact information and pricing.
10.12. Material and equipment manufacturing date.
11. SPARE PARTS (CLIN 0003)
Provide a spare parts kit that is comprised of the sub kits and parts as specified below. Provide spare parts that are of the same material and workmanship, meet the same requirements, and are interchangeable with the corresponding original parts furnished.
11.1. Fuse kit – two (2) fuses of each type
11.2. Light kit – four three (3) lights of each color and type
11.3. Provide - Full-function electronic trip unit test set for Micrologix trip unit.
11.3.1. Similar to obsolete Square-D FFTK S33595
12. WARRANTY
All equipment supplied under this contract must be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. All warranty work will be done without delivery or shipment fees (including travel or on-site work). All parts and components covered by a manufacturer’s warranty greater than one (1) year must prevail.
13. TRAINING AND START–UP COMMISSIONING (CLIN 0004)
The Contractor shall be required to provide onsite Operation & Maintenance training for the LV Switchboard and start-up commissioning. Training and commissioning must be performed by a manufacturer’s factory-qualified technician. The Contractor should anticipate a minimum eight (8) hours for the combined effort. Training and commissioning shall be scheduled no earlier than two (2) weeks and no later than eight (8) weeks after delivery. The period of performance for the testing and commissioning of the delivered equipment is dependent on the completion of the Dworshak National Fish Hatchery electrical building which could extend into calendar year 2027. The Contractor must coordinate the exact dates of training and commissioning with the COR. All training and commissioning activities must be scheduled during normal operating hours. The Government will provide a training location to accommodate audio and video, as needed.
Minimum commissioning tests shall include:
• Circuit Breaker Primary
• Contact Resistance on Joints
• Control Wiring Insulation Test
• Basic Testing of CTs and PTs
• Basic Testing for Ground Faults
• Ground Resistance Testing
• Differential Ground Fault Testing
• Other testing, as required, by the manufacturer
14. SECURITY REQUIREMENTS
14.1 General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)).
Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures— this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
14.2 Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the
RA.
14.3 Escorting in classified and/or sensitive areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.
14.4 Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E- Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
15. SHIPMENT AND DELIVERY
All items shall be delivered FOB Destination to the Dworshak National Fish Hatchery within 56 weeks of contract award. The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Dworshak National Fish Hatchery. Offload locations for equipment to be coordinated with COR. All deliveries need to be coordinated at a minimum of thirty
(30) days in advance. Deliveries shall be made during normal Dworshak National Fish Hatchery operating hours of Monday–Thursday, 7:00 a.m. – 4:30 p.m., excluding federal holidays.
